Sa kabilugan, INDI PWEDE.

Ang isa ka CLOA nga titulo indi gilayon pwede nga mabaligya pagkatapos ini ginhatag sang gobyerno bangod ang Section 27 sang Republic Act No. 6657, nga gin amyendahan sang Republic Act No. 9700 nagadumili sa pagbaligya, pagbalhin, ukon pag-convey sang duta nga gin hatag sa idalom sang agrarian reform program sa sulod sang 10 ka tuig.

Sa sulod sang 10-ka-tuig nga paghupot, ang pagbalhin ukon ang pag baligya ginatugutan lamang:

1. paagi sa napanubli nga pagbulos;
2. sa Gobyerno;
3. sa Land Bank of the Philippines; ukon
4. sa isa pa ka kwalipikado nga benepisyaryo sang agrarian reform paagi sa DAR.

Kon ang duta wala pa mabayaran sing bug-os, ang pagsaylo sa isa ka manunubli ukon iban pa nga kwalipikado nga benepisyaryo nagakinahanglan man sang una nga pag-aprubar sang DAR, kag ang transferee dapat mag-uma sang duta sing personal.

Ang waiver, assignment of rights, ukon kaanggid nga arrangement indi mahimo gamiton sa paglikaw sa prohibition sa idalum sang layi; ang pag-untat sang mga kinamatarong sa pagpanag-iya ukon waiver of ownership ginakabig nga isa ka pagbalhin kag nagapabilin nga napaidalom sa amo man nga mga restrictions.

Pagkatapos sang 10-ka-tuig, ang pagbaligya mahimo nga pahanugotan, apang dapat gihapon ini magsunod sa mga requirements sang DAR.

Sa partikular, ang mga pagbalhin ukon pag baligya sang ginhatag nga duta sa agrikultura sa pangkabug-usan nagakinahanglan sang DAR clearance antes magparehistro.

TANDAAN: Indi mo gilayon mabaligya ang imo CLOA sa isa ka ordinaryo ukon pribado nga manugbakal bangod lamang nga ang CLOA gin-isyu na. Ang eksakto nga sabat nagadepende sa petsa sang pag-isyu kag pagparehistro, kon ang 10-ka-tuig nga paghupot nga panahon nag-expire, kon ang manugbakal isa ka kwalipikado nga benepisyaryo, kon ang duta bug-os nga ginbayaran, kag kon ang kinahanglanon nga DAR approval ukon clearance nakuha na.
