KATARUNGAN CARAVAN

Last 30 April 2026, our very own Atty. Robert Paul C. Arpa took part in the Katarungan Caravan held at the New Bilibid Prison - Minimum Security.

More than a legal outreach activity, the Katarungan Caravan serves a deeper purpose: to ensure that Persons Deprived of Liberty (PDLs) who may already be entitled to release due to overstaying are properly identified, heard, and given the opportunity to regain their freedom under the law. It is a reminder that justice must not only be rendered — it must also be accessible, humane, and timely.

While Atty. Arpa wears many hats, including his roles as IBP–PPLM Legal Aid Chair and Treasurer, one principle continues to guide his work: that no one should be left behind in our justice system.

We are honored to have supported the Department of Justice Action Center (DOJAC), under the leadership of Undersecretary Margarita Gutierrez, whose commitment to upholding the dignity, rights, and welfare of every individual within the justice system continues to create meaningful impact.

At our firm, pro bono work is not merely an obligation — it is part of who we are. We remain committed to using the law not only as a profession, but as a means to restore hope, protect rights, and open doors to second chances.

Our sincere gratitude to the DOJAC and all our partners and collaborators for allowing us to take part in this meaningful mission toward a more compassionate and responsive justice system.

Celebrating a journey of service and leadership!

We proudly recognizes our Founding and Managing Lawyer, Atty. Robert Arpa, for receiving an award of distinction from the Rene A. V. Saguisag Legal Aid Center (RAVSLAC).

What began as a student's dream to serve during a law school orientation has evolved into a career-long dedication to clinical legal education. Now serving as a Supervising Lawyer, Atty. Arpa continues to give back to his alma mater, San Beda College Alabang, by mentoring interns and providing legal counsel to those who need it most.

We are grateful to the Rene A.V. Saguisag Legal Aid Center (RAVSLAC) for this recognition. At Arpa Law, we believe that true justice begins with the family, ensuring that even the most vulnerable among us have a voice and the legal protection they deserve.

On February 11, 2026, the Arpa Law team conducted a vital legal mission at the Medium Security Compound of the New Bilibid Prison, in coordination with the Department of Justice - Action Center (DOJAC). Lead by Usec. Margarita Gutierrez, our firm focused on providing critical assistance to Persons Deprived of Liberty (PDLs) whose situations demand urgent legal attention—specifically those who have already served beyond their required sentences or remain incarcerated past their eligible release dates.

Our Founding and Managing Lawyer, Atty. Robert Arpa, alongside Office Manager Tracy Doroteo and Paralegal Danzel Fernandez, worked directly with PDLs to facilitate the filing of Petitions for Habeas Corpus, review Good Conduct Time Allowance (GCTA) records, and provide strategic legal advice on their next steps. Beyond consultations, our team assisted in drafting formal letters of appeal to the Secretary of Justice to ensure that every case is heard and that no individual remains in the Medium Security Compound longer than the law requires.

We remain steadfast in our mission to provide dedicated legal representation and to be a voice for those seeking a fair second chance under the rule of law.
