The DOTr said the private partner will be responsible for ensuring efficient, safe, and world-class operations of the 147-kilometer NSCR system, which will connect Clark International Airport in Pampanga to Calamba, Laguna.

The government has opened the bidding for the P229-billion contract to operate and maintain the North–South Commuter Railway (NSCR), marking one of the country’s largest public-private partnership (PPP) projects in the transport sector.

According to a notice published by the Public-Private Partnership Center, the Department of Transportation (DOTr) and the Philippine National Railways (PNR) are inviting qualified local and foreign firms to participate in the bidding process for the long-term operations and maintenance (O&M) contract.
