Manila, Philippines – In a powerful commemoration of the World Day Against Trafficking in Persons, the Inter-Agency Council Against Trafficking (IACAT) proudly presented the Philippine Coast Guard (PCG) with the esteemed Law Enforcement Award at the Breaking All Chains Awards 2025 held today, July 30, 2025 at the historic Metropolitan Theater.
The PCG was recognized for its exemplary support and unwavering commitment to combating Trafficking in Persons (TIP). Their vital role in interdicting numerous human trafficking victims, particularly those utilizing ships and speedboats traversing the illegal migrant corridors (backdoor exit) along the country's southern borders, was highlighted as a key factor in receiving this prestigious honor.
Accepting the Plaque of Recognition on behalf of PCG Commandant 𝐀𝐝𝐦𝐢𝐫𝐚𝐥 𝐑𝐨𝐧𝐧𝐢𝐞 𝐆𝐢𝐥 𝐋 𝐆𝐚𝐯𝐚𝐧 𝐏𝐂𝐆 were 𝐕𝐢𝐜𝐞 𝐀𝐝𝐦𝐢𝐫𝐚𝐥 𝐄𝐝𝐠𝐚𝐫 𝐘𝐛𝐚ñ𝐞𝐳 𝐏𝐂𝐆 - Deputy Commandant for Operations, and 𝐑𝐞𝐚𝐫 𝐀𝐝𝐦𝐢𝐫𝐚𝐥 𝐈𝐧𝐧𝐨𝐜𝐞𝐧𝐜𝐢𝐨 𝐂 𝐑𝐨𝐬𝐚𝐫𝐢𝐨 𝐏𝐂𝐆 - Acting Commander of the Maritime Security Law Enforcement Command. The Office of the Deputy Chief of Coast Guard Staff for Maritime Security Law Enforcement, CG-14 conducted a two-day Gun Safety and Proficiency Firing Training held last 17-18 July 2025 at the CG K9 Firing Range.

The activity aimed to enhance the O/CG-14 personnel's knowledge and skills in the safe handling and responsible use of fi****ms, ensure compliance with Standard Operation Procedure (SOP) Nr 12-17 dated 15 November 2017 (Issuance of Training Ammunition) and Republic Act No. 10591 (Comprehensive Fi****ms and Ammunition Regulation Act), and to improve overall firearm proficiency among Philippine Coast Guard (PCG) personnel through a combination of lectures and practical exercises.

The activity included instructional sessions on gun safety, identification of basic firearm components, proper handling stance, grip techniques, aiming fundamentals, and dry fire exercises. A dedicated discussion was conducted on Republic Act No. 10591, in alignment with PCG standards and operational protocols.

She's CG COMMODORE MITZIE SILVA-CAMPO, the first female general line officer to become a Philippine Coast Guard (PCG) Commodore! ❣

CG Commodore Silva-Campo is a native of Digos City, Davao del Sur. She graduated top of her class under the Coast Guard Officers Course Class-1 “C” (Makagitaw) in 2002. She acquired a master’s degree in Maritime Law and Policy from the World Maritime University (WMU) Malmö, Sweden in May 2009.

Moreover, she accomplished her Juris Doctor Degree and Bachelor of Arts major in English with education units at Cor Jesu College, Inc. in Digos, Davao del Sur. She took up various training and courses related to maritime, including a comprehensive course on International Maritime Conventions and Ship Safety Inspection at the Japan International Cooperation Agency (JICA) Training Institute in Yokohama, Japan in 2011.

CG Commodore Silva-Campo currently serves as the Deputy Chief of Coast Guard Staff for Maritime Security Services (CG-14). Before her present assignment, she was designated as Commander of the Coast Guard Internal Audit Service and Deputy Chief of Coast Guard Staff for Education and Training.

From March 2016 to June 2019, CG Commodore Silva-Campo was deployed as the country’s representative in the Regional Cooperation Agreement on Combating Piracy and Armed Robbery Against Ships in Asia – Information Sharing Centre (ReCAAP - ISC), a government international organization based in Singapore.

CG Commodore Silva-Campo, together with CG Commodore Ramon S Lopez, CG Commodore Joeven L Fabul, and CG Commodore Edgar L Ybañez, will take an oath to Department of Transportation - Philippines (DOTr) Secretary Art Tugade next week.
