Qualifications:
• Law student or completed Bachelor’s degree in Legal Management, Political Science or related field
• Strong written and verbal communication skills
• Proficiency in Microsoft Office and standard office applications
• Good organizational and document management skills
• Ability to manage deadlines and multiple assignments
• Background or experience in legal research, document preparation, or law office work is an advantage

For Students:
• Currently enrolled and at least 3rd year standing in law, political science, legal management, or related course
• Good academic standing

• Willingness to undertake legal research, drafting, case preparation, and other law office tasks
• Able to observe professional standards of confidentiality, work discipline, and client relations

JMB LAW FIRM was honored to participate in a Strategic Information Operations lecture conducted at Camp Lapu-Lapu, Cebu City, in collaboration with the personnel of the 14th Civil-Military Operations "Katipanan" Battalion (14CMOBn), Joint Task Group Cebu (JTG-Cebu), and Community Support Program (CSP) Operators.

During the session, Atty. Justine Marie R. Balanag discussed the legal framework governing governing counterterrorism efforts, importance of responsible and lawful communication in the conduct of Civil-Military Operations and Community Support Program. The lecture also provided an opportunity to discuss the importance of balancing national security objectives with respect for the rule of law and the protection of fundamental rights in the conduct of information operations.

𝗤: 𝗪𝗵𝗲𝗻 𝗰𝗮𝗻 𝗽𝗼𝗹𝗶𝗰𝗲 𝗼𝗳𝗳𝗶𝗰𝗲𝗿𝘀 𝘀𝘁𝗼𝗽 𝗮𝗻𝗱 𝘁𝗲𝘀𝘁 𝗮 𝗱𝗿𝗶𝘃𝗲𝗿?
A: When there is probable cause, such as overspeeding, swerving, weaving, lane straddling, sudden stops, poor coordination, smell of alcohol, or visible signs of drug use. (Sec. 6)

𝗤: 𝗪𝗵𝗮𝘁 𝘁𝗲𝘀𝘁𝘀 𝗰𝗮𝗻 𝘁𝗵𝗲 𝗽𝗼𝗹𝗶𝗰𝗲 𝗰𝗼𝗻𝗱𝘂𝗰𝘁?
A: Officers may first conduct field sobriety tests. If the driver fails, a breathalyzer test becomes mandatory to measure blood alcohol concentration. (Sec. 6)

𝗤: 𝗪𝗵𝗮𝘁 𝗶𝗳 𝘁𝗵𝗲 𝗼𝗳𝗳𝗶𝗰𝗲𝗿 𝘀𝘂𝘀𝗽𝗲𝗰𝘁𝘀 𝗱𝗿𝘂𝗴 𝘂𝘀𝗲?
A: The driver will be brought to the nearest police station for drug screening and confirmatory tests under the Comprehensive Dangerous Drugs Act (RA 9165). (Sec. 6)

𝗤: 𝗖𝗮𝗻 𝗱𝗿𝗶𝘃𝗲𝗿𝘀 𝗶𝗻𝘃𝗼𝗹𝘃𝗲𝗱 𝗶𝗻 𝗮𝗰𝗰𝗶𝗱𝗲𝗻𝘁𝘀 𝗯𝗲 𝘁𝗲𝘀𝘁𝗲𝗱 𝗲𝘃𝗲𝗻 𝘄𝗶𝘁𝗵𝗼𝘂𝘁 𝘀𝘂𝘀𝗽𝗶𝗰𝗶𝗼𝗻?
A: Yes. Drivers involved in vehicular accidents that result in injury or death are automatically required to undergo alcohol and drug testing. (Sec. 7)

𝗤: 𝗖𝗮𝗻 𝗜 𝗿𝗲𝗳𝘂𝘀𝗲 𝗮 𝗯𝗿𝗲𝗮𝘁𝗵𝗮𝗹𝘆𝘇𝗲𝗿 𝗼𝗿 𝗱𝗿𝘂𝗴 𝘁𝗲𝘀𝘁?
A: No. Refusal results in immediate confiscation and automatic revocation of your driver’s license, plus possible criminal liability. (Sec. 8)

𝗤: 𝗪𝗵𝗮𝘁 𝗮𝗿𝗲 𝘁𝗵𝗲 𝗽𝗲𝗻𝗮𝗹𝘁𝗶𝗲𝘀 𝗳𝗼𝗿 𝗱𝗿𝗶𝘃𝗶𝗻𝗴 𝘂𝗻𝗱𝗲𝗿 𝘁𝗵𝗲 𝗶𝗻𝗳𝗹𝘂𝗲𝗻𝗰𝗲?
A:
• No injury or death: Up to 3 months imprisonment + ₱20,000–₱80,000 fine
• With physical injuries: Higher criminal penalty + ₱100,000–₱200,000 fine
• With homicide: Homicide penalty + ₱300,000–₱500,000 fine (Sec. 12)

𝗤: 𝗪𝗵𝗮𝘁 𝗵𝗮𝗽𝗽𝗲𝗻𝘀 𝘁𝗼 𝗺𝘆 𝗱𝗿𝗶𝘃𝗲𝗿’𝘀 𝗹𝗶𝗰𝗲𝗻𝘀𝗲?
A:
• Non-professional drivers:
– 1st offense: 12-month suspension
– 2nd offense: Permanent revocation
• Professional drivers:
– Permanent revocation on first offense (Sec. 12)

𝗤: 𝗖𝗮𝗻 𝘃𝗲𝗵𝗶𝗰𝗹𝗲 𝗼𝘄𝗻𝗲𝗿𝘀 𝗼𝗿 𝗼𝗽𝗲𝗿𝗮𝘁𝗼𝗿𝘀 𝗯𝗲 𝗵𝗲𝗹𝗱 𝗹𝗶𝗮𝗯𝗹𝗲?
A: Yes. Owners and operators, especially of PUVs and commercial vehicles, can be held directly and principally liable for fines and civil damages unless they prove extraordinary diligence in hiring and supervising drivers. (Sec. 13)

Driving under the influence is a serious criminal offense, not a traffic violation.

Refusal to test is not a defense.

The National Labor Relations Commission (NLRC) has issued the 2025 NLRC Rules of Procedure, published in The Manila Times on 29 December 2025 and set to take effect on 13 January 2026.

The updated Rules strengthen efficiency, transparency, and access to labor justice, while aligning procedures with current laws and reforms.
