SiGMA World's Jenny Ortiz-Bolivar reporting:

"In July, Geronimo Law estimated that privatisation of Casino Filipino could reduce annual Universal Health Care (UHC) funding by PHP1.7 billion ($27.5 million) to PHP2.1 billion ($34 million). The firm warned that replacing direct casino earnings with regulatory licence fees could reduce contributions to the Philippine Health Insurance Corporation (PhilHealth).

"'Proceeds from the disposal of branch assets and licenses are not franchise gaming earnings and thus never enter the base on which the UHC share is based,' the firm said."

PAGCOR expects an October decision on Casino Filipino privatisation, targeting a 2027 exit as casino losses could reach $113M this year.

Philstar.com reporting our views on the public disclosure of bank records and anti-money laundering reports in the VP impeachment trial:

Russell Stanley Geronimo, managing lawyer of Geronimo Law, said banks are merely carrying out a statutory responsibility when they submit such reports.

“Under the law, a bank filing an STR or CTR is simply fulfilling a statutory compliance obligation. It is not an accusation of a crime, nor does it establish illicit origins,” Geronimo said.

He warned that presenting gross aggregate transaction figures without sufficient context could make routine commercial transactions appear illicit.

Geronimo warned that the banking system ultimately depends on depositors and businesses believing their financial information will remain confidential.

“The entire banking system relies on trust. Investors and businesses may react by moving capital offshore, utilizing non-bank channels or avoiding local banking infrastructure altogether to protect their commercial privacy,” he said.

He also argued that CTRs and STRs are intended principally as confidential financial intelligence used to generate investigative leads.

Geronimo said publicly releasing such information risks exposing not only the individuals subject of an investigation, but also counterparties and other third parties whose transactions may appear in financial records.

Confidence in the Philippine banking system remains intact, the Bangko Sentral ng Pilipinas (BSP) said, citing banks’ strong fundamentals and safeguards meant to protect the integrity of the financial system.

Seven weeks of nationwide polling by Pulso Intelligence show that public opinion on the impeachment trial of Vice President Sara Duterte has barely moved since August, despite a series of developments that were expected to shift the public sentiment. The share who would vote not guilty went from 48.5 to 49.0 percent, giving acquittal a lead of 15.6 points, the widest of the series.

The share of Filipinos who consider the Senate's conduct of the trial unfair rose in every wave, from 36.0 percent to 48.7 percent, while the share calling it fair fell to 22.1 percent.

Seven weekly national surveys by Pulso Intelligence show the share calling the Senate trial unfair rose every week to 48.7%.

The BSP Governor berates the affluent to give up luxury goods and save more. However, one has to remember that the behavior he despises is the outcome of his own central bank's monetary policy. With Philippine headline inflation now at 7.2% and the BSP policy rate at 5.00%, real interest rates are sitting at -2.20%, guaranteeing that money kept in local savings accounts or government bonds actively loses purchasing power. The BSP has chosen, deliberately, not to compensate savers for inflation, so it penalizes exactly the saving he is asking for. In a negative real rate environment, capital naturally flees into tangible goods (like luxury assets) that act as inflation hedges. The country's low savings rate isn't a moral defect, but a rational response to central bank policy.

The BSP has a sophisticated economic model called the PAMPh2.0 (with the assistance of IMF) and an Interest Rate Corridor (IRC). Why would someone (ideally the government's monetary economist par excellence) paid with a salary of PhP 52 million a year, or effectively PhP 4.3 million per month, resort to moral suasion?

BSP Governor Eli Remolona urges wealthier Filipinos to cut luxury spending on Louis Vuittons and Swiss watches to boost national savings and investment.

The idea of issuing an instrument that represents economic rights or beneficial interest in shares of stock, so that investors can hold and trade the economics of the shares without owning the underlying shares, has been perfected decades ago in the form of depositary receipts (e.g., American Depositary Receipts, Global Depositary Receipts, and Philippine Depositary Receipts).
‍
In this note, we discuss how a depositary receipt (DR) is typically structured, then we apply this model in structuring a tokenized equity security.
