๐Ÿก WILL YOUR REAL PROPERTY TAX INCREASE BECAUSE OF THE NEW PROPERTY VALUATION LAW?

Many property owners are asking whether the new REAL PROPERTY VALUATION AND ASSESSMENT REFORM ACT (RPVARA) automatically means higher Real Property Taxes.

The short answer: NOT NECESSARILY.

RPVARA aims to standardize property valuation nationwide by 2028 so that all LGUs use a uniform system based on ACTUAL MARKET VALUES.

WHY WAS THIS NEEDED?

For years, many Schedule of Market Values (SMVs) have been outdated, resulting in:
โ–ช Inconsistent property valuations
โ–ช Delays and confusion in transactions
โ–ช Lost local government revenues
โ–ช Reduced investor confidence

WHAT WILL CHANGE?

Property values will gradually reflect current market conditions, creating a FAIRER, MORE TRANSPARENT, and MORE CONSISTENT valuation system across the country.

WILL MY REAL PROPERTY TAX AUTOMATICALLY INCREASE?

Not automatically.

Real Property Tax is computed as:

REAL PROPERTY TAX = MARKET VALUE ร— ASSESSMENT LEVEL ร— TAX RATE

RPVARA updates only the MARKET VALUE.

The ASSESSMENT LEVEL and TAX RATE are still determined separately by your Local Government Unit. Because of this, an increase in market value does NOT automatically mean your property tax will increase by the same percentage.

REAL ESTATE UPDATE: NO DEADLINE? NOT SO FAST.

Good news for heirs and property ownersโ€”pero may catch.

The Bureau of Internal Revenue (BIR) recently clarified that there is NO deadline to submit proof of estate settlement when availing of estate tax amnesty.

Sounds like relief, right? Yesโ€”but donโ€™t get too comfortable.

Hereโ€™s what this REALLY means for you:

โœ”๏ธ You can file and pay estate tax amnesty even if your documents (like Extra-Judicial Settlement or court order) are not yet complete
โœ”๏ธ BUT those documents are STILL REQUIRED later
โœ”๏ธ Without them, you CANNOT get your eCAR (Electronic Certificate Authorizing Registration)
โœ”๏ธ And without eCARโ€ฆ NO TRANSFER OF TITLE

In short:
No deadline does NOT mean no requirement.

Even more important:

โš ๏ธ If you miss installment payments โ†’ you LOSE amnesty benefits
โš ๏ธ Your estate goes back to regular taxation (with penalties and interest)
โš ๏ธ Undeclared properties are NOT covered and will be taxed separately

This is where many heirs get stuckโ€”nakapagbayad na, pero hindi pa rin mailipat ang title because kulang ang documentation.

REALITY CHECK:
