A strong step forward for participatory governance.

Today, we conducted the committee hearing on the proposed Social Research Legislation Ordinance authored by Councilor Franklin M. Gacal, Jr. This Measure puts people at the center of lawmaking by directly involving key social and industry sectors in shaping policies that reflect their real conditions, needs, and aspirations.

This is more than legislation. It is about shared ownership, inclusion, and making sure policies are grounded in reality.

Another committee hearing will be scheduled to further open the process, gather more voices, and strengthen the ordinance so it truly delivers for every sector in our city.
