CIDG NABS FOREIGNER OVER PHP 1.5M ALLEGED SUBSTANDARD AUTOMOTIVE BATTERIES IN CAGAYAN DE ORO

On August 25, 2026 from 3:00 PM to 6:30 PM, the CIDG Cagayan De Oro City Field Unit together with the Regional Special Operations Team (RSOT) of CIDG Regional Field Unit 10, in coordination with the Department of Trade and Industry-Region 10 and territorial police units conducted a law enforcement operation for alleged violation of Republic Act No. 7394 (Consumer Act of the Philippines) and Republic Act No. 4109 (An Act to Convert the Division of Standards Under the Bureau of Commerce into a Bureau of Standards, to Provide for the Standardization and/or Inspection of Products and Imports of the Philippines and for Other Purposes) in Brgy. Iponan, Cagayan de Oro City that resulted in the confiscation of 497 pieces of alleged substandard automotive batteries with an estimated value of PhP 1,582,000.00, and arrest of a foreign national suspect.

A report that reached PMGEN Robert AA Morico II, the Director of the CIDG, stated that the male suspect is 59 years old, Australian national and importer. He was caught while possessing, in control, and selling alleged imported automotive batteries from China - which are not in conformity with consumer product quality or safety standard- thereby, exposing consumers to potential safety risks and violative of the Consumer Act of the Philippines.

The CIDG Director emphasized that it is the policy of the State to protect the interests of consumers, promote their general welfare, and establish standards of conduct for business and industry by ensuring that only safe, quality, and compliant products are offered in the market.

Republic Act No. 4109 is the law that created the Bureau of Philippine Standards (BPS) under the Department of Trade and Industry (DTI), its primary purpose is to protect consumers by establishing, enforcing, and regulating the safety and quality standards of all products made in or imported into the Philippines.

The Department of Trade and Industry (DTI) strictly enforces safety standards to protect all consumers from all hazards. Using substandard automotive batteries presents risks that range from total vehicle failure to life-threatening physical hazards. Because these batteries bypass rigorous quality control channels and lack official verification marks—they substantially fail under standard operating conditions.

The CIDG leadership commends PLTCOL Jerome Jay S Ragonton, the Chief of the CIDG Regional Field Unit 10, and the CIDG Cagayan De Oro City Field Unit led by PMAJ Gerson A Soliven for the confiscation of alleged substandard automotive batteries. The operation reinforces the government's commitment to ensuring that products offered in the market comply with established safety and quality standards, thereby, protecting consumers from potential hazards.

The CIDG assures the public that it is steadfast in enforcing all laws to protect the consumers and buying public nationwide.
