LAHI MAN SA ATOA KY ANG MGA CONTRACTOR OR NI PAKYAW TRABAHO NA ADMIN KY GANAHAN MAN DALI RA MAGUBA PARA TRABAHO-ON NAPUD USAB.

AWA DAW NA MGA DALAN MA AGI-AN NINYU KUNG NAGUBA NA BISAN BAG-O PA HUMAN?

He didn't threaten fines.

He threatened heads.

A senior Ugandan military leader has sparked global attention after delivering one of the harshest public warnings imaginable to contractors accused of wasting taxpayer money. Frustrated by years of crumbling roads, flooding, and corruption allegations, he announced that the military would take direct control of Kampala's road construction budget.

Then came the statement everyone started talking about.

According to his warning, any contractor who gets paid to build a road and still leaves behind potholes should expect severe consequences. The remark quickly spread online, with supporters praising the tough stance while critics questioned how far such rhetoric should go.

For years, residents of Kampala have complained that public funds disappear while roads continue to deteriorate. Huge potholes, damaged streets, and flood-prone neighborhoods have become a symbol of a system many believe has failed ordinary citizens.

Now the government is trying something dramatically different. Instead of leaving the work to traditional civilian agencies, military engineers are being sent in to take over major road projects.

Around the world, people know roads that somehow cost millions yet still fall apart months later. That's why this story is getting so much attention. Some see a dangerous concentration of power. Others see the kind of accountability they've wanted for years.

It's the kind of announcement that makes people look at the roads outside their own homes and wonder how different things would be if officials and contractors were held personally responsible for every pothole left behind.

LOOK: The Provincial Health Office (PHO) has recorded 10 HIV cases among children below 15 years old, raising concerns over the increasing number of younger individuals testing positive for the virus in Cebu Province.

PHO Health Education and Promotion Officer Wilfredo Salgado said HIV infections are being detected among younger age groups, highlighting the need for intensified awareness, prevention, and early intervention efforts.

PHO data from January to November last year showed 390 people living with HIV in Cebu Province, with around 60 to 70 percent undergoing treatment. Updated figures for this year have yet to be released.

Meanwhile, the Department of Health data for the same period recorded 954 individuals who tested positive for HIV in Cebu Province, including the tri-cities. Male-to-male s*xual contact accounted for the largest share of transmissions with 629 cases, followed by male having s*x with males and females with 133 cases, male-to-female transmission with 118 cases, male injecting drug use with 29 cases, and four cases attributed to mother-to-child transmission.

Salgado noted that stigma surrounding HIV has lessened compared to previous years, which he attributed partly to changing attitudes among younger generations.

Ramon Mathew Basabe, co-founder of the Cebu Pride Movement, said the increasing number of reported cases may also reflect improved HIV awareness and prevention efforts, leading more individuals to voluntarily undergo testing.

Health officials continue to urge the public to practice safe behaviors, get tested regularly, and seek appropriate medical care to help prevent HIV transmission and ensure early treatment for those living with the virus.

It’s painful to witness how the very communities suffering the most from poverty are often the ones fiercely defending leaders who have failed to uplift them. But this isn’t simply about ignorance or blind loyalty it’s about years of systemic neglect, misinformation, political dependency, and the absence of genuine opportunities that make people hold on to the only figures they feel have ever acknowledged them. Real change begins not with mocking or condemning the poor, but with understanding why these cycles persist and demanding leadership that empowers rather than exploits. Poverty should never be weaponized for political survival, and citizens deserve education, dignity, accountability, and leaders who serve beyond election season.
