The Reserve Command, Philippine Army joins the nation in commemorating the 505th Anniversary of Lapu-Lapu—honoring the triumph of his warriors over foreign forces in the historic Battle of Mactan on April 27, 1521.

More than a victory, his legacy lives on as a symbol of courage and resistance. Today, Rajah Lapu-Lapu stands as a testament to the ideals of every reservist—reflected in the patch worn by every member of the AFP Reserve Force, a constant reminder that the spirit of the Citizen Army remains ready to serve, stand, and defend the Filipino people.

The Reserve Command, Philippine Army (RESCOM, PA) conducted a formal Change of Office Ceremony for the Assistant Chief of Staff for Personnel, G1, on April 21, 2026. The ceremony was presided over by the Commander, RESCOM, PA.

Col. Jonathan Gayas relinquished his position to Lt. Col. Brelyn M. Bitoy, who assumed the role of G1, marking a significant “homecoming” to the unit where her military journey began. Lt. Col. Bitoy, a product of the Advance ROTC and a member of Probationary Officer Training Course (POTC) Class 6, returns as a vital addition to the Command, ensuring that the Office of the G1 is led by an officer with deep roots and a personal commitment to the RESCOM mission.

In his keynote address, the Commander emphasized the critical role of human capital development in maintaining a high-readiness force. He urged Non-Commissioned Officers (NCOs) to pursue further academic and professional studies to advance their careers. Closing his remarks, the Commander reiterated that mission excellence must remain the organization’s top priority, ensuring that RESCOM, PA continues to serve as a cornerstone of reserve force development.

The University of Baguio ROTC Unit participated in the 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗔𝗻𝗻𝘂𝗮𝗹 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝘃𝗲 𝗮𝗻𝗱 𝗧𝗮𝗰𝘁𝗶𝗰𝗮𝗹 𝗜𝗻𝘀𝗽𝗲𝗰𝘁𝗶𝗼𝗻 (𝗥𝗔𝗔𝗧𝗜) 𝟮𝟬𝟮𝟲 held at Benguet State University, where ROTC units demonstrated discipline, skills, and tactical competence.

The UB ROTC cadets excelled in the assembly and disassembly of the M16A1 rifle, earning a perfect 100% rating. Ten randomly selected cadets out of twenty performed with speed and accuracy, recording 7 seconds for disassembly and 14 seconds for assembly. All unit achieved an overall rating of 98.7%, reflecting strong performance, discipline, and consistent training.

On April 19, 2026, the Office of the Assistant Division Commander for Reserve Force Development (OADCRFD), led by COL Camilo A. Saddam of the 5th Infantry Division, Philippine Army, conducted the Regional Annual Administrative and Tactical Inspection (RAATI) at Benguet State University ROTC Unit (BSU ROTCU), KM6, La Trinidad, Benguet.

The activity assessed the administrative efficiency and tactical proficiency of ROTC cadets to ensure operational readiness and excellence. It was attended by BSU officials, LGU representatives, partner agencies, NSTP directors, and personnel from the 1401st Ready Reserve Infantry Battalion.
The inspection was overseen by COL Oscar B. Balignasay Jr., Group Commander of 14RCDG, in coordination with the 1401st Community Defense Center.

BSU ROTCU once again proved its capability as a strong and competitive unit in the Cordillera Region—demonstrating discipline, competence, and commitment to nation-building.

𝘽𝙎𝙐 𝙍𝙊𝙏𝘾𝙐, 𝙏𝙝𝙚 𝘾𝙝𝙖𝙡𝙡𝙚𝙣𝙜𝙚𝙧: On April 19, 2026, the Office of the Assistant Division Commander for Reserve Force Development (OADCRFD), led by Colonel Camilo A. Saddam, the Assistant Division Commander for Reserve Force Development of the 5th Infantry Division, Philippine Army (5ID, PA), spearheaded the inspection in the Regional Annual Administrative and Tactical Inspection (RAATI) of the Benguet State University (BSU) Reserve Officer Training Corps Unit (ROTCu) , held at KM6, La Trinidad, Benguet, to assess the administrative efficiency and tactical proficiency of the ROTC cadets, ensuring that they meet the high standards required for operational effectiveness and readiness.

The event was graced by key stakeholders and host school administrators from Benguet State University, Dr. Kenneth A. Laruan – the BSU President, represented by Dr. Jose M. Florentino, Vice President for Business Affairs; Ms. Angeline Bugtong - Executive VP, KCP and some faculty members; Representatives from Local Government Unit (LGU) of La Trinidad; and Partner Agencies. The activity also witnessed by BSU Students; BSU ROTCu Commandant; National Service Training Program (NSTP) Directors; Personnel from 1401st Ready Reserve Infantry Battalion (1401RRIBn); and other audiences.

The RAATI was personally overseen by Colonel Oscar B. Balignasay Jr., the Group Commander of the 14th Regional Community Defense Group (14RCDG) along with the 1401st Community Defense Center (1401CDC) who meticulously planned, prepared and executed the inspection in collaboration with Benguet State University (BSU) as a host learning institution.

As one of the competitive ROTC units in the Cordillera Region, the BSU ROTCU demonstrated exceptional capabilities, showcasing their administrative and tactical competencies, highlighting their proficiency in various skills acquired during training.

𝐊𝐒𝐔 𝐑𝐎𝐓𝐂 𝐑𝐞𝐬𝐞𝐭: On April 18, 2026, the 1405th (Kalinga) Community Defense Center, under the command of the 14th Regional Community Defense Group (RCDG) of the Reserve Command, Philippine Army, successfully conducted the Closing Ceremony for 674 cadets who completed the Basic and Advanced Reserve Officer Training Corps (ROTC) program for the School Year 2025–2026. Colonel Oscar B. Balignasay Jr., the Group Commander, who also served as the Guest of Honor and Speaker, officially concluded the training, exercising the authority vested in him as Group Commander, held at Kalinga State University, Bulanao, Tabuk City, Kalinga.

The ceremony was attended by host school administrators headed by Dr. Joy Grace P. Doctor, the University President; Reservist Professors; distinguished guests, and other visitors.

In the Group Commander's message, he congratulated and welcome the ROTC graduates and expressed his gratitude for their contributions to promoting a culture of discipline, love for the country, and civic duty among the youth. He emphasized that their dedication to promoting a peaceful community and serving the nation as disciplined cadets marks a significant achievement in the leadership of the Reserve Command, Philippine Army.

The 14th Regional Community Defense Group Reserve Command, Philippine Army ignites pride and excitement as it unveils RAATI 2026, a dynamic showcase of discipline, leadership, and patriotism in the heart of the Cordillera Administrative Region. This highly anticipated Regional Annual Administrative and Tactical Inspection brings together the finest cadets from Abra, Ifugao, Kalinga, Benguet, and Mountain Province, highlighting not only their precision and teamwork but also the rich cultural spirit of Igorot youth.

With synchronized drills, sharp uniforms, and unwavering dedication on display, the event promises an inspiring spectacle that celebrates unity, resilience, and service to the nation—inviting communities to witness firsthand the future defenders of the country in action.

“𝟏𝟒𝐑𝐂𝐃𝐆 𝐂𝐨𝐧𝐝𝐮𝐜𝐭𝐬 𝟐𝐅𝐏𝐀𝐎 𝐀𝐧𝐧𝐮𝐚𝐥 𝐏𝐡𝐲𝐬𝐢𝐜𝐚𝐥 𝐈𝐧𝐯𝐞𝐧𝐭𝐨𝐫𝐲 𝐂𝐘 𝟐𝟎𝟐𝟔”

The 14th Regional Community Defense Group (14RCDG), Reserve Command, Philippine Army, under the leadership of COL OSCAR B BALIGNASAY JR INF (GSC) PA, successfully completed the Annual Physical Inventory for Calendar Year 2026 on April 15, 2026. The activity was facilitated by the 2nd Field Property Accountability Office (2FPAO), PAU, and held at Headquarters, 14RCDG, Sitio Bahawit, Poblacion West, Lagawe, Ifugao.

In line with management audit requirements, Ms Chastine Gail M Iglesia, Chief of 2FPAO and Head of the Inspection Team, delivered a lecture on Inventory Management and Property Accountability to all available personnel. The lecture highlighted the critical importance of proper maintenance procedures, which are essential in maintaining the functionality and longevity of equipment.

This initiative reflects the Group’s ongoing commitment to ensuring accountability, equipment readiness, and sustaining its operational capability and readiness to respond effectively to future missions.
