The past years has been filled with challenges, but I am grateful for the opportunity to serve and make a difference in our community. As we look forward to the year ahead, I, together with my distinguished colleagues in public service are committed to working hard to address the needs of our community and find ways to make a positive impact.

The road ahead is vulnerable, uncertain, complex, and ambiguous. It can be challenging as it often involves unfamiliar situations that may cause us to feel anxious or uncertain. However, taking on new challenges and stepping outside of our comfort zone can also be rewarding, as it allows us to grow and develop as individuals and productive members of the community.

By confronting challenges and trying new things, we gain new skills and experience, build confidence, and expand our horizons. Stepping outside of our comfort zone can also help us to overcome fears and obstacles that maybe holding us back.

Overall, while it may be intimidating to step outside of our comfort zone, doing so can help us grow and become more confident, capable, and competent professionals and public servants.

Cheers to an epic public service this 2023 and beyond.

Did you know that only men were allowed to vote in the Philippines until 1937?

Under the 1935 Constitution, only male citizens may exercise the right to suffrage.

The 1935 Charter governed the first election for the Commonwealth Government.

But by virtue of Commonwealth Act No. 34 of 1936, Filipino women have been granted the right to vote and be voted upon.

Fast forward, only one woman was elected to the Office of the President, Gloria Macapagal Arroyo in 2004, two women vice-presidents, Gloria Arroyo in 2001 and Leni Robredo in 2016.

We thank the brave Filipino women who fought for women's rights before and successfully convinced the National Assembly to pass the Women's Suffrage Bill.

On May 9, 2022, registered male and female Filipino voters, with equal voting rights, shall, among others, elect the "next male or female" President of the Philippines.

Republic Act No. 11689 also known as the " Revised Charter of the City of Baguio", has lapsed into law without the signature of the President Rodrigo Roa Duterte.

Pursuant to Sec.27, Article VI of the Philippine Constitution, when the President fails to act upon the bill for 30 days from receipt, the bill shall become a law as if he had signed it.

The New Charter was published in the Official Gazette on 26 April 2022 and takes effect 15 days thereafter on 11 May 2022.

CITY GRANTS AMNESTY FOR PURPOSES OF ISSUANCE AND RENEWAL OF BUSINESS PERMITS TO BUSINESSES NOT COMPLIANT WITH BUILDING AND ZONING CODES.

MAYOR MAGALONG signed COUNCIL RESOLUTION NO. 118-2022 Granting Amnesty to Businesses that are not compliant with the Building Code and Zoning Ordinance.
Under the City Tax Ordinance approved in the year 2000, a Mayor’s Permit shall be refused to those whose business or undertaking, does not conform with zoning regulations, safety, health and other requirements of the City.
Under Administrative Order No. 70-2009, generally, all businesses shall secure a business permit with the approval of the Building Official and City Planning officer.

This may be waived by the City in special circumstances if the structure was built prior to the effectivity of the Building Code, when there is a pending townsite or building permit application, when business is a sari-sari store or a small-scale business, or when there is proof of ownership or right of possession.
This rule is already in place and being applied by the City, subject only to supporting documents or undertakings, if applicable.

However, this does not remove the power of the Mayor under the Local Government Code, to adopt measures to safeguard and conserve the land, forest and other resources of the City and to require owners of illegally constructed structures to obtain the necessary permit or to make necessary changes in the construction.
The approval of the Resolution is an exercise of power by the City thru its Council, to adopt measures to protect inhabitants of the city from harmful effects of man-made or natural disasters and calamities, such as the CoVid-19 Pandemic, and to provide relief services and assistance for victims during and in the aftermath of said events and in their return to productive livelihood following these events.

There is a need to strike a balance between the mandates of the City to promote health and safety, to enhance the right of the people to a balanced ecology, enhance economic prosperity, promote full employment, maintain peace and order and preserve the comfort and convenience of the residents, all of which cannot be compromised.

It must be clarified however that business permit cannot be regarded as a building permit. But through this amnesty, non-complying businesses is given opportunity to return to livelihood and ample time to conform to regulations. An executive order, if necessary, shall be issued to efficiently implement the amnesty.
