Buying property in Panama as a foreigner is legally straightforward. Buying it safely is a matter of sequence.
Before any deposit changes hands, the title should be verified directly at the Registro Público — ownership, liens, encumbrances and the property's actual registered boundaries. Zoning deserves the same scrutiny: what you may build, and how high, is set by municipal land-use plans, not by the listing.
The cost of that verification is a rounding error next to the cost of skipping it.
