As we close our doors for the holiday break today, the team at Gresson Dorman & Co would like to wish you all a very Meri Kirihimete and a safe, restful and enjoyable holiday season.

We wish to advise that our Timaru and Geraldine offices will be closed from 3:00 pm on Tuesday, 23 December 2025, and will reopen at 8:30 am on Monday, 12 January 2026.

Last week the Government announced two bills to replace the Resource Management Act - the Natural Environment Bill and the Planning Bill. This marks the most significant stage of the resource management reform. Also announced was the Resource Management (Duration of Consents) Amendment Bill, to extend expiry dates of resource consents that would otherwise expire until 31 December 2027.

The Resource Management (Consenting and Other System Changes) Amendment Act was passed into law on 20 August 2025. Some key changes introduced by the Amendment Act include:

1) An increase in the maximum fines for offences under the RMA, increasing from $300,000 to $1 million for a natural person, and from $600,000 to $10 million for a ‘person other than a natural person’ (e.g., a Company).
2) A prohibition on insurers covering any RMA fines or penalties.
3) An applicant’s history of ongoing or repeated non-compliance is now a relevant factor in a consent authority’s decision making.

It is important to keep up to date with the current legislation, as the consequences of non-compliance can be significant. Our RM team can assist you to understand your responsibilities under the RMA and can make navigating the reform stress-free.

At the beginning of August, our team and their families took advantage of a perfect day at Mt Dobson ski field. Twelve colleagues of varying skiing and snowboarding abilities enjoyed excellent conditions, great company, and a well-earned BBQ lunch.
