Helen, one of our passionate directors, spoke to The Post recently about the future of public participation and the potential impact of the proposed resource management reform on communities.

The Planning Bill and the Natural Environment Bill would significantly limit participation and the right to appeal decisions. In some cases, it would also require councils and, by extension, communities to pay for planning controls that significantly affect people’s ability to develop or use land. Things that a community cares about, such as heritage or landscape values, may become too costly to protect, or they may not be able to have their say at the local level, where most busy people only engage on matters that directly affect them.

For seven years, our very own Debbie Donaldson has been helping communities protect Aotearoa’s night skies. She’s worked with groups in Kaikōura, Coromandel and Wairarapa to include provisions in district plans that help to establish Dark Sky Reserves.

Light management policies and rules in official documents, such as district plans, are required for Dark Skies International accreditation. But the proposed Planning Bill and Natural Environment Bill have removed any reference to amenity values, including visual effects.

This shift could make it much harder to protect the darkness of the night sky in these important places, impacting both people’s desire to connect with nature and species’ ability to exist in more natural environments.
