New Skilled Migrant Category pathways announced
The Government has announced upcoming changes to the Skilled Migrant Category to help employers attract and retain the skilled workers they need for their businesses to grow.

From mid-2026, two new Skilled Migrant Category pathways will be introduced:

the Skilled Work Experience Pathway, for migrants in skilled roles (ANZSCO 1-3) with at least 5 years of directly relevant work experience, including a minimum of 2 years in New Zealand paid at least 1.1 times the median wage
the Trades and Technician Pathway, for migrants in specified trades or technician roles with a minimum Level 4 qualification and at least 4 years’ post-qualification experience, including 18 months in New Zealand paid at or above the median wage.

Changes to Police Clearance Certificates from India

From 1 December 2025, new requirements for Indian-issued police certificates take effect.

Immigration New Zealand currently accepts Indian police clearance certificates from the office of the deputy commissioner or superintendent of police, or from a local police station. These are inconsistent and difficult to verify.

For applications submitted from 1 December, we will only accept police certificates issued by a Regional Passport Office of the Indian Ministry of External Affairs.

This applies to Indian nationals living in India. Requirements for Indian nationals outside India, and for non-Indian nationals who currently or have previously resided in India, have not changed.

It takes time to gather the documents for a visa application. If you are preparing a client’s application, we recommend they request a police certificate issued by the Regional Passport Office, in case their application is not ready to submit until after 1 December.

New Business Investor Visa announced
The Government has announced a new Business Investor Visa, which provides a pathway to residence for migrants who are ready to invest in, operate and grow established businesses in New Zealand.

The Business Investor Visa opens for applications in November 2025.

The new investment visa offers two options:

a $1 million or more investment in an existing business with a 3-year work-to-residence pathway
a $2 million or more investment in an existing business with a 12-month fast-track to residence pathway.

From 18 August 2025, people working in these 10 trades can apply for a Work to Residence Visa if they:

Have a job or job offer in one of the listed Green List occupations
Are aged 55 or under when applying for residence
Meet health, character, and English language requirements
Meet the specific job and pay requirements for their occupation, including:
earning at least the required applicable wage at the time of the residence application, and
having 24 months of full-time, paid work experience in a relevant job in New Zealand, earning at least the required Green List wage for that role at the time they started it.
To be eligible, applicants will need to be paid at a level that reflects the skill and experience required for their role:

for Metal Fabricator, Welder, Fitter, and Machinist roles listed above, applicants must be earning at least $43.63 an hour (or $90,750 a year based on a 40-hour week)
for Paving Plant Operators, Panel Beaters, and Vehicle Painters, applicants must be earning at least $38.59 a hour (or $80,267 a year).

New Parent Boost Visitor Visa to offer longer stay for parents
Kia ora,

The Government is introducing a Parent Boost Visitor Visa, to allow parents of New Zealand citizens and residents to stay in New Zealand for up to 5 years.

To be eligible, applicants must:

have an eligible sponsor, and they or their sponsor must have enough income or funds
meet residence-level health requirements
hold comprehensive health insurance for the duration of their stay
genuinely intend to stay in New Zealand temporarily.
Visa holders will need to complete a health and insurance check 3 years after their visa is granted.

People can apply for the visa twice, allowing up to 10 years stay in New Zealand with their families if they meet requirements.

Applications open on 29 September 2025, and more details on the requirements will be available closer to this date.

The Parent Boost Visitor Visa is in addition to the Parent and Grandparent Visitor Visa for shorter stays. Parents wanting to live in New Zealand permanently should consider the Parent Resident Visa, which remains capped at 2,500 places a year, or the Parent Retirement Visa.

Simpler Job Change process following business sales and restructures

Kia ora,

The Government has made changes to the accreditation and Job Check process that make it easier for employers and Accredited Employer Work Visa (AEWV) holders during a business sale or restructure.

From 6 November 2024, if an AEWV holder remains in the same role and location, but their employer changes due to a business sale or restructure, then the AEWV holder must still apply for a Job Change (also known as a variation of conditions).

They will be asked to provide information about their circumstances, such as a letter from their new employer explaining the sale or structure change.

If the new employer holds, or has applied for, accreditation when we receive the Job Change application, we will be able to approve the Job Change before deciding the employer’s accreditation application.

The new employer will not need to apply for a Job Check unless the AEWV holder’s role or work location will change.

Any AEWV holders who transfer to a new employer after a sale or restructure will be counted in the employer’s quota of five AEWV employees under standard accreditation. Employers who will exceed this should apply for high-volume accreditation before the workers apply for their Job Change.
