They significantly affect a prison population as during the heat waves, temperatures often exceed 40C degrees in incarceration facilities. Therefore prisoners' health and well-being during the heat waves depend heavily on functioning air-conditioning systems.

Around 1,900 Dutch nationals are detained or incarcerated in foreign detention centres abroad every year. Also on a yearly basis, approximately 800 Dutch nationals return to the Netherlands. Little is known about the reoffending behaviour of this group after returning to the Netherlands. Understanding and examining the reoffending rates provides valuable information and can lead to better policies and actions by the relevant organisations. Within the relevant right, mental health care has an important role, especially in the context of the penitentiary. Indeed, statistics show that mental health might be highly impaired because of detention. States have the responsibility to guarantee adequate safeguards in order to protect prisoners' mental health.
