📍 立法背景： 槟州地方政府及城乡规划委员会主席方美铼宣布，《2026年私人住宿（槟州地方政府）附属法令》（UUK TIP）于2026年8月1日起正式生效，槟城成为全国首个为私人短租（Airbnb 等）制定独立法规的州属。

🚫 槟岛辖区内所有分层住宅单位（公寓/高楼）一律不允许经营短租；有地住宅（排屋/半独立/独立式）须向MBPP申请转换用途规划准证。

🏢 威省原则上允许在住宅及商业区经营，但仍需检视内部准入条件；商业产业（如 SOHO、服务式公寓、店屋等）符合条件可申请执照，但仍须取得管理机构同意。

💰 执照与收费细则： 申请行政费RM50，执照费每年RM1,000起（按房间数递增），每个TIP单位每年另征收RM1,800私人住宿费。

⏳ 宽限期： 两地市政厅（MBPP与MBSP）给予约2个月申请宽限期，至2026年11月1日截止。
