El uso y la explotación de los mares y los océanos es posible, siempre y cuando se apliquen técnicas sostenibles y existan regulaciones eficaces de la actividad humana que se realiza en ellos. En este sentido, idealmente la ley debería tener la posibilidad de anticiparse a los hechos; esto es posible en el derecho internacional del mar, ya que el principio de precaución lo faculta para estar a la vanguardia de los desarrollos tecnológicos.
