Employers' Consultative Association of Malawi

Employers' Consultative Association of Malawi ECAM is the most representative employers' body in Malawi. Our primary role is to protect the interes ECAM retains and increases its membership (internal goal).

A unique advantage that ECAM has over other organizations that deal with employers in Malawi is that it is the only institution recognised by the labour laws as a representative of employers. ECAM thus forms part of the tripartite in the labour market in Malawi which also comprises the Government as represented by the Ministry of Labour, and the Malawi Congress of Trade Unions (MCTU), representing

unions. As part of the tripartite, ECAM represents employers in among other things the process of revising minimum wages. Further to that, ECAM is also part of the Industrial Relations Court (IRC). The IRC arbitrates over labour disputes between employers and employees. The IRC’s decision has the same force and effect as any other decision of a competent court (s.75).From time to time, ECAM collects and collates information on economic and employment matters and issues position papers and public statements of direct interest to employers through mass media and appropriate fora. ECAM is also extensively engaged in management development programmes. The vision of ECAM is to be the most respected and proactive voice of employers on employment, labour legislation and industrial relations issues in Malawi. Its mission is to: Provide efficient, relevant, professional and quality services for enterprise development and competitiveness; build stronger and effective partnerships towards fostering an enabling environment for sustainable enterprises; effectively influence socio-economic policies affecting business. In order to achieve its vision, ECAM has the following strategic goals:
National policies and legislation are suitable for employers (external goal). Employers are empowered with appropriate guidance and tools for bi-partite cooperation with trade unions/employees (external goal). Employers operate in accordance with international good costumer standards and management practices (external goal). ECAM is a well-managed organization and a competent secretariat (internal goal). ECAM is a member of the International Organization of Employers (IOE) based in Geneva, a member of the SADC Private Sector Forum (SPSF) and is affiliated to the International Labour Organization (ILO) of which Malawi is a member.ECAM has collaborated with the International Labour Organisation on various projects in order to address pressing issues such as child labour, decent work as well as the global financial crisis. ECAM successfully represents employers’ interests, among others, in the following national tripartite and bipartite bodies:

The Tripartite Labour Advisory Council
The Industrial Relations Court
Social Dialogue Forum
Teveta Board
National Insurance Trustee Board
National Export Strategy
Workers Compensation Tribunal and Board

ECAM and MCTU successfully conducted orientation sessions on gender and industrial awareness across five technical colleges, targeting informal students enrolled in the Solar Installation course under the EU Zantchito Program.

The participating institutions included Khwisa Community Technical College, St. John Paul II Technical College, Solar Energy and Ecology Institute, Mzuzu Technical College, and Lilongwe Technical College.

The sessions focused on preparing students for the workplace as they transition into internships and entrepreneurship. Key areas covered included professional conduct, workplace ethics, and personal responsibility.

In addition, students were equipped with critical knowledge on sexual exploitation, violence, and harassment—how to identify these issues, raise awareness, and access appropriate reporting mechanisms.

These engagements are an important step toward building a skilled, responsible, and socially aware workforce ready to contribute meaningfully to the energy sector and beyond.
