We’re proud to be sponsoring Vivace in this year’s , starting 17 October from Valletta. ⛵

Navigating the Mediterranean takes preparation, a good crew and the ability to adapt when conditions change. We know a thing or two about that in a different setting. 😉

Wishing all the crews fair winds and a fantastic race.

A policy manual is easy to produce. It's also the first thing a supervisor looks past.

The shift underway, from the MFSA's outcomes-based supervision to the EU's incoming AML regime, is exactly this: regulators have stopped grading the document and started testing whether it lives in how you actually operate.

You can't retrofit culture the week before an inspection. It shows in the decisions people make when no one's checking the file.

Build the culture, and the paperwork takes care of itself. Build only the paperwork, and it won't save you.

Malta isn't the "Blockchain Island" anymore. It became something better.

The 2018 slogan did its job putting Malta on the map as the first mover, the jurisdiction bold enough to write crypto rules before anyone else. But a slogan was never the endgame.

What Malta has now is harder to earn and worth far more: a mature, EU-passported framework, a seasoned regulator applying MiCA in real time, and years of hands-on experience with the hard questions - custody, AML, market integrity.

The island didn't lose its edge. It traded hype for credibility, and in 2026, credibility is the edge.

If you're building a serious crypto or fintech business, that's exactly the jurisdiction you want behind you.

The MFSA has just told the industry what it'll be judging you on. It isn't your paperwork.

On 5 August it published its Financial Crime Compliance Strategy 2026 — a risk-based, outcomes-driven framework that directs supervisory resources toward higher-risk sectors and takes a lifecycle approach across authorisation, supervision and enforcement.

It's built on six pillars:
🔹Risk-based supervision
🔹Outcomes-based supervision
🔹Lifecycle oversight of authorised entities
🔹Streamlined regulatory coordination and oversight
🔹Stronger coordination and collaboration
🔹Enhanced industry outreach and engagement

The signal for firms: a well-drafted AML manual is no longer the finish line. The Authority wants controls that work in practice, and this is Malta getting its house in order ahead of the EU AML package and the establishment of AMLA.

The ECB just pushed back on one of MiCA's core stablecoin rules.

𝐓𝐡𝐞 𝐫𝐮𝐥𝐞: significant issuers hold 60% of reserves as bank deposits.

𝐓𝐡𝐞 𝐄𝐂𝐁'𝐬 𝐯𝐢𝐞𝐰: that ties banks to stablecoin market swings and makes their deposits less sticky.

𝐓𝐡𝐞 𝐩𝐫𝐨𝐩𝐨𝐬𝐚𝐥: replace it with liquidity floors (reserves in assets maturing within 1 to 5 working days).

Same goal, different mechanism.

If you're building on euro stablecoins, or advising banks that might hold their reserves, this signals where central bank thinking is heading. Nothing is final. It's a response to the Commission's MiCA review, and the consultation closes 30 Sept.

Three MFSA recent updates that every regulated firm in Malta should know about:

1️⃣ AI-driven cyber threats are now on the regulator's radar. Is your DORA framework ready for faster, smarter attacks?

2️⃣ CFD and forex firms: the €750k capital requirement is gone. But competence, risk independence and liquidity provider due diligence are under the spotlight.

3️⃣ Reporting is going digital. Draft JSON specs for FIs and CASPs are out, with a free converter tool to help you prepare.

Less red tape, more accountability. That's the direction of travel.

Crypto-enabled iGaming looks like one business. It's at least three compliance regimes.

In Malta, a CASP authorisation only covers crypto, handling fiat needs a partnership with an EMI or a separate payment institution. And your AML answers to two regulators at once: the MGA for gaming and the FIAU for financial crime, whose powers overlap, so a single KYC or AML failure can trigger enforcement by both. From 10 July 2027, the EU AML Regulation applies directly to gaming operators too.

Map every regime before you launch, not after an acquirer or a regulator does it for you.

We can tell you what the Travel Rule costs. Compliance spend, systems, staff, penalties, the data you now have to protect, all of it is measurable, and much of it has been measured.

What nobody can tell you, with any confidence, is what it has achieved. Public evidence isolating the Travel Rule's contribution to investigations, prosecutions and asset recovery is remarkably thin.

That's an uncomfortable position for a rule now on the books in 83% of jurisdictions.

Our latest article takes the Travel Rule seriously enough to question it. The real costs, the data protection exposure, and what a more honest, evidence-led approach would look like for policymakers and firms alike.

DORA compliance on paper and DORA resilience in practice are not the same thing.

In 2026, supervisors have shifted from checking whether you have a policy to testing whether it survives contact with a real incident: business continuity, incident response times, patch management, third-party outsourcing controls, and resilience testing like TLPT are all now under active scrutiny.

Firms that treated DORA as a cybersecurity checkbox in 2025 are the ones most exposed in 2026. The ones who built it into how they actually operate are the ones who'll pass.

If you're not sure which category you're in, that's a conversation worth having before a supervisor forces it.

The "Wild West" era of EU crypto is over. With MiCA's transitional period closed, the industry is consolidating fast, with projections suggesting a majority of currently operating exchanges won't hold a license going forward.

Fewer players, higher bar, a more institutional market on the other side. If you're still working through what this means for your business, we're glad to talk it through.
