"IFC, CBM promote new credit reporting regulation"

IFC, a member of the World Bank Group, has successfully supported the Central Bank of Myanmar to develop a regulation for credit reporting—a key step in building up modern financial infrastructures that are necessary to improve access to credit for consumers and micro, small and medium enterprises in the country. The Central Bank of Myanmar (CBM) issued the Regulation on Credit Information Reporting System on March 31, 2017, which provides a basis for the establishment and operations of credit reporting companies, such as credit bureaus, according to a report on April 28. About 70 officials and representatives from the CBM, relevant government agencies, the Myanmar Banks’ Association, local and international banks, microfinance institutions and other lending agencies, as well as international development partners today attended an event to promote the new regulation. The participants deliberated on the key features of the Myanmar credit reporting regulation and its implications for the lending industry. “The regulation is fundamental for credit information sharing among the lending institutions through credit bureau, which pools information from various types of creditors and public data sources on individual and business borrowers,” said Daw Khin Saw Oo, Deputy Governor of the CBM.

"Foreign bank restrictions to be lifted soon: Central Bank"

Naypyitaw Central Bank deputy governor U Set Aung says that foreign lenders will soon have restrictions lifted on offering services to the Myanmar public, after an assessment of the sector’s ability to absorb new players is finished. “We have considered how to continue to lift the restrictions step by step,” he told reporters during a Wednesday press conference. “I believe implementation will begin soon. A total of 13 foreign banks have been granted licences to open representative officers in Myanmar since 2015, but are not allowed to offer retail services to personal and business customers. Asked how long it would be before these restrictions were lifted, Set Aung said that the Central Bank was “still in the process of checking the stability of the financial sector”.He added that regulators were also investigating other avenues for foreign banks to establish themselves in the country, including the possibility of joint-venture partnerships and equity shares in local lenders.
-Central Bank to reveal foreign reserves, debt
Set Aung also said yesterday the Central Bank would soon release detailed information on its assets, including foreign currency reserves and gold, and its foreign debt.He said the bank’s board of directors had already approved the release of the information.“A variety of information will be made available in a booklet, including data that has hasn’t been publicly released before,” he told reporters at a press conference on May 2 to discuss the bank’s activities during the first year of the National League for Democracy government.The Central Bank has only sporadically released information on its assets and debts in recent years, despite being a focal point of reforms under the U Thein Sein government and NLD administration.In 2012, the former government increased the bank’s paid-up capital to K300 billion and the following year parliament passed the Central Bank of Myanmar Law, making the institution nominally independent.

MIC Approves 20 Projects That Will ‘Create Over 3,000 Jobs’

- The Myanmar Investment Commission has approved 20 projects in recent weeks that it says will create more than 3,000 jobs, state media reported.
The 20 enterprises include 11 Myanmar ventures, seven foreign-local joint ventures and two foreign-owned enterprises, the Myanmar Investment Commission said.
Over $160 million worth of investments from 17 enterprises were approved in the first week of April. It is estimated they will create 9,478 job opportunities.
In the last fiscal year, the country attracted over $6.8 billion foreign inflow with the transport and communication sector topping the investment with $3.08 billion, followed by manufacturing with $1.18 billion, power with $909.883 million, real estate with $747.62 million dollars and hotels and tourism with $403.646 million, according to figures from the Directorate of Investment and Company Administration.
Myanmar is expecting over $6 billion in foreign direct investment this fiscal year.

"Foreign investors must advise restricted activities"

According to the Myanmar Investment Rule 227, all foreign investors, including those holding a permit of Myanmar Investment Commission, who are currently carrying out investments under the list of restricted investment activities subject to Notification No. 15/ 2017 of the Myanmar Investment Commission, must notify the Commission that they are performing restricted investment activities.
Therefore, the Commission hereby announces that such foreign investors must notify to the Myanmar Investment Commission Office or the respective State or Regional Committee Offices by 29th March 2019 with the stipulated form in accordance with the Rule 2 (v).

"Rental Rates for Office Space in Yangon Will Continue to Fall in 2017 – Colliers"

Rental prices for Yangon’s offices have fallen for the second year in a row and are expected to keep dropping in 2017, according to a new market snapshot by real estate firm Colliers International.
Rates for commercial space fell 18 percent in the last three months of 2016 compared to the same period in 2015, and are down 33 percent from 2014 rates, the snapshot said. Businesses now pay an average of $46 per square meter.
Collier predicted a further drop of four percent by the end of 2017. “The sizeable additional supply within the next twelve months will exert further downward pressure on the citywide rate, albeit at a modest degree,” the company’s researchers said in the update.
They added that inter­national quality developments “are continuously taking shape” with the Junction City Office, Crystal Tower and Time City Office Tower projects all due to launch in the near term.
They will contribute to more than 95,000 square metres of leasable space expected to become available this year. The extra space will mark a 34 percent increase in the total supply of office space, the update said.
Occupancy rates rose to 61% at the end of 2016, up 16% on the year before, the figures show. But the percentage of office spaces laying empty is still higher than at the end of 2015, when occupancy rates were at their peak.
More than 176,000 square feet of office space is now occupied in Yangon, and the percentage of offices in use is expected to increase even as more space becomes available, Colliers said.
“The eventual opening of the insurance industry, along with the further liberalisation of the financial sector is likely to drive occupancy levels upward in 2017,” the researchers said.
“Colliers expects the government to start to streamline and expedite investment approval pro­cess which should facilitate the entry of more foreign companies. This will contribute to the rise in the overall office take-up rate for the year.”

"SEZ must establish global trust and better relationships"

The most important part of the Special Economic Zone (SEZ) is to establish a global relationship and global trust through the investors who have invested in the zone, the Vice President said yesterday. “If there is trust, there will be more investors,” said Vice President U Henry Van Thio. He told the Central SEZ Management Committee meeting held in Nay Pyi Taw that the implementation of economic, trade and investment projects cannot be accomplished by an individual or a country alone, as it is necessary to make the expansion from the domestic to the international market. “The role of the Special Economic Zone is more important because the necessary economic development for the country cannot be attained without international investment, although we understand that we depend on our own efforts for economic development,” said the Vice President. “There needs to be a smart and smooth economic and political philosophy in the establishment of an SEZ,” he said. By establishing such an SEZ, the region and the state where the SEZ is located results in developing job opportunities, human resource development and vocational skills. Similarly, it can also build better transportation and trade improvement with other countries, the Vice President said. “After we have constructed the Dawei SEZ, we will have better transportation mainly with our nation’s best trade partner, Thailand. Besides, basic infrastructure will rapidly emerge as a result of the ports at which ocean liners can dock and improve trade,” said the Vice President, who added that the Kyauk Phyu SEZ must also be implemented in the same smart way.

The new Special Economic Zone (SEZ) Central Management Committee and Central working Committee was formed with officials led by Vice President-2 U Henry Van Thio. The government is making efforts to operate SEZs successfully with four visions and 12 principles. “Thilawa is a successful SEZ, which has now started operating and is now producing products to be sold to the international market,” said the Vice President. The committee needs to make a special effort to develop SEZs by taking responsibility and presenting future operational work and advice through discussions, he said. The Vice President added that the committee members should work transparently, without committing any corruption in accord with the guidelines from the State Counsellor. Next, the committee members presented their sectorial operational and future plans after which the Vice President gave his concluding remarks.

(ဋ) ကုန္သြယ္ေရးဦးစီးဌာနမွ မွတ္ပုံတင္တြင္ေဖာ္ျပခြင့္ျပဳထားေသာ (Trade Services) စီးပြားေရးအက်ိဳးေဆာင္လုပ္ငန္းကိုသာ ေဆာင္ရြက္ရမည္။

၁။ စီးပြားေရးအက်ိဳေဆာင္ဆိုသည္မွာ -

(က) ျပည္ပကုန္ပစၥည္းေရာင္းခ်သူမ်ားထံမွ ေကာ္မရွင္ရယူခံစားလ်က္ ယင္းတို႔ထံမွ ဝယ္ယူမည့္ ကုန္ ပစၥည္းမ်ားအတြက္ အမွာလႊာမ်ားကိုလက္ခံၿပီး ၊ ကုန္ပစၥည္းမွာၾကားေပးသူ ။
