လူသားချင်းစာနာထောက်ထားမှု အကူအညီများပေးအပ်ရာတွင် ကြုံတွေ့ရနိုင်သည့် လိင်ပိုင်းဆိုင်ရာ ခေါင်းပုံဖြတ်မှုနှင့် အလွဲသုံးစားပြုမှု (PSEA) အန္တရာယ်များကို လူတိုင်းလွယ်ကူစွာ သိရှိနားလည်နိုင်ရန်အတွက် MLEN ၏ မိခင်အဖွဲ့အစည်းဖြစ်သော Braveheart Foundation (BH) မှ ဤရုပ်ပြစာအုပ်ကို အပြီးသတ် (finalized) ဖန်တီးထုတ်ဝေလိုက်ပါသည်။

To ensure everyone can easily understand and prevent the risks of Sexual Exploitation and Abuse (SEA) in humanitarian assistance, this educational comic book has been officially finalized and published by MLEN's mother organization, the Braveheart Foundation (BH).

This comic book effectively highlights the following core PSEA principles through an engaging storyline:

🔹 Aid is completely free - No one should ever have to provide sexual favors in exchange for humanitarian assistance.
🔹 Child Protection - Humanitarian aid workers are strictly prohibited from engaging in any sexual activity with children under the age of 18.
🔹 Right to Report - If you suspect any cases of SEA, you have the right to safely report it to the respective organizations.

အရေးပေါ်အခြေအနေတွေ၊ သဘာဝဘေးအန္တရာယ်တွေနဲ့ ပဋိပက္ခတွေ ဖြစ်ပွားလာတဲ့အခါ အထိခိုက်ဆုံးနဲ့ ကျော်လွှားရအက်ခဲဆုံး အခြေအနေတွေကို ရင်ဆိုင်ရသူတွေက ဘယ်သူတွေ ဖြစ်မယ်ဆိုတာ တွေးမိပါသလား?

မသန်စွမ်းသူတွေကို အကူအညီပေးတယ်ဆိုတာ သနားကရုဏာသက်လို့ ပေးကမ်းကူညီတာ (Charity) မဟုတ်ပါဘူး။ ဘေးကင်းလုံခြုံစွာ ရှင်သန်ခွင့်၊ အကူအညီတွေကို တန်းတူရယူခွင့်နဲ့ ဂုဏ်သိက္ခာရှိစွာ နေထိုင်ခွင့်ဆိုတာ လူသားတစ်ဦးအနေနဲ့ မွေးရာပါ ရပိုင်ခွင့်ဖြစ်တဲ့ "လူ့အခွင့်အရေး (Human Rights)" ပင် ဖြစ်ပါတယ်။ လူသားချင်းစာနာမှု အဖွဲ့အစည်းတွေအနေနဲ့ မသန်စွမ်းသူတွေကို "ကူညီကယ်တင်ရမယ့် လူနာတွေ" အဖြစ် မမြင်ဘဲ၊ ကိုယ့်ဘဝကို ကိုယ်တိုင် ပုံဖော်နိုင်စွမ်းရှိတဲ့ "အခွင့်အရေး ပိုင်ဆိုင်သူတွေ (Rights-holders)" အဖြစ် အသိအမှတ်ပြု လေးစားဖို့ လိုအပ်ပါတယ်။

၂။ တန်းတူညီမျှမှု (Equality) နဲ့ လိုအပ်ချက်အရ မျှတမှု (Equity)

လူသားချင်းစာနာမှုလုပ်ငန်းတွေမှာ လူတိုင်းကို တူညီတဲ့ အထောက်အပံ့တွေ ပေးအပ်ခြင်းဟာ "တန်းတူညီမျှမှု (Equality)" ဖြစ်ပါတယ်။ ဒါပေမယ့် မြေပြင်မှာ မသန်စွမ်းသူတွေအတွက် အဟန့်အတား (Barriers) တွေ အများကြီး ရှိနေတတ်ပါတယ်။

(ဥပမာ - ကယ်ဆယ်ရေးစခန်းတစ်ခုမှာ လူတိုင်းကို အစားအသောက် တန်းတူဝေငှပေမယ့်၊ အမြင်အာရုံ မသန်စွမ်းသူ တစ်ဦးအနေနဲ့ အဲ့ဒီနေရာကို သွားရောက်ဖို့ လမ်းကြောင်း အခက်အခဲရှိနေနိုင်သလို၊ ဘီးတပ်ကုလားထိုင် အသုံးပြုသူအနေနဲ့လည်း ရေအိမ် (Toilet) အသုံးပြုဖို့ အခက်အခဲ ရှိနေနိုင်ပါတယ်။)

ဒါကြောင့် လူတိုင်း တူညီတဲ့ ရလဒ်နဲ့ အခွင့်အရေးကို အမှန်တကယ် ခံစားနိုင်ဖို့အတွက် မသန်စွမ်းသူတွေရဲ့ သီးခြားလိုအပ်ချက်တွေကို ဖြည့်ဆည်းပေးတဲ့ (ဥပမာ - ချဉ်းကပ်လမ်းတွေ ဖန်တီးပေးတာ၊ အလွယ်တကူ ဖတ်ရှုနိုင်တဲ့ သတင်းအချက်အလက်တွေ ပံ့ပိုးပေးတာမျိုး) လိုအပ်ချက်အရ မျှတမှု (Equity) ကို မဖြစ်မနေ အကောင်အထည်ဖော်ဖို့ လိုအပ်ပါတယ်။

၃။ အားလုံးပါဝင်တဲ့ လုပ်ငန်းစဉ်တွေ ဖန်တီးခြင်း (Inclusion)

အစစ်အမှန် ပါဝင်ခွင့်ဆိုတာ အကူအညီတွေ ဝေငှချိန်ရောက်မှ မသန်စွမ်းသူတွေကို ထည့်သွင်းစဉ်းစားတာ မဟုတ်ပါဘူး။ စီမံကိန်း စတင်ရေးဆွဲတဲ့ အချိန်ကစလို့ သတင်းအချက်အလက် မျှဝေတာနဲ့ အကြံပြုချက်တွေ ရယူတဲ့ (CFM) လုပ်ငန်းစဉ် အဆင့်ဆင့်တိုင်းမှာ မသန်စွမ်းသူတွေ ကိုယ်တိုင် ပါဝင်ဆုံးဖြတ်နိုင်အောင် လမ်းဖွင့်ပေးရမှာ ဖြစ်ပါတယ်။

"ကျွန်ုပ်တို့နဲ့ မပတ်သက်ဘဲ ကျွန်ုပ်တို့အကြောင်း မဆုံးဖြတ်ပါနဲ့" (Nothing About Us Without Us) ဆိုတဲ့ ဆောင်ပုဒ်အတိုင်း မသန်စွမ်းသူတွေရဲ့ အသံ၊ သူတို့ရဲ့ ဖြတ်သန်းမှု အတွေ့အကြုံတွေကို နားထောင်ပြီး လုပ်ငန်းစဉ်တွေကို ပုံဖော်တာဟာ အထိရောက်ဆုံးသော လူသားချင်းစာနာမှု အကူအညီပဲ ဖြစ်ပါတယ်။

နိဂုံးချုပ်အနေနဲ့

လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ လုပ်ငန်းစဉ်တွေဟာ လူမှုအသိုင်းအဝိုင်းအတွင်းမှာရှိတဲ့ အဟန့်အတား (Barriers) တွေကို ဖယ်ရှားပေးပြီး ဘယ်သူတစ်ဦးတစ်ယောက်ကိုမှ ချန်လှပ်မထားခဲ့ရေး (Leave No One Behind) ကို ဦးတည်ရမှာ ဖြစ်ပါတယ်။ မသန်စွမ်းသူတွေရဲ့ အခွင့်အရေးကို လေးစားတာနဲ့ လိုအပ်ချက်တွေကို မျှတစွာ ဖြည့်ဆည်းပေးတာဟာ ပိုမို ကြံ့ခိုင်တောင့်တင်းပြီး အားလုံးပါဝင်နိုင်တဲ့ လူ့အဖွဲ့အစည်း (Inclusive Society) ကို တည်ဆောက်ခြင်းပဲ ဖြစ်ပါတယ်။
