Monrovia, Liberia โ€“ June 5, 2026 โ€“ Criminal Court โ€œCโ€ at the First Judicial Circuit, Montserrado County, has ordered an independent medical assessment of former Commerce Minister Mawine G. Diggs following her application seeking permission to travel outside Liberia for medical treatment.

The Court's directive comes after lawyers representing Ms. Diggs filed an application requesting authorization for her to travel to the United States for what they described as medical care. In response, the Asset Recovery and Property Retrieval Taskforce (AREPT) and the Ministry of Justice filed a formal resistance, emphasizing that all available local medical options should first be explored and exhausted before overseas treatment is considered. The resistance further argued that any request for medical travel abroad should be supported by sufficient medical evidence establishing that the required treatment cannot be adequately provided within Liberia, while also raising concerns regarding the potential impact of such travel on ongoing judicial proceedings.

In the wisdom of the Court, Criminal Court โ€œCโ€, presided over by His Honor Ousman F. Feika, directed an independent healthcare provider in Liberia to conduct a comprehensive medical assessment of Ms. Diggs and advise the Court. The Court further instructed that the assessment report be submitted within forty-eight hours of receipt of the communication.

The application arises from the Rural Women Empowerment Funds case currently before the Court. The matter involves allegations relating to the misappropriation of approximately US$493,669.38 and LRD$190,345,028.26 intended for rural women empowerment initiatives. Eight individuals have been indicted in connection with the case and are charged with offenses including theft of property, economic sabotage, misapplication of entrusted property, and criminal conspiracy.

AREPT welcomes the Court's decision to seek an independent medical assessment. The Taskforce maintains that medical travel abroad should be considered only after all reasonable local treatment options have been exhausted and where credible medical evidence establishes that the required treatment cannot be adequately provided within Liberia. AREPT remains committed to respecting the judicial process and ensuring that all matters before the courts are handled in accordance with due process, fairness, and the rule of law.

AREPT remains steadfast in its mandate to investigate, prosecute in collaboration with the Ministry of Justice, and recover public assets for the benefit of the Liberian people while respecting the constitutional rights of all parties before the courts.

AREPT Reaffirms Commitment to Investigative Procedures and Due Process

The Asset Recovery and Property Retrieval Taskforce (AREPT) reaffirms its commitment to the established procedures, protocols, and due process standards governing all investigations conducted by the institution.

AREPT states that its investigative procedures are designed to ensure professionalism, order, fairness, and the protection of the rights of all persons appearing before the Taskforce in connection with ongoing investigations. The institution emphasizes that these procedures are applied uniformly and without exception to all individuals, irrespective of status or position.

The Taskforce further emphasizes that all persons invited before AREPT are entitled to legal representation and the full protection of their constitutional rights throughout the investigative process. AREPT acknowledges the important role of legal counsels in advising and representing their clients during investigative proceedings and reaffirms its commitment to maintaining professional engagement with legal counsels.

At the same time, the Taskforce calls on legal counsels representing clients before the institution to ensure that their conduct and representation support the orderly advancement of investigative proceedings in accordance with the law. AREPT urges counsels and their clients to fully respect and comply with the institutionโ€™s established procedures and operational guidelines and to avoid actions that unnecessarily disrupt, delay, or undermine ongoing investigations.

AREPT emphasizes that its investigative process is not intended to be confrontational, but rather forms part of lawful procedures aimed at establishing facts, ensuring accountability, and upholding the rule of law.

The Taskforce assures the public that all individuals appearing before the institution for investigative purposes will continue to be treated with dignity, fairness, and in accordance with due process protections guaranteed under the laws of the Republic of Liberia.

At about the 2:52 mark of the video, the former Finance Minister and his lawyer are seen heading to the AREPT waiting room, where they were expected to be processed before being taken to the investigation room.

However, at the 6:53 mark โ€” approximately 4 minutes later โ€” Tweah and his lawyer were seen leaving the compound after refusing to comply with established security protocols.

Therefore, at no point did Tweah and his team spend โ€œhoursโ€ at AREPT awaiting investigation.

Monrovia, Liberia โ€“ May 21, 2026 โ€” The Asset Recovery and Property Retrieval Taskforce (AREPT) wishes to inform the public that former Finance and Development Planning Minister, Hon. Samuel D. Tweah Jr., appeared at the headquarters of the Taskforce on Thursday, May 21, 2026, in response to an invitation connected to an ongoing investigation into the alleged misapplication of approximately US$20.5 million in rice subsidy funds implemented between September 2021 and October 2022.

The investigation relates to allegations of theft of property, economic sabotage, misapplication of funds, criminal conspiracy, and criminal facilitation connected to payments reportedly made by the Government of Liberia through the Ministry of Commerce and Industry and the Ministry of Finance and Development Planning for the reduction of the price of rice on the Liberian market.

Hon. Tweahโ€™s appearance followed an earlier communication from his legal counsel requesting the rescheduling of his initial appearance before the Taskforce. In keeping with due process and institutional cooperation, the Taskforce accommodated the request and subsequently scheduled the new appearance date.

Upon arrival at the AREPT headquarters today, counsel representing Hon. Tweah later informed the Chairman of the Taskforce that they were departing the premises over concerns relating to procedural arrangements upon their arrival at the compound.

AREPT wishes to clarify that the institution maintains established procedures and administrative protocols that apply equally to all individuals invited to appear before the Taskforce, irrespective of status or position. These procedures are intended to ensure order, professionalism, fairness, and due process throughout the conduct of investigations.

The Taskforce emphasizes that its invitation process is not confrontational in nature but forms part of lawful investigative procedures intended to provide individuals the opportunity to respond to matters under review.

Consistent with due process and the standing procedures of the institution, AREPT will issue a subsequent invitation to Hon. Tweah to continue the investigative process.

The Taskforce remains committed to conducting all investigations professionally, lawfully, and in accordance with Executive Order #161 and the laws of the Republic of Liberia. AREPT further assures the public that all persons connected to ongoing investigations will be treated fairly and accorded full due process under the law.
