The Arab Center for Legal and Judicial Research, the scientific body of the Council of Arab Ministers of Justice, organized a high-level discussion workshop entitled “Updating the Strategic Framework of the Arab Center for Legal and Judicial Research” at the headquarters of the League of Arab States. The workshop brought together a distinguished group of Board members, center partners, experts, academics, judges, and representatives of judicial and legal institutions from several Arab countries.
The workshop was organized as part of the Center’s efforts to reformulate and develop its strategic vision in line with the rapidly evolving legal, judicial, and technological landscape, while strengthening its role as a specialized Arab center of expertise in legal and judicial research and joint judicial cooperation.
In his opening remarks, Judge Elie Maalouf, representative of the Lebanese Minister of Justice and Chairman of the Board of Directors of the Arab Center for Legal and Judicial Research, welcomed the attendees and participants to their “home,” the League of Arab States. He emphasized the great importance of the workshop as a collective effort to define the Center’s strategic direction for the coming phase, especially as nearly 45 years have passed since the establishment of the Center, which serves as the scientific body of the General Secretariat of the Council of Arab Ministers of Justice. He also expressed his appreciation for the preparatory efforts led by Dr. Youssef Al-Sabaawi, Vice President and Director of the Judicial Training Academy at the Arab Center, for the successful organization of the workshop and the achievement of its intended objectives.
In his speech, Counselor Dr. Youssef Al-Sabaawi, Vice President and Director of the Judicial Training Academy at the Arab Center—the scientific body of the Council of Arab Ministers of Justice under the League of Arab States—stated that this event stems from the Center’s recognition of the importance of reorganizing and modernizing its internal framework in light of regional and international legal, judicial, and justice-related developments, as well as keeping pace with unprecedented technological transformations and the revolution in artificial intelligence tools and applications.
The workshop witnessed broad and active participation from Board members representing Jordan, Somalia, Palestine, Libya, Morocco, and Mauritania, in addition to the Technical Secretariat of the Council of Arab Ministers of Justice. A distinguished group of the Center’s partners also participated, including heads and members of judicial bodies, legal committees, and academics, with the aim of shaping a more integrated future vision capable of responding to regional and international challenges and developments.
The workshop was chaired by Counselor Dr. Emad El-Din Hussein, who received wide praise from participants for his extensive and diverse legal, judicial, and international arbitration expertise. He currently serves as Chief Advisor for the Middle East and North Africa region at the Singapore International Dispute Resolution Academy (SIDRA), in addition to his membership in several international arbitration and dispute resolution bodies and institutions. The introductory presentation on Dr. Emad El-Din Hussein also highlighted his distinguished professional and academic career, which includes serving as an international arbitrator and mediator, membership in international academic and arbitration institutions, and significant research and training contributions in the fields of law, leadership, and institutional development. He has trained and qualified more than 20,000 trainees across the Arab world.
The workshop focused on several strategic themes, most notably benefiting from accumulated expertise, experiences, and the results of electronic surveys shared by the Center with participants prior to the workshop, as well as developing the Center’s strategic vision in a manner that enhances its role in serving the Arab world. It also addressed expanding partnerships and cooperation with Arab and international legal and judicial institutions and organizations.
At the conclusion of the workshop, participants emphasized that the final recommendations and outcomes would be submitted to the Center’s Board of Directors for approval, paving the way for a new phase of institutional and strategic development that will further strengthen the role of the Arab Center for Legal and Judicial Research as a leading Arab platform supporting legal research and the advancement of judicial and justice-related work throughout the Arab world.
