We anticipate a significant boost in the foundation's operational efficiency in the field of legal aid. Also, we would like to help ILI team to create AI work space for direct assistance to the victims of torture. We express our gratitude to ILI’s strong partner Legal Business Inc., who developed AI tools for legal work of human rights NGO and started this training.

Strengthening the Concept of International Law through Film

ILI proudly co-hosted the launch of the new Association called "Promotion of International Law Through Film" (www.filmforlaw.org) in Geneva among an audience congregating around the 62nd Human Rights Council on 1st July 2026.

Firmly anchored in Central Asia, ILI, with an office in Geneva, traditionally focuses its operations on free legal aid and protecting civic space, applying Human Rights advocacy from the beneficiaries all the way to governmental and even international levels.

We have successfully employed the concept of Film-for-Law in our work with interlocutors and partners. Documentary filmmaking illustrates both the voices of the beneficiaries, but is also a means of getting them heard.

Today ILI received a letter from the UN Petitions team on registration of our second complaint on violations of right to life and fair trial in Kazakhstan during the bloody tragedy in January 2022. This complaint was submitted by Program Director of ILI Amangeldy Shormanbayev on behalf of relatives of 9 persons killed in Shymkent these days.
In general, ILI is conducting 40 strategic litigations on cases of killings, forced disappearance and extrajudicial ex*****on, mass torture in Bloody January 2022. Among them 9 remaining cases are in line to be submitted to UN Treaty Bodies.

On 11 March 2026 ILI President participated as a speaker on the conference AI & the future of Humanity, organized by Stratecraft Institute in Geneva. ILI presented its AI copilot on drafting claims to UN Treaty Bodies and its potential wide range of use in the whole litigation process from the very beginning. While there are a lot of discussions and concerns about the risks and danger of AI for human rights, we demonstrated the real example of using AI for the protection of human rights not only in Kazakhstan and Central Asia, but for the millions of ordinary people in the world. It was so nice to hear « Bravo! » after the speech)

Today, at 3rd March 2026 the Special Rapporteur on Torture Alice Edwards organized side event and presented the Convention on the Rights of Victims of Torture. Yesterday she launched this Convention on the 61st session of UN Human Rights Council.
ILI is proud to taking part during drafting this convention in Khatmandu, Nepal, in May 2025, with Vicram Rouzakhunov, raised the problem of impunity for mass torture in January 2022 in Kazakhstan on behalf of all victims of torture from Central Asia.
The group of victims of torture are reading their rights in video specially prepared for this presentation.

ILI President visited Ukraine on 1-7 February 2026 with the Mission of Solidarity on behalf of FIDH with the President of FIDH Alexis Deswaef and FIDH Eurasia desk manager Ilya Nuzov. We returned from the Mission of Solidarity to Ukraine with the great respect to Ukranian people and sence of duty to help Ukraine bring Russia to justice for commited the war crimes and crime against humanity, especially for intentional attacks on civillians and power facilities.
Our delegation met Ombudsman, General Prosecutor’s Office, Ministry of Foreign Affairs, member organizations of FIDH - Centr of Civil Liberties, Truth Hounds and Kharkiv Human Rights Group, as well as the LGBT NGO Shera in Kharkiv. The Ukrain's General Prosecutor's Office representatives claimed about 150 000 criminal cases on war crimes to be investigated. Every prosecutor has to investigate 2000-2500 cases. It's enourmus and phisically impossible. I suggested to help them to foster the investigation by using AI tool AdmissusCase, developed by ILI and Legal Business Inc. to draft claims to UN Treaty Bodies. We can adopt this tool to the needs of investigation on war crimes.
We admire the courage and resilience of Ukrainians, including prosecutors working under fire without heat or electricity. This is the coldest winter in years, and we've experienced this frost firsthand. We wish the people of Ukraine a victory and recovery. And we will help you.

Мирболат Бишуиновты бейнематериал жариялағаны үшін 4 жылға бас бостандығынан айыру - оның пікір білдіру еркіндігіне араласу болып табылады. ЗАЯВЛЕНИЕ
по делу в защиту Мирболата Бишуинова


Международная Правовая Инициатива выражает обеспокоенность итогами апелляционного рассмотрения по делу журналиста и гражданского активиста Мирболата Мырзатаевича Бишуинова.

По информации стороны защиты, сегодня, 27 января 2026 года, апелляция была проведена в онлайн-режиме, несмотря на ходатайства адвокатов о проведении заседания офлайн, и в этот же день было оглашено постановление судебной коллегии по уголовным делам Алматинского городского суда, которым приговор оставлен в силе.

Приговором Медеуского районного суда №2 г. Алматы от 13 ноября 2025 года Мирболат Мырзатаевич Бишуинов признан виновным по ч. 1 ст. 174 УК РК и осужден к 4 годам лишения свободы с отбыванием наказания в учреждении средней безопасности.

Осуждение Мирболата Мырзатаевича Бишуинова к 4 годам лишения свободы за публикацию видеоматериала является вмешательством в его право на свободу выражения мнения. Согласно пункту 3 статьи 19 Международного пакта о гражданских и политических правах и Замечанию общего порядка №34 Комитета ООН по правам человека, любое ограничение этого права должно быть предусмотрено законом, преследовать легитимную цель и быть необходимым и соразмерным. В данном деле эти критерии не соблюдены.

В связи с оставлением приговора в силе, Международная правовая инициатива призывает
Верховный Суд Республики Казахстан - обеспечить эффективный кассационный пересмотр дела;
Генеральную прокуратуру Республики Казахстан - дать правовую оценку правоприменению по ст. 174 УК РК в данном деле;
Судебные и уполномоченные органы - обеспечить, чтобы дистанционные судебные заседания проводились только при гарантированной возможности полноценно участвовать в процессе и конфиденциально взаимодействовать с защитой, а ходатайства о личном участии и офлайн-формате рассматривались как значимые для права на справедливый суд.

Международная Правовая Инициатива продолжит мониторинг дела и информирование общественности и профильных национальных и международных механизмов о дальнейшем развитии ситуации.

STATEMENT

on the case in defense of Mirbolat Bishuinov


The International Legal Initiative (ILI) expresses its concern regarding the outcome of the appeal in the case of journalist and civic activist Mirbolat Bishuinov.

According to the defence, today, 27 January 2026, the appeal hearing was held online despite the lawyers' motions to hold an offline (in-person) hearing, and on the same day the Criminal Cases Judicial Panel of the Almaty City Court announced its ruling, leaving the conviction in force.

By the judgment of the Medeu District Court No. 2 of Almaty dated 13 November 2025, Mirbolat Bishuinov was found guilty under Article 174(1) of the Criminal Code of the Republic of Kazakhstan and sentenced to 4 years of imprisonment to be served in a medium-security facility; the judgment also states that the trial was conducted using videoconferencing and audio/video recording.

Sentencing Mirbolat Myrzatayevich Bishuinov to 4 years of imprisonment for publishing a video constitutes is an interference with his right to freedom of expression. Under article 19(3) of the International Covenant on Civil and Political Rights and General Comment No. 34 of the UN Human Rights Committee, any restriction of this right must be provided by law, pursue a legitimate aim, and be necessary and proportionate. In this case these criteria have not been met.

In light of the conviction being upheld, the International Legal Initiative calls
on the Supreme Court of the Republic of Kazakhstan - to ensure an effective cassation review of the case;
the Office of the Prosecutor General of the Republic of Kazakhstan - to assess the application of Article 174 of the Criminal Code in this case;
and judicial and authorised bodies - to ensure that remote court hearings are used only where full and meaningful participation in the proceedings and confidential communication with counsel are guaranteed, and that motions for personal participation and an offline format are treated as significant for the right to a fair trial.

ILI will continue to monitor the case and to inform the public and relevant national and international mechanisms of further developments.
