តើប្រទេសសមាជិក WTO មួយមានសិទ្ធិហាមឃាត់ទំនិញនាំចូលពីប្រទេសមួយផ្សេងទៀតបានដែរទេ នៅពេលគ្រោះអាសន្ន ឬសង្រ្គាម?
ចម្លើយ៖ អាចបាន ដោយហេតុថា WTO អនុញ្ញាតិឱ្យមានការលើកលែងបណ្តោះអាសន្នក្រោមកាលៈ ទេសៈពិសេស ជាក់លាក់ និងកម្រិត ដែលពាក់ព័ន្ធជាចម្បងទៅនឹងសន្តិសុខជាតិ ។ មាត្រា XXI នៃ GATT (General Agreement on Tariffs and Trade) កិច្ចព្រមព្រៀងទូទៅស្តីពីពន្ធគយ និងពាណិជ្ជកម្ម។
