NEPAD / APRM Kenya Secretariat NEPAD is designed to address the current challenges facing the African continent that need a new radical intervention, spearheaded by African leaders.

The New Partnership for Africa’s Development (NEPAD) is a vision and strategic framework for Africa’s Renewal. The framework emanates from a mandate given to the five initiating Heads of State (Algeria, Egypt, Nigeria, Senegal and South Africa) by the Organization of African Unity (OAU) to develop an integrated socio-economic development framework for Africa. The 37th Summit of the OAU in July 2001 formally adopted the strategic framework document.

NEPAD/APRM Delegation Pays Courtesy Call on the County Commissioner, Nakuru County

The NEPAD/APRM delegation conducting the Targeted Review on Youth Issues in Kenya paid a courtesy call on the County Commissioner for Nakuru County, Dr. Loyford Kibaara, as part of its ongoing consultations with key stakeholders.

Led by the Head of Mission, H.E. Dr. Thelma Awori, the delegation engaged in discussions on strengthening collaboration to promote youth empowerment, inclusion and participation in governance and national development.

The delegation included Dr. Rachel Mukamunana, Director, Country Reviews at the APRM Continental Secretariat; Mr. Peter Kimemia, Director, APRM & Governance at the NEPAD/APRM Kenya Secretariat; consultants and technical officers.

Dr. Kibaara welcomed the delegation and emphasized the need for collective action to address youth challenges, amplify young people's voices and enhance their participation in decision-making.

The Targeted Review aims to capture the experiences, aspirations and priorities of young people to inform evidence-based recommendations for more inclusive and youth-responsive policies and programmes.

The NEPAD/APRM delegation undertaking stakeholders’ consultations on the Targeted Review on Youth Issues in Kenya paid a courtesy call on Dr. E. H. Nyale, Uasin Gishu County Commissioner, to engage on youth empowerment, inclusion and participation in governance and development.

The mission delegation comprised H.E. Dr. Thelma Awori, Member of the APRM Panel of Eminent Persons and Head of Mission; Amb. Dr. Samori Okwiya, CEO of the NEPAD/APRM Kenya Secretariat; technical officers drawn from both the APRM Continental Secretariat and the NEPAD/APRM Kenya Secretariat; and a team of consultants.

H.E. Dr. Awori noted that the review mission seeks to engage young people, explore the challenges they face and the opportunities available to them, document good practices, and provide evidence-based recommendations to guide policy and strengthen youth-centered governance and development initiatives.

Amb. Dr. Okwiya conveyed his gratitude to H.E. Dr. William Ruto, President of the Republic of Kenya, for the opportunity for Kenya to undergo a peer review on youth issues. He expressed confidence that Kenya would play a pioneering role in shaping innovative and sustainable solutions to youth-related challenges, setting an example for other African countries.

The County Commissioner, Dr. Nyale, acknowledged the government dedication to youth programs, empowerment and inclusion in the county governance. He concluded by pledging his office’s support in facilitating the public consultations, highlighting the importance of ensuring that all relevant stakeholders have an opportunity to contribute meaningfully to the process.

Targeted Review on Youth Issues: APRM Mission Pays Courtesy Call on Kakamega County Commissioner

The APRM Continental Review Mission on the Targeted Review on Youth Issues in Kenya, alongside the NEPAD/APRM Kenya Secretariat team, paid a courtesy call on Mr. Taari Rwaria, the County Commissioner, Kakamega County as part of its ongoing county-level stakeholder engagements.

Her Excellency Dr. Thelma Awori, Member of the APRM Panel of Eminent Persons and Head of Mission, led the delegation comprising Dr. Rachel Mukamunana, Director of Country Reviews at the APRM Continental Secretariat; Mr. Peter Kimemia, Director of APRM & Governance at the NEPAD/APRM Kenya Secretariat; and a team of consultants and technical officers.

H.E. Dr. Awori highlighted that the review mission seeks to listen to the voices of young people, examine the challenges and opportunities affecting them, identify good practices, and generate evidence-based recommendations to inform policy and strengthen youth-responsive governance and development interventions.

In welcoming the delegation, County Commissioner Mr. Rwaria emphasised the need for strengthened stakeholder collaboration to address youth-related challenges, ensure young people’s voices are heard, and enhance their participation in governance and national development. He assured the team of his office support in ensuring the Mission’s success.

The NEPAD/APRM delegation undertaking the Targeted Review on Youth Issues in Kenya paid a courtesy call on the County Commissioner for Kisumu County, Mr. Ramadhan Mohamed, as part of ongoing stakeholder engagements aimed at strengthening youth participation and inclusion.

Led by the Head of Mission, H.E. Dr. Thelma Awori, the delegation held constructive discussions on strengthening collaboration in advancing youth empowerment, inclusion and participation in governance and national development. The NEPAD/APRM delegation undertaking stakeholders’ consultations on the Targeted Review on Youth Issues in Kenya paid a courtesy call on H.E. Prof. Peter Anyang’ Nyong’o, Governor of Kisumu County, to engage on youth empowerment, inclusion and participation in county governance and development.

The delegation, led by the Head of Mission, H.E. Dr. Thelma Awori, supported by Mr. Peter Kimemia, underscored the importance of county-level leadership and collaboration in ensuring that the voices, experiences and aspirations of young people inform the review process.

The engagement underscored the importance of county leadership in advancing youth-responsive policies, addressing the challenges facing young people, and creating opportunities for their meaningful participation in decision-making and socioeconomic development.

The Governor welcomed the team and reaffirmed the importance of partnerships in addressing the needs of young people and promoting inclusive development. H.E. Prof. Nyong’o informed the delegation that the county has initiated several programmes that focus on youth development. These include development of Early Childhood Development Education and Vocational Training Centres infrastructure, Agriculture and Veterinary Training Colleges, Sports and Talent development among others.

Through the Targeted Review, the APRM process seeks to capture the perspectives and lived experiences of young people and generate evidence-based recommendations to strengthen youth-focused interventions and promote inclusive development.

Kenya Targeted Review on Youth Issues | Stakeholder Engagements in Tharaka Nithi County

The APRM Review Mission on Youth Issues in Kenya continued its stakeholder consultations in Tharaka Nithi County, bringing together youth representatives and key stakeholders from Meru, Embu, Isiolo and Tharaka Nithi to discuss youth priorities, challenges and opportunities.

Led by Her Excellency Dr. Thelma Awori, Member of the APRM Panel of Eminent Persons and Head of Mission, the delegation included Dr. Rachel Mukamunana, Director, Country Reviews at the APRM Continental Secretariat, Mr. Peter Kimemia, Director, APRM & Governance at the NEPAD/APRM Kenya Secretariat, Consultants and Technical Officers. The team paid a courtesy call on Mr. Benson Karani, Deputy County Commissioner, Chuka North who was represented by Ms. Mollyne Ockebe, Senior Assistant County Commissioner.

H.E. Dr. Awori emphasized the importance of youth voices in shaping recommendations to strengthen empowerment, inclusion and participation in governance and national development. Ms. Ockebe on the other hand highlighted several initiatives supporting youth development in Tharaka Nithi, including the Uwezo fund, Nyota, Ajira and skills upgrading programmes among others while reaffirming her office’s commitment to facilitating inclusive consultations.

The APRM Continental Review Mission has kicked off its evidence-based assessment on the Targeted Review on youth issues in Kenya. The exercise has begun in Machakos, bringing together youth voices from Kajiado, Machakos & Makueni Counties.

The mission is here to listen, learn directly from stakeholders, and assess what is working, the challenges, socio-economic dimensions and opportunities for strengthening youth inclusion.

The mission jointly with the National Secretariat paid a courtesy call to the Machakos County Commissioner who welcomed the team and officially opened the engagements.

H.E. Dr. Thelma appreciated Kenya's commitment in the Africa Peer Review Mechanism ( APRM). She acknowledged the government's commitment in engaging the youth in policy development and implementation thereby expressing interest to undertake the peer review on youth issues .

The County Commissioner, Mr. Olechuta welcomed the team noting that out of the approximately 1.5 million Machakos population, 60% are youth. He acknowledged the review being timely and mentioned that the report will help improve the various government initiatives and development projects.

The NEPAD/APRM Kenya Secretariat is participating in the 8th African Union (AU) Mid-year Coordination Meeting in Alamein, Egypt, alongside the inaugural Alamein Africa Business Forum.
The team is led by the Chief Executive Officer, Amb. Dr. Samori Okwiya, accompanied by Dr. Rose Kitur, Director of NEPAD Programmes, Ms. Rebecca Arunga and Mr. Ali Barile.
The mid-year Summit provides an opportunity to engage with the African Union Commission, AUDA-NEPAD and other continental and regional stakeholders on the implementation and domestication of AU programmes and initiatives in Kenya. The engagement strengthens coordination, knowledge exchange and institutional linkages in support of Kenya’s contribution to continental development and integration.
In the build up to the Presidential opening session slated for this morning, the 3rd of October 2026, the Secretariat has participated in thematic sessions focusing on trade and regional integration, agriculture and food systems, partnerships for development as well as development corridors and logistics routes. These sessions were timely for learning, knowledge and experienceexchange for strengthening intra-African trade, advancing resilient agricultural value chains and enhancing connectivity to support regional economic development.
The Secretariat engaged with AUDA-NEPAD continental officeon priority programmes and initiatives relating to Kenya under Africa Continental Free Trade Area (AfCFTA), Kenya’s hosting of AU Centre of Excellence for Human Capital, Social and Institutions Development, Food systems and value chains development along development corridors and accelerating the implementation of the Second ten-year implementation plan of AU Agenda 2063 and Comprehensive Africa Agriculture Development (CAADP) Kampala Declaration.
The meeting therefore serves as an important avenue for strengthening the linkage between continental priorities and national development programmes, while enhancing Kenya’s engagement in the implementation, coordination, monitoring and reporting on AU and AUDA-NEPAD programmes and initiatives.
The NEPAD/APRM Kenya Secretariat remains committed to supporting the Government of Kenya in advancing the implementation and domestication of Agenda 2063 and AU development programmes and initiatives.

A delegation from Ministry of Foreign Affairs led by Mr. Ismail Fahmy M. Shaiye Director, Office of Strategic Partnerships & Donor Relations together with Mr. Awel Uwihanganye, CEO, The Trust Summit paid a courtesy call on the CEO, NEPAD/APRM Kenya Secretariat Amb. Dr. Samori Okwiya to explore areas of convergence and the Secretariat's participation in the forthcoming Trust Summit scheduled for 21st - 23rd October 2026.
The inaugural Trust Summit is people centred, bringing together government and public sector leaders, civil society, private sector executives, academia, media, technology leaders and young people.
Convened in Nairobi, Kenya, the Summit will examine how declining trust in governments and institutions, media and information systems, markets and businesses, and digital platforms is reshaping public life and will identify practical pathways to rebuild trust, strengthen accountability and foster more resilient societies.
