WE CONDEMN THE EXTRAJUDICIAL KILLING OF 4 YOUNG MEN IN BARUT AREA OF NAKURU COUNTY AND DEMAND IMMEDIATE ADMINISTRATIVE ACTION

We are appalled by reports that Nakuru police officers executed four young men in Barut area of Nakuru County on suspicion of being members of the alleged confirm gang.

Autopsy reports conducted by the government pathologist have confirmed that Collins Kibet, 16, was shot twice in the head, twice in the chest and once in the palm, while Collins Kipkorir, 21, Kevin Kipyegon, 20 and Dennis Kipchirchir, 23 succumbed to gunshots to the chests and heads.

The law requires that suspects should be arrested and arraigned in a court of law.

We therefore demand the immediate arrest and prosecution of the police officers who executed the four in cold blood.

We also demand the immediate removal of the Nakuru county police boss, the county criminal investigation officer and the resignation of inspector general of police Hillary Mutyamvai for abetting a culture where individuals suspected of criminal activities are executed or forced to disappear under unclear circumstances.

Kerio Center demands that the Independent Policing Oversight Authority - IPOA KENYA takes immediate action and proceeds to investigate the matter with a view of taking appropriate action against the officers involved and for any one who may have abetted their duties and obligations.

We also demand that the National Police Service takes immediate administrative action against the officers involved.

We demand an end to extrajudicial killings and enforced disappearances in this country Kenya.

This inhuman act by a police officer is callous and cruel. We condemn this act in the strongest terms possible. We applaud IPOA for launching investigations into the incident. However, we ask of the National Police Service to take disciplinary action against the officer (s) who were involved in this heinous and inhumane act. We reiterate that the police must be on the front line in protecting lives and property.

The law provides that all suspects are innocent until proven guilty.

We condemn in the strongest terms possible the continued insecurity in the Kerio Valley region of the Rift Valley.

It is the cardinal responsibility of the national government, as enshrined in the constitution of Kenya (2010), to protect the lives and properties of all Kenyans.

Disturbing reports reaching our desk indicate that on 17th May 2018, a male adult by the name Luka was killed by Pokot bandits at Murkutwo, Marakwet East Subcounty.

Over the last 40 days, two school children, two youth including one who was due to join the University were recently killed in the same sub county by Pokot bandits from Tiaty.

Kerio Center, a national NGO and a human rights organization operating in the region, and which seeks to promote and protect human rights, has been documenting these cases and will be holding to account the responsible government agencies and officers tasked by the constitution to protect citizens

The sanctity of human life must be protected by the government of Kenya at all times as enshrined in the United Nations Charter on Human Rights and by various other conventions which have been ratified by Kenya

We urge all parties involved in the conflict to exercise restraint

National and county governments have omitted crucial information in their budget reports in the last four years. In a new report done by International Budgets Patnerahip and published by The Star has raised questions about transparency and accountability in the use of public funds. Lack of important data offers limited explanation for successes or challenges in budget implementation process.

How are our counties rated in terms of publishing of information on Budget implementation? How does this affect monitoring implementaion of county projects as allocated in County budgets?
