緊急案内【永住許可に関するガイドライン：最長年数】
こんにちは、名古屋・東京行政書士法人楊です。

現在、日本での永住許可申請を考えている皆さんに、非常に重要かつ緊急のお知らせがあります。 令和8年2月24日に改訂された「永住許可に関するガイドライン」により、これまでの「優遇措置」に明確な期限が設定されました。

「現在、在留期間『3年』のビザをお持ちの方」は、令和9年3月31日までに申請ができるよう、今すぐ準備を開始してください。

なぜ「令和9年3月31日」が期限なのか？
永住権を申請するための条件の一つに、「現在持っている在留資格について、最長の在留期間をもって在留していること」というルールがあります。

本来、就労ビザなどの最長期間は「5年」です。

しかし、これまでは運用上の配慮として、

「3年」のビザを持っていれば「最長の在留期間」とみなして永住申請を受け付けてもらえるという経過措置（おまけのルール）がありました。

今回のガイドライン改訂により、
この「3年を最長とみなす措置」が
【令和9年3月31日】をもって終了することが決定しました。

期限を過ぎるとどうなる？
令和9年4月1日以降、永住申請をするためには原則として
在留期間「5年」のビザを持っていることが必須条件となります。

今のビザが「3年」の方： 期限を過ぎると、
次回の更新で「5年」を勝ち取るまで、
永住申請自体ができなくなる可能性が非常に高いです。
「5年」へのハードル： 在留期間「5年」をもらうためには、
年収、会社の安定性、公的義務の履行状況など、
さらに厳しい審査をパスしなければなりません。
つまり、「在留期間3年ビザで永住を狙えるチャンスは、
あと約1年しかない」！ということです。

今すぐ確認すべき3つのこと
「まだ先のこと」と思わずに、以下の3点を今すぐチェックしてください。

在留カードの期間を確認： 今の期間が「3年」であれば、今回の期限の当事者です。
公的義務の履行： 税金、年金、健康保険。これらを「期限内に」払っていますか？今回の改訂では「後から払う」は通用しなくなっています。
居住要件の確認： 引き続き10年以上（うち就労5年以上）日本に住んでいますか？
準備には時間がかかります！
永住申請は、書類を集めるだけでも1ヶ月以上、
出入国在留管理庁での審査には通常約1年近くかかります。
※名古屋・東京行政書士法人では2026.3現在：約5か月で許可
令和9年3月の期限直前は、
全国の入管窓口が非常に混雑し、
書類の受理が間に合わないリスクも予想されます。

「あの時、早く出しておけばよかった」と後悔する前に。

【Notice: Procedures After Naturalization】
Today we would like to provide some important information about the procedures required after naturalization in Japan.
If you have successfully received permission for naturalization, you will be issued a “Certificate of Naturalized Person.”

1. Notification of Naturalization
You are required to submit a Notification of Naturalization within one month from the date of naturalization (the date published in the official gazette) to the mayor of the municipality where your registered domicile (honseki) or current address is located.
(Article 102-2 of the Family Register Act)
※ Your registered domicile after naturalization is listed on the first page of your naturalization application.

2. Return of Residence Card
You must return your Residence Card within 14 days from the date of naturalization.
※ The same rule applies to the Special Permanent Resident Certificate.
Method:
Bring it directly to the Immigration Services Agency office with jurisdiction over your area.
Required document:
A copy of the Certificate of Naturalized Person
If sending by mail:

3. Nationality Selection
This applies only to people who have dual nationality after naturalization.
You must choose your nationality within 2 years from the date of naturalization
(or **before age 22 if you are under 20 years old).
(Article 14 of the Nationality Act)
If you do not complete the procedure within the deadline, you may lose Japanese nationality after receiving a formal notice.

Method 1: Renounce or withdraw from your foreign nationality
Submit a Notification of Loss of Foreign Nationality
Required documents include proof of renunciation issued by the foreign country.
Please check with your local municipal office for details.

Method 2: Declare your choice of Japanese nationality
Submit a Declaration of Choice of Japanese Nationality
Please note:
Even if the laws of your home country state that nationality is automatically lost when acquiring another nationality, in some cases the nationality may still remain in the records of your home country.

【Notice】: Japanese Language Classes – Information for Nagoya City
Aichi Prefecture is well known as a center of manufacturing in Japan.
In Nagoya City, information about Japanese language classes is also available in hybrid formats, including online options.
For foreign residents who have small children, it can be difficult to attend classes in person. As a result, some people may end up feeling isolated.

Here is a page where you can search for Japanese language classes based on the ward where you live or your preferences.
For example, you can look for classes that allow children to attend or classes located near your home.

If you have trouble finding a suitable class, please feel free to contact us.
We may be able to offer some support.
It may be rare to find a country that provides this kind of support for learning the local language.

Column: Beware of Certain Foreign Worker Recruitment Agencies
Since the Specified Skilled Worker (SSW) system began, we have been receiving an overwhelming number of sales approaches from agencies introducing foreign workers from various countries.
Phone calls, emails, social media messages — they never seem to stop.

Many of these agencies gather large numbers of foreign nationals in their home countries who are unable to find employment but wish to work abroad. They provide Japanese language training, collect substantial travel expenses and service fees from them, and then bring them to Japan.
However, there are now simply too many such agencies. The number of Japanese companies willing or ready to hire foreign workers has not kept pace.
No matter how capable and motivated these young people may be, Japan — as an island nation — still has many companies that remain cautious about hiring from overseas.

Another concern is data protection.
Many of the people contacting us appear to share the same nationality as the workers they represent, and there often seems to be little awareness of personal data protection.

It is not uncommon to receive mass emails from companies and representatives we have never heard of, attaching highly sensitive personal documents of job-seeking foreign nationals, such as:
・Resumes
・Passports
・Qualification certificates (e.g., for agriculture or other work sectors)

These are extremely important personal documents.
Have they truly obtained proper consent from the individuals? It often does not seem that way.

Agencies that say, “We have a list of candidates. Please take a look,” should also be approached with caution.

Frankly, one cannot help but wonder:
Is this foreign worker acceptance system really on the right track?
