The new Permanent Representative of the Gabonese Republic, H.E. Ambassador Patricia Muriel Djella Ogandaga, presented her credentials to Madam Secretary-General of the International Seabed Authority Leticia Carvalho.

The high-level meeting took place at the office of the ISA in New York, where Madam Secretary-General was attending the 81st Session of the United Nations General Assembly.

Ambassador Djella Ogandaga declared that the Gabonese government “further supports the Authority’s approach to strengthening the scientific and technical capacities of developing States, so that they may take part more fully and effectively in these negotiations and share equitably in the benefits derived from the common heritage of mankind.”

📢 Do you have at least 10 years of relevant experience in contract or regulatory administration, mining or natural-resource regulation, environmental regulation, or compliance assurance?

The International Seabed Authority is a Chief of the Compliance Assurance and Regulatory Management Unit (CARMU) at the P-5 level. The position is based at ISA headquarters in Kingston, .

The Chief of CARMU will:

✅ Lead the effective and systematic management of contracts for activities in the Area;

✅ Develop and maintain a seabed mining registry;

✅ Assess the impact of the regulatory framework on contractors and the ISA;

✅ Design and implement a risk-based and proportionate compliance assurance strategy to support contractors in meeting their regulatory and contractual obligations, including regulatory reporting and relationship management, and more.

Candidates must hold a Master’s degree or equivalent in , ocean studies, , business administration, or geosciences, environmental sciences, mining or mineral resources, public administration, regulatory policy or governance, or another closely related discipline.

Madam Secretary-General of the International Seabed Authority, Leticia Carvalho, reflects on her official visit to :

"A year after my first mission to India, it was a great pleasure to return to a country with a longstanding commitment to the International Seabed Authority and to governance, science, technology and exploration of deep-sea mineral resources.

My first engagement was the opening of the Deep-Sea Macrofauna Taxonomy School. In Kochi, a port city in the Southwest of India, I greeted 25 specialists from 13 developing countries across the Indian Ocean region attending this important training programme.

I also had the opportunity to visit the Centre for Marine Living Resources & Ecology and the National Institute of Ocean Technology. I also attended the Industry Outreach Workshop on Deep-Sea Mining.

The mission demonstrated the breadth of India’s engagement in deep-ocean affairs, bringing together science in Kochi, policy and diplomacy in New Delhi, and technology in Chennai. I invite you to read my reflections."

🌊 Empowering ocean : after a week of hands-on training, 25 specialists from 13 developing countries across the Indian Ocean region have completed the Deep-Sea Macrofauna Taxonomy School in Kochi, .

Organized by the International Seabed Authority, the training strengthened participants’ expertise in standardized methodologies for assessing deep-sea biodiversity, including sampling, species identification and curation of macrofauna.

The workshop was organized in collaboration with the Centre for Marine Living Resources & Ecology (CMLRE), the Ministry of Earth Sciences of India, the Indian Ocean Rim Association (IORA), and the National Marine Biodiversity Institute of Korea (MABIK), under the Ministry of Oceans and Fisheries of the Republic of Korea.

Opening the workshop, Madam Secretary-General Leticia Carvalho reiterated her ambition to substantially accelerate the discovery of deep-sea species, strengthening the biodiversity knowledge needed to support informed and science-based ocean governance.

Madam Secretary-General of the International Seabed Authority, Leticia Carvalho, reflects on her recent mission to the Russian Federation:

"My first official visit to the Russian Federation since taking office provided me with an opportunity to recognize first-hand, through a series of high-level engagements, this Member State’s important role in the exploration regime of the Area, as well as its continued support for multilateralism and the central role of the ISA under the United Nations Convention on the Law of the Sea (UNCLOS).

In Moscow, we signed the extension agreement of the exploration contract between the ISA and JSC Yuzhmorgeologiya, a concrete expression of our continuing cooperation. I also attended the XI Eastern Economic Forum in Vladivostok, and I invite you to learn more by reading my reflections."

The International Seabed Authority concluded Part II of its 31st Session, held from 29 June to 31 July 2026 in Kingston, Jamaica. Over five weeks, the Session brought together the Legal and Technical Commission, the Finance Committee, the Council and the Assembly for work spanning the Authority’s regulatory, institutional, financial and scientific mandates.

The progress made and decisions taken during the Session have established an ambitious programme of work towards the 32nd Session, advancing the Mining Code, strengthening environmental governance and equipping the Authority to deliver on the responsibilities entrusted to it by Member States.

Madam Secretary-General of the International Seabed Authority, Leticia Carvalho, welcomed Her Excellency Ambassador Dr. Jane Bassey Adams as the new Permanent Representative of to the ISA.

Upon presenting her credentials, Ambassador Adams stated that the government of Nigeria “views the Authority´s mandate – to administer the resources of the Area as the common heritage of humankind – as sacred.”

Her Excellency Ms. Sarah Gasquard presented her credentials as the new Permanent Representative of to the International Seabed Authority. Madam Secretary-General Leticia Carvalho welcomed her to ISA Headquarters in Kingston, Jamaica.

Upon presenting her credentials, Ambassador Sarah Gasquard highlighted the importance of the ISA as an international organization: “Moving forward, Belgium intends to continue playing a constructive role within the ISA, actively building bridges between different positions to foster consensus,” she stated.

Madam Secretary-General Leticia Carvalho warmly welcomed Ambassador Sarah Gasguard, while noting that Belgium “has long been a highly engaged and bridge-building member of ISA, with consistent participation in the work of the Assembly and Council and an important contribution to the technical and regulatory work of the Authority.”
