DIPLOMATIC RELATIONS: BUILDING COOPERATION BEYOND BORDERS

In an increasingly interconnected world, security challenges cannot be addressed by institutions or countries acting alone. Transnational organized crime, human trafficking, irregular migration, cybercrime and financial crime require dialogue, trust and coordinated international action.

Building professional relations with high-level international organizations creates opportunities for the exchange of knowledge, the development of joint initiatives and the identification of effective responses to shared challenges.

Diplomatic engagement is not limited to formal representation. Its real value lies in creating lasting channels of communication, connecting expertise with decision-making and transforming institutional dialogue into practical cooperation.

Through research, professional education, crime prevention and international participation, CCIO works to strengthen relations with institutions and organizations whose principles are founded on human rights, the rule of law, sustainable security and international cooperation.

Strong partnerships are built through credibility, continuity and shared responsibility.

Dialogue creates trust.
Trust strengthens cooperation.
Cooperation builds safer societies.

UNTOC COP13 — VIENNA 2026

From 18 to 23 October 2026, representatives of the Counter Crime Intelligence Organization – CCIO are present in Vienna in connection with the 13th session of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime – UNTOC COP13, officially taking place from 19 to 23 October at the Vienna International Centre.

The Conference represents an important international platform for strengthening cooperation against transnational organized crime and addressing emerging challenges that require coordinated, evidence-based and responsible responses.

CCIO’s programmes in criminological research, intelligence analysis, crime prevention, migration studies, human trafficking, financial crime, professional education and international cooperation are consistent with the broader principles promoted by the United Nations: prevention, knowledge, human rights, the rule of law and stronger institutional cooperation.

Our presence in Vienna provides an opportunity to follow international discussions, exchange professional perspectives and identify new possibilities for research, education and prevention initiatives at national and international levels.

Global challenges require shared knowledge, responsible cooperation and coordinated action.

CRIME DATA NEEDS CONTEXT

Crime statistics are essential for understanding public safety, but numbers alone do not explain the full reality behind criminal phenomena.

An increase in reported offences may indicate higher criminal activity, but it may also reflect improved reporting mechanisms, greater public trust or changes in legislation and data collection. Similarly, a decrease does not always mean that a community has become safer; certain crimes may remain hidden because victims are afraid or unable to report them.

For this reason, criminological analysis must consider local conditions, population changes, social vulnerability, reporting practices and the methodology used to produce the data.

Responsible interpretation helps institutions identify genuine risks, allocate resources effectively and develop prevention strategies based on evidence rather than perception.

Data becomes useful intelligence only when it is verified, contextualised and translated into informed action.

Understanding the numbers means understanding the realities behind them.

CRIMINOLOGICAL RESEARCH: KNOWLEDGE FOR PREVENTION

Criminology is not limited to studying crime after it occurs. Its broader purpose is to understand why criminal behaviour develops, which social and individual factors increase vulnerability, and how institutions and communities can intervene before harm takes place.

Research in criminology examines crime patterns, victimisation, social exclusion, violence, organised crime, emerging threats and the effectiveness of prevention policies. Reliable evidence helps distinguish perception from reality and supports responses based on knowledge rather than assumptions.

Criminological studies also contribute to civic education. An informed society is better prepared to recognise risks, reject violence and discrimination, protect vulnerable people and cooperate responsibly with institutions.

Effective prevention requires more than control and punishment. It requires research, education, early intervention and coordinated action among universities, professionals, public institutions and civil society.

Investing in criminological knowledge means strengthening public awareness, improving prevention strategies and contributing to safer, more resilient communities.

Understanding crime is the first step towards preventing it.

STUDENTS IN RESEARCH: BUILDING THE NEXT GENERATION OF EXPERTISE

The Counter Crime Intelligence Organization – CCIO encourages the involvement of students and young researchers in initiatives connected to criminology, intelligence, security, migration, crime prevention and international cooperation.

Through voluntary participation, students can contribute to research activities, thematic studies, professional discussions and awareness initiatives, working alongside specialists from different fields.

Their involvement creates an important connection between academic knowledge and contemporary security challenges. It also helps young people develop analytical thinking, research skills, professional responsibility and a deeper understanding of the ethical standards required in these sectors.

For CCIO, involving students is not simply an educational opportunity. It is an investment in a new generation capable of transforming knowledge into responsible analysis, prevention and service to society.

Research grows stronger when experience meets new perspectives.

OPEN INFORMATION IS NOT YET INTELLIGENCE !

Every day, vast amounts of publicly accessible information are generated through official records, corporate registries, news reports, academic research, satellite imagery, online platforms and other open sources.

However, availability does not guarantee accuracy.

Open-Source Intelligence – OSINT begins only when information is collected systematically, verified through independent sources, placed in the correct context and analysed according to a defined objective.

Unverified claims, manipulated images, outdated material and repeated misinformation can create false conclusions—especially when speed is prioritised over accuracy.

When applied professionally, OSINT can help identify emerging risks, reveal connections, monitor criminal trends, support investigations and strengthen preventive decision-making. Its effectiveness depends on trained analysts, reliable methodology and clear distinction between confirmed facts, analytical assessments and assumptions.

The use of publicly available information must also remain lawful, proportionate and respectful of privacy, human rights and data-protection principles.

The value of intelligence is not measured by the volume of information collected, but by the ability to distinguish credible signals from noise.

Collect responsibly.
Verify independently.
Analyse objectively.

EARLY WARNING BEGINS WITH CONNECTING THE SIGNALS !

Serious security threats rarely emerge without warning. Before a crisis, act of violence or organized criminal operation becomes visible, fragmented indicators may already exist across different institutions, communities and information systems.

These signals can include unusual financial activity, changes in criminal patterns, escalating online narratives, attempts to exploit vulnerable groups, movements across criminal networks or growing tensions within a community.

Individually, a single indicator may mean very little. Its value emerges when information is verified, placed in context and connected with other reliable evidence.

Early-warning analysis is not about predicting the future with certainty. It is a professional process used to identify changes, assess risks and provide decision-makers with sufficient time to consider proportionate preventive action.

This requires trained analysts, reliable information sharing mechanisms and cooperation among law enforcement agencies, researchers, financial institutions, local authorities, civil society and international partners.

Intelligence must always be accurate, accountable and consistent with human rights and the rule of law. Unverified information, prejudice or indiscriminate profiling do not strengthen security, they weaken trust and decision-making.

The earlier credible signals are understood, the greater the opportunity to prevent harm.
