IRCC has issued 5,000 permanent residence invitations in the August 19 French-language Express Entry draw.

The CRS cutoff dropped to 382, making it the lowest French-language Express Entry cutoff recorded in 2026 so far.

But there is an important distinction:

A CRS score of 382 does NOT mean that the general Express Entry cutoff is now 382.
This was a French-language category-based draw, meaning candidates had to meet the requirements for the French-language proficiency category.

What Does This Mean For Candidates?

1️⃣ French proficiency can create an additional Express Entry opportunity
Candidates with strong French language skills may have access to category-based draws that are separate from general draws.

2️⃣ The 382 CRS score is significant
This is a much lower cutoff than many candidates see in other Express Entry categories, but it applies specifically to this French-language draw.

3️⃣ 5,000 invitations is a major draw size
A large number of invitations were issued, giving eligible French-speaking candidates another important opportunity to receive an ITA.

4️⃣ French language skills are becoming increasingly valuable

New IRCC data reveals major shifts across Canada’s immigration system in 2026.

The latest data covers permanent residence admissions, Express Entry, study permits and work permits, and several trends are moving in very different directions.

Here are the key changes:

1️⃣ PGWP activity surged 323% in Q2 2026

IRCC recorded 116,935 PGWP holders in Q2 2026, compared with 27,645 in Q2 2025.

2️⃣ Express Entry PR admissions fell 32.7%

47,430 Express Entry permanent residents were admitted in the first half of 2026, compared with 70,445 during the same period in 2025.

3️⃣ Overall PR admissions declined 12.3%

Canada admitted 182,185 permanent residents during the first half of 2026, compared with 207,850 in the first half of 2025.

4️⃣ Study permit activity rebounded

IRCC recorded 80,485 study permit holders in Q2 2026, up 45.8% from Q2 2025.

5️⃣ International Mobility Program activity more than doubled

IMP work permit holders increased by 104.7% in Q2 2026 compared with Q2 2025.

The bigger takeaway is that Canada’s immigration system is changing in multiple directions at the same time.

For international students and PGWP holders, the combination of rising numbers of temporary workers and fewer Express Entry PR admissions could mean stronger competition for permanent residence.

CEC candidates, the CRS score just jumped again.

IRCC conducted a new Canadian Experience Class Express Entry draw on August 18, 2026.

This time:

1,000 PR invitations were issued.

Minimum CRS: 523

And this is the highest CEC CRS cutoff recorded so far in 2026.

The sharp increase means candidates with lower CRS scores may need to look at ways to strengthen their Express Entry profile and improve their ranking.
