Legal Aid Defense Counsel System (LADC)

Aim: To provide free legal aid to poor people facing criminal cases to defend themselves during trial. It is in line with the ‘Public Defender System’. It will have full-time legal aid lawyers in 365 district legal services authorities across India.

The District Legal Services Authority (DLSA), Kishtwar, conducted an awareness programme on “Road Safety and Safe Driving Practices” at the Main Bus Stand, Kishtwar, for the "Drivers Association".
During the programme, PLV Bilal Ahmad gives awarenesss and participants were made aware about the importance of following traffic rules, safe driving practices, speed limits, use of helmets and seat belts, avoiding mobile phone use while driving, and taking necessary precautions to prevent road accidents. The drivers were also sensitized about their responsibility towards the safety of passengers, pedestrians and other road users.
The awareness programme was conducted by PLVs Bilal Ahmad, Muzaffer Farooq, Uzma Tabassum, Swati Rana, Sonam Sharma, Rafiah Javed, Safoora Kousar, Ifroza Banoo , Komal Badyal , and Inderjeet Singh , who actively interacted with the drivers and emphasized the importance of responsible and disciplined driving.

District Legal Services Authority (DLSA), Kishtwar, conducted an awareness programme regarding the NALSA Helpline (15100) at Atholi, Paddar, with the objective of sensitising the general public about the availability of free legal services and assistance.
The awareness programme was conducted by Sh. Sanveer Singh, Assistant Legal Aid Defense Counsel, Kishtwar, and Sh. Sandeep Kumar, Assistant Legal Aid Defense Counsel, Kishtwar, along with Para-Legal Volunteers (PLVs) Rashi Devi and Skinder Singh.
During the programme, the general masses were informed about the NALSA Helpline No. 15100, through which eligible persons can seek information and assistance regarding free legal aid, legal advice and other services provided under the legal services framework. The participants were also apprised of the role of the Legal Services Authorities in ensuring access to justice, particularly for persons belonging to weaker and disadvantaged sections of society.
The team interacted with the local residents and encouraged them to approach the District Legal Services Authority, Kishtwar, or call the NALSA Helpline whenever they require legal assistance.
The programme witnessed active participation and interaction from the local residents, reflecting the commitment of DLSA Kishtwar towards taking legal awareness and access-to-justice initiatives to the grassroots level.

On 22/08/2026 An awareness programme on “Protection of Women from Domestic Violence and Family Disputes” was organized at Higher Secondary School, Binoon, Bunjwah. The programme aimed to spread awareness among students and teachers about women’s rights, domestic violence, and legal remedies available to women facing family disputes.
The participants were informed about the importance of seeking timely legal assistance and the role of Legal Services Authorities in providing free legal aid.
Refreshments were also distributed among students.
The programme was conducted by PLVs Ifroza Banoo, Safoora Kousar, Bilal Ahmed, Uzma Tabassum and Muzaffar Farooq, who addressed the gathering and sensitized them about the importance of protecting women’s dignity, rights and safety.

Target Group: Children residing at Ashiana Hostel for Boys & Children of PALASH, Kishtwar.

The Legal Services Unit for Children (LSUC) conducted a Legal Awareness Programme at Ashiana Hostel for Boys, Kishtwar, with the objective of sensitising children about their basic legal rights, protection mechanisms and the availability of free legal services.
The programme was conducted with the active participation of Advocate Afshan Malik Assistant Legal Aid Defense Counsel (LADC), Advocate Humaira Iffat Panel Lawyer and Para-Legal Volunteers (PLVs) in collaboration with PALASH.
The programme adopted a child-friendly and interactive approach to ensure that the children could understand legal concepts in a simple and accessible manner.

A visit to District Jail, Kishtwar was conducted by the Ld. DLSA Secretary Mrs Meera Bangotra along with Advocate Sandeep sir (LADC), collaboration with Ms. Swati Sharma (Child Welfare Department ),Para Legal Volunteers (PLVs) and Dr. Shashank Sir, with the cooperation and assistance of the Jail Superintendent, Kishtwar.
The visit was undertaken with the objective of assessing the Mental Health & rehabilitation , welfare, and other basic needs of the inmates and ensuring awareness regarding the legal services and assistance available to them through the District Legal Services Authority.

On 19/08/2026 ..An awareness programme on Legal Services Unit for Children (LSUC) was conducted at Higher Secondary School, Nagseni, Kishtwar, to sensitize students and teachers about the legal rights and protection available to children under the child-friendly legal services framework.

The participants were made aware about NALSA child-friendly legal services, free legal aid, child protection laws, POCSO Act, prevention of child marriage and child labour, and the importance of reporting abuse and seeking timely assistance. The role of LSUCs, Child Welfare Committees (CWCs) and Legal Services Authorities in protecting children and facilitating access to justice was also explained.
Plv Muzaffar farooq also highlighted the mediation process in solving cases.

The programme was conducted by PLVs Muzaffar Farooq, Bilal Ahmad, Ifroza Banoo and Uzma Tabassum. The students actively participated and were encouraged to remain aware of their rights and seek appropriate help whenever required.

The meeting was convened regarding Mediation 3.0 and preparations for the National Lok Adalat scheduled on 12.09.2026.
Necessary directions were issued for effective implementation of Mediation 3.0 and for ensuring maximum disposal of cases in the upcoming National Lok Adalat.

The 80th Independence Day was celebrated with patriotic fervour and enthusiasm at the District Court Complex, Kishtwar. The programme was graced by the Learned Chief Judicial Magistrate, Kishtwar, as the Chief Guest, who hoisted the National Flag on the occasion.
The Learned Secretary, District Legal Services Authority (DLSA), Kishtwar, hosted the programme. The Learned Additional Special Mobile Magistrate, Kishtwar, was also present on the occasion.
The programme was attended by the President, Bar Association, Kishtwar, members of the Bar, the team of Legal Aid Defense Counsels (LADCs), officials of the District Court, and staff of the DLSA and LADC establishment.
A contingent of CISF personnel was also present and participated in the ceremonial parade, adding to the patriotic spirit and solemnity of the occasion.

An awareness programme on the NALSA Helpline 15100 was organised at Akhyarabad, Kishtwar, with the objective of creating awareness & distributing pamphlets among the local community about the availability and purpose of the helpline.

During the programme, the participants were informed that 15100 is the NALSA (National Legal Services Authority) Helpline, through which people can seek information and assistance regarding free legal services, legal aid and guidance. Special emphasis was laid on the importance of making legal assistance accessible to poor, vulnerable and deserving persons.
