Legal Aid Defense Counsel System (LADC)

Aim: To provide free legal aid to poor people facing criminal cases to defend themselves during trial. It is in line with the ‘Public Defender System’. It will have full-time legal aid lawyers in 365 district legal services authorities across India.

As per the Calendar of Activities for the month of May 2026, the District Legal Services Authority, Kishtwar, under the able guidance of the Learned Chairman, DLSA Kishtwar (Principal District & Sessions Judge, Kishtwar), Mr. Sudhir Kumar Khajuria, and under the supervision of the Learned Secretary, DLSA Kishtwar, Ms. Meera Bangotra, organized an awareness program on Anti-To***co Day at Government Boys Model Higher Secondary School Kishtwar on 30.05.2026. The event featured resource persons, namely Advocate Afshan Malik and Advocate Vinay Shan (Assistant LADC’s) Kishtwar.
The programme aimed to create awareness among students regarding the harmful effects of to***co consumption, the importance of adopting a healthy lifestyle, and the legal provisions relating to to***co control. The students were sensitized about the physical, social, and economic consequences of to***co use and were encouraged to act as ambassadors of awareness in their families and communities. The resource persons delivered informative lectures highlighting the ill effects of to***co, the significance of World No To***co Day, and the provisions of the Ci******es and Other To***co Products Act (COTPA), 2003. The session was interactive, and the students actively participated by raising questions and sharing their views. A large number of students and teaching staff attended the programme and appreciated the initiative taken by DLSA Kishtwar in promoting awareness on this important public health issue.
The programme concluded with a vote of thanks and a pledge by the participants to stay away from to***co and promote a to***co free society. The program was concluded in a very successful manner.

As per the Calendar of Activities for the month of May 2026, the District Legal Services Authority, Kishtwar, under the able guidance of the Learned Chairman, DLSA Kishtwar (Principal District & Sessions Judge, Kishtwar), Mr. Sudhir Kumar Khajuria, and under the supervision of the Learned Secretary, DLSA Kishtwar, Ms. Meera Bangotra, organized an awareness programme on “District Level Road Safety Week (Awareness Camps/Drives with Transport Department and Traffic Police Department on Traffic Rules and Safety, Plays and Nukkad Nataks)” at the Driving Trial Ground near Helipad, Kishtwar. The programme featured resource persons Mr. Tasleem Wani, ARTO Kishtwar, and Adv. Suman Bhandari, Panel Lawyer. The learned speakers provided an elaborate overview of traffic rules in the country and highlighted various legal as well as illegal aspects relating to road safety and traffic violations before the general public. The programme commenced with an opening address by Mr. Tasleem Wani, ARTO Kishtwar, who acquainted the gathering with the introductory aspects of the topic and emphasized the consequences arising from violations of traffic rules. Thereafter, the proceedings were carried forward by Adv. Suman Bhandari, Panel Lawyer, who briefed the gathering about the traffic laws prevailing in India and the importance of adherence to road safety norms. Lastly, the programme concluded with an address by Robin Parihar, Inspector Traffic, Kishtwar, who sensitized the gathering regarding various road safety measures and traffic regulations. The programme concluded successfully with active participation and public awareness regarding road safety and responsible driving practices.

As per the activities of the National Legal Services Authority and Jammu and Kashmir Legal Services Authority Calendar for the month of May 2026, District Legal Services Authority Kishtwar conducted an awareness programme on Traffic Rules and Road Safety at Government High School Drabshalla under the able guidance of the Chairman, DLSA Kishtwar.
The programme was graced by the Learned Secretary, DLSA Kishtwar, Ms. Meera Bangotra, as the Chief Guest. The programme was conducted in the presence of the Incharge Principal, Govt. High School Drabshalla, Ms. Shahzad, teaching staff, PSI Saurabh Sharma along with police personnel, Mr. Daleep, PLV, and students.
Mr. Sanveer Singh, Assistant LADC, Kishtwar, acted as the Resource Person and delivered an awareness lecture on the importance of following traffic rules, road safety measures, use of helmets and seat belts, and the legal implications arising out of violation of traffic regulations. Emphasis was also laid upon responsible driving and the role of citizens in preventing road accidents.
PSI Saurabh Sharma also addressed the gathering and sensitized the participants regarding traffic discipline and preventive road safety measures.
The Incharge Principal of the school appreciated the initiative undertaken by DLSA Kishtwar and highlighted the importance of inculcating awareness among students regarding road safety.
Thereafter, the Learned Secretary, DLSA Kishtwar, while addressing the participants, emphasized the importance of legal awareness relating to road safety and urged the students to become responsible citizens by strictly adhering to traffic rules.
Following the address of the Chief Guest, a student namely Riya Sharma voluntarily came forward and delivered a speech highlighting the importance of road safety awareness among students and appealed to everyone to follow traffic rules for the safety and welfare of society.
The programme was attended by teaching staff, students, PLVs, police personnel from Police Post Drabshalla, and other participants, who actively participated in the awareness session.
At the conclusion of the programme, Mr. Sanveer Singh, Assistant LADC, Kishtwar, on behalf of DLSA Kishtwar, extended gratitude to the school authorities, police personnel, teaching staff, and all participants for their cooperation and active participation in making the programme successful.

A one-day training/refresher programme for newly engaged Supporting Staff of Legal Aid Defence Counsels (LADCs) was successfully organized on 19th May, 2026 at the Conference Hall, District Court Complex, Kishtwar under the guidance of the Learned Secretary, District Legal Services Authority, Kishtwar.
The programme was organized by the District Legal Services Authority, Kishtwar with the objective of sensitizing, orienting and updating the Supporting Staff of LADCs regarding their roles and responsibilities in the effective implementation of legal aid schemes, legal awareness programmes, identification of beneficiaries, facilitation of legal services and other outreach activities at the grassroots level.
Mr. Naveed Khurshid, Chief LADC Kishtwar, along with Ms. Iram Sabha, Assistant LADC Kishtwar, acted as Resource Persons during the programme and imparted comprehensive training to the participating Supporting Staff on various aspects relating to legal aid, access to justice and the role of supporting staff in strengthening the justice delivery system.
During the training session, Mr. Naveed Khurshid elaborately explained the concept and significance of free legal aid as enshrined under Article 39-A of the Constitution of India and highlighted the objectives and mandate of the Legal Services Authorities Act, 1987. He emphasized that free legal aid is a constitutional commitment intended to ensure equal access to justice for the poor, marginalized and disadvantaged sections of society.
Ms. Iram Sabha, Assistant LADC Kishtwar, discussed in detail the duties and responsibilities assigned to the Supporting Staff of LADCs under the Modified Legal Aid Defence Counsel Scheme, 2022. She highlighted the important role of supporting staff in assisting litigants approaching the District Legal Services Authority and ensuring timely and effective delivery of legal aid services to deserving beneficiaries.
The functioning and working mechanism of the National Legal Services Authority (NALSA), Jammu & Kashmir Legal Services Authority (J&K SLSA) and District Legal Services Authority, Kishtwar were also discussed during the programme. The Resource Persons further sensitized the participants regarding maintenance of professionalism, confidentiality, public service ethics and proactive community engagement while discharging their duties.
All Supporting Staff working under the District Legal Services Authority, Kishtwar attended the programme and actively participated in the deliberations and interactive sessions conducted during the training.

A one-day training/refresher programme for newly engaged and existing Para Legal Volunteers (PLVs) was successfully conducted on 18th May, 2026 at the Conference Hall, District Court Complex, Kishtwar under the guidance of Learned Secretary, Ms. Meera Bangotra, District Legal Services Authority (DLSA), Kishtwar.
The programme was organized by the District Legal Services Authority, Kishtwar in compliance with the directions issued by the J&K Legal Services Authority regarding the conduct of training programmes/refresher courses for Para Legal Volunteers. The objective of the programme was to sensitize, orient and update the PLVs regarding their duties and responsibilities in the effective implementation of legal aid schemes, legal awareness programmes, identification of beneficiaries, facilitation of legal services and other outreach activities at the grassroots level.
Mr. Mohd Azhar Shah, Dy. LADC Kishtwar and Mr. Sanveer Singh, Asst. Legal Aid Defense Counsel Kishtwar acted as Resource Persons and imparted comprehensive training to the participating Para Legal Volunteers on various aspects relating to legal aid, access to justice and the role of PLVs in strengthening the justice delivery system at the grassroots level.
During the programme, Mr. Mohd Azhar Shah, Dy LADC Kishtwar, elaborately explained the concept and significance of free legal aid as enshrined under Article 39-A of the Constitution of India and highlighted the objectives and mandate of the Legal Services Authorities Act, 1987. Mr. Sanveer Singh, Asst. LADC Kishtwar discussed various welfare and social legislations concerning women, children, senior citizens, labourers and other vulnerable sections of society. He sensitized the Para Legal Volunteers regarding the procedure for identifying persons entitled to free legal aid and guided them on the manner in which legal assistance can be effectively extended to eligible beneficiaries. He further emphasized the crucial role of PLVs in creating legal awareness at the grassroots level, assisting litigants in approaching Legal Services Institutions and ensuring that the benefits of legal aid schemes reach the deserving and marginalized sections of society in a timely and effective manner.
During the training programme, the functioning and working mechanism of the National Legal Services Authority (NALSA), J&K Legal Services Authority (JKSLSA) and District Legal Services Authority, Kishtwar were also discussed in detail.
The Resource Persons explained the organizational structure, objectives and roles of these Legal Services Institutions in providing free and competent legal services to eligible persons, organizing Lok Adalats, conducting legal awareness programmes and ensuring access to justice for all. The Para Legal Volunteers were also apprised about the coordination required between PLVs and Legal Services Institutions for effective implementation of legal aid schemes and outreach programmes.
The Resource Persons further sensitized the PLVs regarding their duties in identifying deserving beneficiaries for legal aid, spreading legal awareness among rural and disadvantaged communities, assisting litigants in accessing legal services, facilitating mediation and settlement mechanisms and coordinating with various government departments and institutions for effective implementation of welfare schemes and legal aid programmes. Special emphasis was also laid upon maintaining professionalism, confidentiality, public service ethics and proactive community engagement while discharging their responsibilities.
All Para Legal Volunteers working under the District Legal Services Authority, Kishtwar attended the programme and actively participated in the deliberations and interactive sessions conducted during the course of the training.
The Resource Persons also addressed the practical difficulties encountered by PLVs during field work and guided them regarding the effective discharge of their assigned responsibilities in accordance with the objectives and mandate of the Legal Services Authorities Act.
The programme concluded successfully with appreciation for the active participation, dedication and cooperation of all the Para Legal Volunteers present on the occasion.

Today, on 11/05/2026 an awareness camp on National Technology Day was organized at ITI Kishtwar by DLSA. During the program, the resource persons, Adv. Iram Saba, Assistant LADC and Plv Mr. Bilal Ahmed, spoke on the topic. DLSA Kishtwar Organizes Awareness Programme on POCSO Act and Rights of Children at Government Girls Higher Secondary School, Kishtwar

Kishtwar, May 13, 2026: In pursuance of the calendar of activities issued by the National Legal Services Authority (NALSA) and the Jammu & Kashmir Legal Services Authority (JKLSA) under the JAGRITI Scheme, 2025, the District Legal Services Authority (DLSA), Kishtwar organized an awareness programme on the theme “Suraksh*t Bachpan, Suraksh*t Bhavishya” – POCSO Act and Rights of Children Sensitization Programme at Government Girls Higher Secondary School, Kishtwar.
The programme was conducted under the guidance and supervision of the Chairman, DLSA Kishtwar and Principal District & Sessions Judge, Kishtwar, Shri Sudhir Kumar Khajuria, and the Secretary, DLSA Kishtwar, Ms. Meera Bangotra.
The resource persons for the programme were Adv. Anjali Gulati and Adv. Sanveer Singh, Assistant LADC, Kishtwar.
The programme was attended by the Principal of the school, members of the teaching staff, Para Legal Volunteers (PLVs) including Ms. Rafiah Javed, Ms. Swati Rana, Ms. Komal Badyal, Ms. Sonam Sharma, Ms. Ifroza Banoo and Mr. Bilal Ahmed, along with a large number of students.
The programme was hosted by Ms. Swati Rana, Para Legal Volunteer, who welcomed the participants and give brief introduction about the Jagriti Scheme,2025 highlighting its objective and of spreading legal awareness and sensitizing the public particularly children and youth about their rights and legal remedies available to them.
Adv. Anjali Gulati delivered a detailed presentation on the Protection of Children from Sexual Offences Act, 2012 (POCSO Act), explaining the various forms of offences covered under the Act and the legal safeguards available for children.
Adv. Sanveer Singh, Asst. LADC Kishtwar elaborated upon the salient features of the POCSO Act and discussed the constitutional and statutory rights of children, including the right to education, dignity, protection from abuse and exploitation, and access to legal assistance. He also emphasized the responsibilities of parents, teachers and society in ensuring a safe and supportive environment for children.
A student of Class 12th, Ms. Hayat-Un-Nisa, also addressed the gathering and underscored the importance of awareness, personal safety and speaking up against abuse.
An interactive question-and-answer session was held during which students and faculty members raised various queries regarding reporting procedures, confidentiality of victims and institutional responsibilities. The questions were comprehensively addressed by the resource persons.
The programme concluded with a strong message to promote legal awareness and child protection, thereby contributing to the creation of a safe, secure and child-friendly environment.

**DLSA Organises Second National Lok Adalat in District Kishtwar**

Kishtwar, 10-05-2026

In pursuance of the activities outlined in the National Calendar and under the directions of the J&K Legal Services Authority, the Second National Lok Adalat was organised today in District Kishtwar by the District Legal Services Authority (DLSA), Kishtwar.

During the Lok Adalat, criminal compoundable cases, matrimonial disputes, matters related to maintenance, civil, recovery, labour, MACT, pre-litigation, and other related cases were taken up before four benches constituted for the purpose.

The first bench comprised Sh. Sudhir Kumar Khajuria, Principal District & Sessions Judge, Kishtwar, and Sh. Karan Bijyal, Munsiff/JMIC, Kishtwar. The second bench included Sh. Deputy Kumar, Chief Judicial Magistrate, Kishtwar, and Ms. Deepika Sharma, Additional Special Mobile Magistrate, Kishtwar. The third bench consisted of Ms. Meera Bangotra, Secretary, DLSA Kishtwar, and Sh. Jalil Ahmed Waza, Deputy Chief LADC, Kishtwar.

The fourth bench included Smt. Mamta Sudershan, ALC, Kishtwar, and Sh. Naveed Khurshid Dev, Chief LADC, Kishtwar.

A total of 321 cases were taken up, out of which 264 cases of different nature were amicably settled.

An amount of ₹18,23,300 was awarded to claimants in MACT, labour dispute, and other cases.
