J&K High Court Bar Association, Jammu expresses concern over deteriorating law and order situation in Jammu.
The Jammu & Kashmir High Court Bar Association (Regd.), Jammu, expresses its deep concern over the recent incidents of crime and violence reported from Jammu city and its adjoining areas, which have created a growing sense of insecurity among the general public.
The recent incidents reported in different parts of Jammu are a matter of serious concern. A chain snatching attempt was recently reported in the Bakshi Nagar area. Even more disturbing are the recent incidents involving fi****ms and other dangerous weapons. On September 17, a 37 year old man, Deepu Sharma, died following a gunshot injury in Resham Ghar Colony, Jammu. Police have registered a case and are investigating the circumstances surrounding the incident.
Similarly, a case was registered at Police Station Domana following an assault on September 5. Police subsequently apprehended three Children in Conflict with Law and recovered the alleged weapon of offence, a toka. Jammu Police also arrested six alleged members of a gang following a firing incident in Arnia and reported recovery of three pistols, five tokas and six live rounds. Reports from adjoining areas have also highlighted incidents involving the use of sharp edged weapons, fi****ms and gang related violence.
The Bar Association appreciates the prompt action taken by the Jammu Police in several of these cases, including arrests, recovery of weapons and use of CCTV and technical surveillance. Such action demonstrates that effective investigation can bring offenders to justice. At the same time, the recurrence of incidents involving snatching, fi****ms and deadly weapons calls for sustained preventive measures so that citizens are able to go about their daily lives without fear.
The Jammu & Kashmir High Court Bar Association, Jammu, therefore urges the concerned authorities to increase visible police patrolling, particularly in vulnerable residential, commercial and peripheral areas during evening and night hours; strengthen CCTV surveillance at important junctions, markets, isolated stretches, educational institutions and other vulnerable locations, with effective real time monitoring; take stringent preventive action against illegal possession and use of fi****ms and sharp edged weapons, and identify individuals and groups repeatedly involved in violent or organised criminal activities; strengthen action against chain snatching, street crime and other crimes targeting ordinary citizens, particularly women, senior citizens and persons travelling alone; improve coordination between police stations and intelligence units so that information about emerging gangs, repeat offenders and potential violent conflicts is acted upon before incidents occur; ensure speedy and professional investigation and prosecution of serious offences, so that victims receive justice and the rule of law is visibly upheld, *undertake focused preventive measures among vulnerable youth, including stronger community engagement and efforts to prevent the glorification of criminal and gang culture.
The Bar Association believes that maintenance of law and order is fundamental to public confidence in the administration of justice and the rule of law. Jammu is a peaceful city with a long tradition of communal harmony and civic coexistence, and every effort must be made to preserve that environment.
The office bearers of the JKHCBAJ including President K. Nirmal Kotwal, Sr. Advocate, General Secretary Pardeep Majotra, Advocate, Joint Secretary Anshu Mahajan, Advocate and Treasurer Rahul Aggarwal, Advocate called upon the administration and the police authorities to take all necessary measures to restore and strengthen the confidence of the people and to ensure that every citizen can live, work and travel in Jammu with a reasonable sense of safety and security.
