Empowering Young Minds Through Legal Awareness: DLSA Ganderbal Conducts Programme on NALSA (Child Friendly Legal Services to Children and Their Protection) Scheme, 2024 and Rights of Slum Dwellers & Poverty at Govt. High School Gutlibagh

Under the Chairmanship of Mr. Abdul Nasir Chairman District Legal Services Authority Ganderbal and under the able guidance of Mr. Sheikh Babar Hussain, Secretary District Legal Services Authority Ganderbal, a legal awareness programme was organised at Govt. High School Gutlibagh on NALSA (Child Friendly Legal Services to Children and Their Protection) Scheme, 2024 and Rights of Slum Dwellers and Poverty.

Ms. Asimah Khaliq served as the resource person and delivered a detailed lecture highlighting the objectives and significance of the NALSA (Child Friendly Legal Services to Children and Their Protection) Scheme, 2024. She sensitized the students about child friendly legal services, free legal aid, protection of children from exploitation, abuse, neglect ,discrimination and emphasized the importance of ensuring a safe, secure and dignified environment for every child.
Speaking on the topic Rights of Slum Dwellers and Poverty, Ms. Asimah Khaliq highlighted the constitutional rights relating to dignity, shelter, education, healthcare and equal opportunities available to economically weaker and marginalized sections of society. She emphasized that access to justice and legal aid is a fundamental step towards empowering vulnerable communities and ensuring social equality.
Special emphasis was laid on the need for collective social responsibility in addressing poverty, social exclusion and inequality while encouraging students to become responsible and aware citizens committed to justice and humanity.

The programme concluded with active participation and interaction from students and staff members who appreciated the efforts of DLSA Ganderbal in promoting legal literacy and social awareness among the youth. @dipr_jk

In continuation of its efforts to promote legal literacy and social awareness among youth, the District Legal Services Authority (DLSA) Ganderbal organized a legal awareness programme on multiple socio-legal issues at Government Boys Higher Secondary School Kullan.

The programme was conducted under the guidance of Hon’ble Mr. Justice Arun Palli, Chief Justice of the High Court of Jammu & Kashmir and Ladakh and Patron-in-Chief, J&K Legal Services Authority, and Hon’ble Mr. Justice Sanjeev Kumar, Executive Chairman, J&K Legal Services Authority. The programme was held under the supervision of Ms. Shazia Tabasum, Member Secretary, J&K Legal Services Authority, and Mr. Abdul Nasir, Chairman, DLSA Ganderbal, with the guidance of Mr. Sheikh Babar Hussain, Secretary, DLSA Ganderbal.

The awareness programme was organized in accordance with the Calendar of Activities issued by the National Legal Services Authority (NALSA) and the Jammu & Kashmir Legal Services Authority.

The programme focused on important issues including the Victim Compensation Scheme, 2013 and 2019, Drug Abuse and the legal framework governing narcotic offences, and the NALSA (Legal Services to Disaster Victims through Legal Services Authorities) Scheme, 2010.

The resource persons for the programme were Mr. Sajid Irfan, Deputy Chief LADC, Mr. Tanveer Ashraf, Assistant LADC, and Ms. Shaheena Ali, Assistant LADC.

During the programme, Mr. Tanveer Ashraf delivered lectures on the Victim Compensation Scheme and the growing menace of drug abuse. He sensitized the students regarding the rights of victims under the compensation scheme and explained the role of Legal Services Authorities in facilitating access to compensation and rehabilitation. He also highlighted the harmful impact of drug addiction on youth and society and made the students aware about the stringent legal consequences under the Narcotic Drugs and Psychotropic Substances Act.

Ms. Shaheena Ali delivered a lecture on the NALSA Scheme for Disaster Victims and highlighted the role of Legal Services Authorities in providing free legal aid, counselling and rehabilitation support to victims affected by natural and man-made disasters.

The programme witnessed active participation from students and staff members and was followed by an interactive session.

On the occasion, the Principal of the institution, Mr. Mohammad Maqbool Dar, thanked DLSA Ganderbal for organizing such a meaningful awareness programme in the institution. He also highlighted various positive initiatives undertaken by the school, including NCC participation, promotion of calligraphy and artistic skills, and skill development activities aimed at keeping students from marginalized and far-flung areas positively engaged and focused towards education, livelihood and constructive activities.

The programme was widely appreciated for spreading legal awareness and encouraging students to become informed, responsible and socially conscious citizens.

On the directions of the Worthy Secretary, District Legal Services Authority (DLSA) Ganderbal, door-to-door legal awareness campaigns were conducted today by Adhikar Mitras in different areas of District Ganderbal as part of the continuous outreach initiatives aimed at promoting legal literacy and access to justice among the general public.
Ms. Bisma Bashir conducted a legal awareness campaign in the Latiwaza-Yangoora area of Ganderbal, while Mr. Bilal Ahmad Bhat carried out a similar awareness drive in the Manigam area of District Ganderbal.
During the campaigns, the Adhikar Mitras actively interacted with local residents and sensitized them regarding various legal rights, welfare schemes, and important social issues. The awareness programmes covered topics including “Samadhan Samarooh”, “Nasha Mukti Abhiyan”, the Protection of Children from Sexual Offences (POCSO) Act, NALSA SPRUHA Scheme, Labour Card benefits, Marriage Assistance Scheme, and other welfare initiatives available for deserving sections of society.
The participants were informed about the availability of free legal aid services under the Legal Services Authorities Act and were encouraged to approach DLSA Ganderbal and Legal Aid Clinics for legal assistance and guidance. Special emphasis was laid on the protection of child rights, prevention of drug abuse, welfare measures for labourers, and the importance of legal awareness in society.
The awareness drives received an encouraging response from the local residents, who appreciated the efforts of DLSA Ganderbal in disseminating legal awareness and information regarding welfare schemes directly at the grassroots level.

Under the Chairmanship of Mr. Abdul Nasir Chairman District Legal Services Authority Ganderbal and under the able guidance of Mr. Sheikh Babar Hussain Secretary, District Legal Services Authority Ganderbal, an awareness programme on Child Rights and Domestic Violence Laws was organised at Boys High School Shuhama.

Ms. Romani Syed, Assistant Legal Aid Defense Counsel, served as the resource person and delivered a lecture on constitutional safeguards and child protection laws. She highlighted Articles 21A, 24, 39 and 15(3) of the Constitution of India and emphasized the importance of education, dignity, protection from exploitation, and a safe environment for children.
She also discussed the provisions of the Juvenile Justice (Care and Protection of Children) Act, 2015 and explained the role of Juvenile Justice Boards and Child Welfare Committees in ensuring care, protection, and rehabilitation of vulnerable children.
Special emphasis was laid on domestic violence and its adverse impact on children and families, particularly on the mental and emotional well-being of children growing up in violent or unsafe environments.

The programme concluded with active participation and interaction from students and staff members.

DLSA Ganderbal Holds Review Meeting on Legal Services Activities.
District Legal Services Authority (DLSA) Ganderbal today held a review meeting on 20 May 2026, in pursuance to the Plan of Activities for the month of May, 2026 issued by the J&K Legal Services Authority, with an aim to assess and strengthen the functioning and effectiveness of legal services activities in the district.
The meeting was chaired by the Secretary, DLSA Ganderbal and attended by officials, Legal Aid Defence Counsel System (LADCS), Para Legal Volunteers PLVs of DLSA Ganderbal/TLSC Ganderbal and TLSC Kangan.
During the meeting, detailed deliberations were held regarding the functioning and effectiveness of legal services programmes and activities being carried out in the district. Emphasis was laid on improving coordination among PLVs, TLSCs and other functionaries for streamlining legal aid services and ensuring better outreach to the eligible beneficiaries.
The performance and progress of the Legal Aid Defence Counsel System (LADCS) was also reviewed. Various challenges faced during implementation of legal aid activities were discussed and suitable measures for improvement were deliberated upon.
The Secretary, DLSA Ganderbal stressed upon all stakeholders to work with dedication and coordination to ensure effective delivery of legal aid services and to strengthen access to justice for all across sections of society.

In continuation of ongoing efforts to strengthen access to justice and ensure timely legal assistance to persons in custody, the LADC team comprising Mr. Tanveer Ashraf, Assistant LADC, Ganderbal, under the leadership of Mr. Sajid Irfan, Deputy Chief LADC, Ganderbal, today conducted a legal aid outreach visit to Police Station Lar.

The visit was conducted under the guidance of Hon’ble Mr. Justice Arun Palli, Chief Justice of the High Court of Jammu & Kashmir and Ladakh and Patron-in-Chief of the Jammu & Kashmir Legal Services Authority, and Hon’ble Mr. Justice Sanjeev Kumar, Executive Chairman, J&K Legal Services Authority. The visit was carried out under the supervision of Ms. Shazia Tabasum, Member Secretary, J&K Legal Services Authority, and Mr. Abdul Nasir, Chairman, District Legal Services Authority Ganderbal, with the guidance of Mr. Sheikh Babar Hussain, Secretary, DLSA Ganderbal.

The outreach visit was undertaken strictly in accordance with the LADC Modified Scheme, 2022, with the objective of ensuring availability of legal aid services to accused persons at every crucial stage including pre-arrest, arrest, and remand. The team also interacted with the concerned police authorities to assess the implementation and effectiveness of legal aid mechanisms at the grassroots level.

During the visit, the officials at Police Station Lar informed the LADC team that no person was lodged in the police lock-up at the time of inspection. The team, however, sensitized the police authorities regarding the mandate and objectives of the LADC system and emphasized the necessity of promptly informing legal aid counsel whenever any individual is apprehended or detained.

The LADC team reiterated that access to legal aid is an indispensable component of a fair criminal justice system and must be ensured without delay or discrimination. Stress was laid on the constitutional and statutory obligation to provide legal assistance at the earliest point of contact with the criminal justice system, as consistently emphasized by the Hon’ble Supreme Court of India.

The team further highlighted that provision of legal aid at the stages of pre-arrest, arrest, and remand is not merely procedural in nature but forms a statutory obligation under the LADC Modified Scheme, 2022, aimed at safeguarding the rights of individuals and promoting equitable access to justice.

During the visit, the LADC team also interacted with the Station House Officer, Police Station Lar, Mr. Irfan Ahmad, and Probationary PSI Ms. Sheetal Sharma, who assured full cooperation and facilitation in extending legal aid services to all eligible persons in accordance with law. @dipr_jk

As part of its continued efforts to promote legal awareness and social justice, the District Legal Services Authority Ganderbal organised an awareness programme on Dowry and Allied Laws at Govt. Boys Higher Secondary School Chattergul under the able guidance of Mr. Sheikh Babar Hussain, Worthy Secretary, District Legal Services Authority Ganderbal.

The programme was aimed at sensitizing students about the alarming social consequences of dowry and other societal evils affecting women, while inspiring the younger generation to become agents of awareness and positive transformation within their communities.

Ms. Shaheena Ali, Assistant Legal Aid Defence Counsel, served as the resource person and delivered a comprehensive and engaging lecture on dowry prohibition and allied laws. She sensitized the students about the legal and social dimensions of dowry-related offences and stressed that the practice of dowry is not merely illegal but a deep-rooted social evil that violates the dignity, equality, and fundamental rights of women.
She further spoke on critical issues including domestic violence, gender discrimination, and women’s legal protections, while encouraging students to raise their voices against injustice and contribute towards building a society founded on equality, respect, and justice.

The programme was also attended by Mr. Aijaz Magray (PLV).
The session witnessed enthusiastic participation from students, who actively interacted with the resource person and raised several meaningful questions regarding women’s rights and available legal remedies.

On the directions of the Worthy Secretary, District Legal Services Authority (DLSA) Ganderbal, a series of door-to-door legal awareness campaigns were conducted by Adhikar Mitras in different areas of District Ganderbal as part of the ongoing efforts to promote legal literacy, social awareness, and access to justice at the grassroots level.
On 15-05-2026, Mr. Yasir Nissar Bhat, Adhikar Mitra, conducted a door-to-door legal awareness campaign in the Durpura area of Manigam, Ganderbal. During the programme, the local residents were sensitized regarding free legal aid services available for poor, needy, and marginalized sections of society. Awareness was also spread regarding the rights of women, children, senior citizens, victims of domestic violence, various welfare schemes, and the harmful effects of substance abuse under the “Nasha Mukt Bharat Abhiyan.” Residents were encouraged to approach Legal Aid Clinics and DLSA for legal assistance without fear or hesitation.
On 16-05-2026, Mr. Mukhtar Ahmad Raina, Adhikar Mitra, conducted an awareness drive at Surfraw area of Tehsil Gund regarding the “Samadhan Samarooh” campaign. During the drive, the public was informed about free legal aid services, dispute resolution through Lok Adalats, and the importance of amicable settlement of disputes through alternative dispute resolution mechanisms.
Further, on 18-05-2026, Mr. Bilal Ahmad Kumar, Mr. Ghulam Jeelani Raina, Mr. Shuhaib Ahmad Lone, Ms. Amreena Naaz, Ms. Aasiya Mohi-ud-Din, and Mr. Shakeel Ahmad Wani, Adhikar Mitras, conducted door-to-door awareness campaigns in their respective areas including Kachnambal, Kondabal, Wayil, and adjoining localities. During these awareness programmes, the public was sensitized regarding “Samadhan Samarooh”, “Nasha Mukt Abhiyan”, the POCSO Act, NALSA SPRUHA Scheme, Labour Card benefits, Marriage Assistance Scheme, free legal aid services, and various government welfare initiatives.
Special emphasis was laid on protection of child rights, prevention of drug abuse, promotion of legal awareness, and ensuring access to justice for vulnerable and marginalized sections of society. The residents were also informed about the objectives of the NALSA SPRUHA Scheme aimed at supporting vulnerable and affected individuals through legal and social assistance.

In line with the NALSA directions, Worthy Member Secretary, J&K Legal Services Authority, Ms. Shazia Tabasum, conducted detailed inspection of various Legal Aid Clinics of District Ganderbal. The details of the Legal Aid Clinic inspected include Front office TLSC Kangan, Manigam, Urpash Front Office DLSA Ganderbal, Juvenile Justice Board Ganderbal, Legal Aid Clinic Central university Tulmulla Ganderbal and Kondbal Mansbal..

During the inspection, Worthy Member Secretary reviewed the functioning of the Legal Aid Clinics by inspecting records and also interacted with Legal Aid Defence Counsels, para legal volunteers and other DLSA functionaries. Moreover worthy Member Secretary also issued on-spot directions for strengthening legal aid services and ensuring effective implementation of legal awareness schemes and access to justice to all. She emphasised that the programs be conducted strictly in accordance with the calender of activities..

The inspection was conducted in presence of Secretary, District Legal Services Authority Ganderbal, Mr. Sheikh Babar Hussain and Under Secretary, J&K Legal Services Authority, Ms. Gulafroz Khan.

The Worthy Member Secretary emphasized the need for effective coordination, timely legal assistance, follow up and proper maintenance of records, in order to ensure that legal aid reaches to the most deserving beneficiaries in an efficient manner.
