The recent announcement by the Ministry of Defence that it will not be able to spare land for Solar Power is a commendable stand, which is based on their assessment of needs and future requirements.
Similar assessment studies are required to be conducted by various States in India, which have enthusiastically ventured into setting up of large scale Solar Farms without taking into account its long term impact on the scarce source i.e. LAND, because a lot of Real Estate is required to fulfill on the Solar Mission of India because ambitious target of 20,000 MW of Grid Connected Solar Power by the year 2022. The extant of Land required can be estimated from the fact that for 1MW of Solar Project, about 7-8 acres of land is required and by that count for 20,000MW about 1,50,000 Acres of land would be required.
Take for example the case of Punjab, where various large and small Solar Projects have been allocated and established/being established/proposed to be established, on Agricultural Lands. This has a direct impact of shrinking the Food Bowl of our Country by pushing us towards import of foodgrains, in addition to making idle the Farmers/Labour who work on that land to grow crops. At this stage, this may not be of significant impact, but with the ambitious Solar Policy of our Nation on its path of implementation, in the long run it is likely to have irreversible adverse effects on the production of foodgrains in India and labour market for unskilled workforce.
What's the way forward? The Government should come out with an advisory to various States and the Agencies accountable for implementation of the Solar Policy of the Nation, to be sensitive to the use of Agricultural Lands and other lands which may have a better potential value/use, other than using them for setting up of the Solar Farm.
This by no way means that the author is against the laudable objectives of self-sufficiency to be achieved through the Solar Policy of India, but wants Modi Government to fine tune and optimize it for the larger benefit of the 'We the People" keeping in mind the long term consequences of Solar Mission such that it turns out to be Boon and not a Bane.
