With the deadline coming near, questionability of implementation of GST by 1-4- 2017 seems in disdain. The implementation of GST in India requires concur agreement between the States and Centre. The current scenario suggests that GST will not be able to meet its expected deadline and might get delayed in its implementation with expectation to be implemented by 16 September, 2017. Implementation of GST is a mammoth task and need delved consideration at various ends. It is pivotal to enforce GST by September as the validity of the passed GST Bill will lapsed and there will be no tax laws to govern indirect taxation as per the validity of the Constitutional Amendment Act. GST was already facing trivial treatment by the states and then impact of demonetization has positively extended implementation of GST by September, 2017. Further, the States are showing reluctant behaviour as States are presuming to suffer loss by 20-30%, if adopted GST in its tax system. The GST council has shown desirous attempts in pretence of implementation of GST to meet its expected deadline in 2017. The registration process is also in line to transfer the taxable persons/ entities from current indirect tax regime into the upcoming GST laws. In my opinion even taking some troubles into consideration, GST will be implemented by 2017. The implementation could be delayed and is likely to be implemented by September, 2017. The reasons are not comprehensive but suggestive in nature. The government has shown exigency in implementing GST and the determination could be seen as the government has not just started training of both Central and state tax officials and sensitisation of trade, industry and consumers but is also in process of separating Customs Commissioner ate from the Service Tax & Excise wings. The other visible traits can be seen like government efforts to enforce GST portals, resolving issues of administration & control by finance ministry with joint efforts of States, Finalising of GST rates, etc. It is desirable to see that since arriving at consensus on the Constitutional Amendment Bill for GST, the government of India and States have shown remarkable progress in implementing GST in 2017. Hence, it could be concluded that GST should be implemented in 2017 or else the much effort work by the centre will loose its essence.
