Election season is upon us. In the 2014 elections, More than Rs. 3,400 crores was spent on conducting elections. The candidates themselves were permitted to spend upto Rs. 70 lakh each on their campaign. We see many candidates contesting from more than one seat. In addition to this, we see many MLAs contesting the Lok Sabha elections. Many candidates do, in fact win from more than one constituency. Many MLAs who contest the Lok Sabha elections also get elected to Parliament. This means that the candidates now have to choose their Lok Sabha seat, or in the case of the MLAs, choose to become an MP or to continue as an MLA.

This necessitates a by-election being carried out in the constituency which is not retained by them resulting in huge additional unnecessary expenses for the country. A rule should be introduced that when a by-election is required because of the above mentioned situation, the vacating candidate shall bear the expenses of conducting the by-election.
