Key Points of the New Rules
Purpose: The regulations claim to eliminate discrimination, particularly caste based discrimination, and promote equity and inclusion in higher education institutions.
1. Applicability:
They apply to all universities, colleges, and deemed universities, covering students, faculty, non teaching staff, and administrators.
2. Equal Opportunity Centres:
Every institution is required to establish an Equal Opportunity Centre to support disadvantaged groups, address grievances, and promote diversity.
3. Equity Committees:
Each institution must constitute an Equity Committee, to investigate discrimination complaints and ensure compliance.
4. Preventive and Monitoring Mechanisms:
The framework includes helplines, monitoring systems, and regular reporting mechanisms to prevent discrimination.
5. Institutional Accountability:
The head of the institution is legally responsible for implementing these rules.
Ok.
The Concerns Your Core Supporters Belonging To General Category Are Raising ji.
1. Do these Equal Opportunity Centres include representation from the General Category?
The answer is NO.
The regulations mandate representation only for Scheduled Castes, Scheduled Tribes, Other Backward Classes, persons with disabilities, and women. There is NO requirement for General Category representation.
2. This raises an uncomfortable question.
Is it being implicitly assumed that General Category men are inherently biased, that they are always perpetrators of discrimination and never its victims? Is it also being assumed that reverse discrimination does not exist and that false or motivated complaints are impossible?
Justice cannot be selective. Fairness cannot be group specific.
3. Equity was meant to correct historical injustice, not to create a permanent presumption of guilt against one group while granting legal immunity to others.
4. When merit is repeatedly undermined more General Category parents will choose to send their children abroad, away from a system they increasingly view as biased and punitive.
5. This framework penalises merit while protecting mediocrity in the name of equity.
True equity demands balance, safeguards, and equal accountability. I don’t see it in the new UGC rules.
