Canada is on track to welcome a record 431,000 immigrants

As of August 22, Canada has welcomed about 300,000 new permanent residents.

Immigration Minister Sean Fraser boasted last week that Canada has hit the 300,000 mark earlier this year than any other year. Since Confederation in 1867, Canada has welcomed more than 300,000 immigrants in an entire year only six times: in the years of 1911 to 1913 and then in 2018, 2019, and 2021.

After pandemic-related travel restrictions caused a slump of newcomers in 2020, Immigration, Refugees and Citizenship Canada (IRCC) ramped up immigration in 2021, ending off the year with a record-breaking 405,330 newcomers. Even so, IRCC did not surpass the 300,000 mark until the fourth quarter that year.

Publicly available data on IRCC’s open data portal has so far reported the numbers of new immigrants up until June 2022. The results for July and August will be released in the upcoming months.

Provincial immigration
Ontario has by far been the most popular landing province of immigrants. A total of 101,155 newcomers have immigrated to Ontario in the first six months of the year, nearly triple that of the second place contender, British Columbia. The province of BC is now home to 36,700 new permanent residents as of the end of June.

Quebec welcomed the third most immigrants overall, starting the first half of the year with 31,880. Alberta came in fourth with 26,920 newcomers.

Ontario also welcomed the most in all of Canada’s immigration classes: economic, family, refugee, and other. BC welcomed the second most economic- and family-class immigrants, and came in third under the other category. Alberta accepted the second highest number of refugees and the third most family-class immigrants. Quebec had the third most economic- and refugee-class immigrants, and the second most welcomed under the other category.

Manitoba Invites 353 Canada Immigration Candidates In New PNP Draw

Manitoba has issued 353 Letters of Advice to Apply to Canada immigration candidates in a new draw through the Manitoba Provincial Nominee Program.

The August 26 draw saw LAAs issued through three MPNP streams.

Skilled Workers in Manitoba received 259 LAAs, with the lowest ranked candidates scoring 619 points.

International Education Stream candidates received 36 LAAs.

The remaining 58 LAAs went to Skilled Workers Overseas candidates through a Strategic Recruitment Initiative, with a minimum score of 708.

Manitoba stated that 79 of the 353 candidates had valid Express Entry IDs and job seeker validation codes.

This was the 154th draw in the history of the MPNP.

Canada Ramps Up Invitation Numbers In New Express Entry Draw

Canada has issued 2,750 Invitations to Apply in its largest all-program Express Entry draw since resuming after a 19-month hiatus.

The August 31 draw required a minimum Comprehensive Ranking System (CRS) score of 516 points, 9 lower than the previous draw.

Immigration, Refugees and Citizenship Canada says new applications following these latest invitations will be processed in six months. Candidates have a 60-day window to submit their applications.

Ontario Immigration Issues 782 Invitations Through 3 Streams

Ontario issued 782 Invitations to Apply (ITA), most of them under the Masters Graduate and PhD Graduate streams, in three draws on the second-last day of August.

Among those ITAs was one under the Employer Job Offer: Foreign Worker stream, a targeted draw for Economic Mobility Pathways Project (EMPP) candidates.

That pathway is for refugee resettlement and economic immigration that helps skilled refugees immigrate to Canada through existing financial programs and gives employers access to a new pool of qualified candidates to fill job openings.

Those seeking to apply for permanent residence under the EMPP must be convention or country of asylum refugees and have:

a valid, positive Refugee Status Determination (RSD) from the UNHCR or a refugee-hosting state;
a document that shows they are registered or recorded asylum seekers abroad, or;
a “person of concern” letter issued by the UNHCR for the EMPP.
The applicants must also be outside of Canada and their country of persecution, have no durable solution in a third country and be admissible to Canada.

The applicants must also be eligible for the:

Atlantic Immigration Program (AIP);
Provincial Nominee Program (PNP), or;
Rural and Northern Immigration Pilot (RNIP).

Saskatchewan holds largest draw of 2022 and Ontario invites 680 Masters Graduate Stream candidates in this week’s PNP results

Saskatchewan, Ontario, Manitoba, and British Columbia have released results for their Provincial Nominee Programs (PNP) this week.

Most Canadian provinces and territories (with the exception of Quebec and Nunavut) operate their own PNPs. Through these programs, interested candidates may be invited to apply for a provincial nomination. Although provincial nomination is not in itself the same as a permanent residence, it can act as the first step towards obtaining permanent resident status for eligible candidates by maximizing your CRS score. For instance, PNP candidates with Express Entry profiles who receive a nomination get 600 points added to their score. They also become eligible to be invited to apply for a PNP-specific round of invitations.

Following its launch in 1998, the PNP welcomed only 400 immigrants, but due to its success, it now welcomes more than 80,000 per year. The increase in the number of PNP admissions in Canada is due to the fact that the federal and provincial governments consider it an effective tool to promote the economic development of the country.

Express Entry draws are held every two weeks. After a long pause, Immigration, Refugees and Citizenship Canada (IRCC) is now once again holding all-program Express Entry draws.

’s provinces are seeking a new deal on

On July 28, 2022, the Government of Saskatchewan released a statement that it is seeking greater control over its immigration system.

The statement came on the same day Saskatchewan’s immigration minister Jeremy Harrison attended a meeting in New Brunswick with the rest of Canada’s immigration ministers, including his federal counterpart, Sean Fraser.

The biggest outcome from the meeting is the ministers agreeing to develop a multi-year Provincial Nominee Program (PNP) allocation plan by March 31, 2023. This will provide PNP allocations to each province and territory over a three-year period which will help them plan in advance to support their economic development goals.

Such efforts are still not enough to supporting local economic development, say several provinces.

Immigration Refugees and Citizenship Canada (IRCC) has held its fifth all-program Express Entry draw since July 6.

IRCC issued 2,750 invitations to apply (ITA) and the Comprehensive Ranking System score (CRS) cut-off was 516. Express Entry is one of Canada’s main immigration pathways for skilled newcomers.

There was no program specified for this draw which means that candidates from the Canadian Experience Class (CEC) and Federal Skilled Worker Program (FSWP) were eligible to be invited.
IRCC paused all-program Express Entry draws for over 18 months, starting in December 2020. During this time, only candidates eligible for permanent residence under the CEC or the Provincial Nominee Program (PNP) were invited to apply. However, CEC draws were also paused in September 2021.

The pause of the draws was in response to an overwhelming number of permanent residence applications submitted while the global COVID-19 pandemic was in full swing. During this time Canada’s border closed and travel regulations changed frequently.

This draw marks the largest increase in ITA’s, up by 500, since all-program draws resumed on July 6. Until today’s draw, the number of candidates receiving ITAs has been growing by exactly 250 with each draw. For example, the first July draw invited 1,500 candidates, the second 1,750 and so on. There has also been a gradual decline in the minimum CRS score, which has lost between eight or nine points each draw. The initial minimum CRS score was 557.

Why more Indians are moving to Canada

India is by far Canada’s leading source of global talent.

In 2021, Canada welcomed over 405,000 immigrants, an all-time high. Nearly one-third of these immigrants are of Indian origin.

In addition, Canada welcomed nearly 450,000 international students last year, with Indians comprising almost 50 per cent of this total.

There were also over 10,000 Indians that moved to Canada under the Temporary Foreign Worker Program and some 130,000 got work permits under the International Mobility Program.

High levels of Indian newcomer arrivals can be explained by a combination of international and domestic Canadian factors.

Internationally, India has a growing middle-class population with the education, language skills, work experience, and settlement funds that Immigration, Refugees and Citizenship Canada (IRCC) requires to approve a visa.

These attributes are important for all Indians looking to move to Canada, whether as permanent residents, foreign workers, or international students.

Another important international factor is that the lack of permanent residence pathways in the U.S. has led to an increasing number of Indian foreign workers moving to Canada to pursue permanent residence in recent years.

Domestically, Canada has made a variety of major immigration policy changes that are of great benefit to Indian talent.

In 2015, IRCC introduced Express Entry to manage its main federal economic class immigration programs.

This entailed introducing the Comprehensive Ranking System (CRS) as a means to score and rank candidates based on the likes of their age, education, language skills, work experience, and other factors such as having Canadian education and work experience.

Canadian immigration: How to improve your Express Entry CRS score

A Comprehensive Ranking System (CRS) score is the most influential factor in receiving an invitation to apply (ITA) for Canadian permanent residence through the Express Entry system.

Put simply, candidates with the highest CRS scores are the most likely to get an ITA. If you are not confident that your CRS score is high enough, there are some factors within your control that you can change to get a higher score.

The CRS has been shaped by Canadian government studies on the outcomes of economic class immigrants. It takes this research into account and aims to use to help predict a candidate’s potential for success in the Canadian labour market.

CRS components
The maximum CRS score a candidate can achieve is 1,200 points—600 points under core, spousal, and skill transferability components, and 600 points under the additional points components.

An Express Entry candidate can receive a maximum of 600 points under the first four components irrespective of their relationship status. The only difference is that points are broken down and distributed differently. For the purposes of this article, we will be assuming that the candidate does not have an accompanying spouse.

Within the additional points component, a candidate can receive points for having a provincial nomination (600 points), arranged employment (50 or 200 points), Canadian post-secondary education credentials (15 or 30 points), French language proficiency (25 or 50 points), or a sibling in Canada (15 points).

Candidates in the Express Entry pool must update their profile to reflect any change in circumstances that could affect their CRS score. Some updates are automatically triggered, like on your birthday or if your language test results expire. For example, your score may go up when you update your profile with a valid job offer, an increased score on your language test, or provide an educational credential assessment for any educatio

How to get maintained status in Canada

Under Canadian immigration law, all temporary residents have an automatically imposed condition that they are required to leave Canada after their work permit expires.

There is, however, section 181 of the Immigration and Refugee Protection Regulations (IRPR) which states that temporary residents can apply to extend their authorized period of stay as long as they do so before it ends. Those who take advantage of section 181 can stay in Canada until Immigration, Refugees and Citizenship Canada (IRCC) decides on their application. You will maintain your legal status as a temporary resident while you wait.

Follow the guidelines set by IRCC
First, and most important, is to be aware of when temporary status is set to expire. If you let your temporary status expire, you will not be eligible for maintained status and will not be able to work until you can restore your status.

To stay on top of status you need to submit your extension application before your existing status expires. IRCC strongly recommends submitting the application with more than enough time to spare to avoid complications.

Do your research
It is also particularly important to know how an extension can impact the conditions of staying in Canada. If you apply to renew an existing permit before your current permit expires, you can continue to work or study in Canada under their existing conditions while waiting for IRCC’s decision on your extension.

If you wish to apply for a different type of permit, for example from a work permit to a study permit, you will need to stop working on the day your current work permit expires.
