At a time when many ancient pilgrimage centers needed restoration and support, Ahilyabai Holkar devoted her resources and administration to rebuilding temples, ghats, dharamshalas, wells, water tanks, roads, and pilgrim facilities across the country.

Ministry of External Affairs on Monday categorically rejected a ruling by World Bank-constituted Court of Arbitration on Indus Water Treaty, terming it an "illegally constituted" organisation.

In a statement, MEA said that New Delhi's decision to put the water treaty with Pakistan in abeyance "will remain in force."

*India sets first National Standards for Mortuaries, banned Basement Morgues*

India has issued its first-ever national minimum standards for mortuary and post-mortem infrastructure, finalized by the National Council for Clinical Establishments under the Directorate General of Health Services (*DGHS*).

*Key Details of the Standards*

• *Location and Layout*: Mortuaries are strictly banned from basements and cannot be located near hospital waste disposal or dumping zones. Facilities must be built on the ground floor with separate entry routes away from general patient traffic.

• *Cold Storage*: Units must maintain temperatures between 4°C and 8°C with a minimum capacity of four bodies.

• *Segregation*: Medico-legal case (*MLC*) bodies must be kept completely separate from non-MLC remains.

• *Autopsy Blocks*: Prescribes a 4,000 sq. ft. complex, featuring a 2,000 sq. ft. operatory area, wide corridors (at least 8 feet), and fly-proof screening. Must include a viscera storage rooms, waiting halls, and administrative offices.

• *Additional Provisions*: Includes dedicated spaces for police inquest rooms and areas to perform final rituals before handing remains to families.

• *Design elements*: Buildings must feature wide corridors, good ventilation, fly-proof windows, and designated areas for rituals.

• *Minimum capacity*: Each facility must hold storage capacity for at least four bodies.

• *Traceability*: Every body must receive a unique serial number marked on its storage cabin to prevent mix-ups.

A Clinical Establishment Act Standards for Mortuary is issued by the Ministry of Health & Family Welfare under the Clinical Establishments (Registration and Regulation) Act, 2010.

Delhi will impose a complete ban on construction activities from December 10 to January 20 as the government intensifies its battle against winter pollution. Chief Minister Rekha Gupta said sites larger than 500 square metres will be monitored through the Dust Portal and AI-enabled cameras after some projects allegedly continued behind covers during previous GRAP restrictions. Real-time alerts will reach the government’s Control and Command Centre, enabling authorities to issue notices, warnings and fines. Citizens have also been urged to report violations directly to the MCD, their MLA or the chief minister.
