ACTIVITIES

National Service Scheme
The National Service Scheme (N.S.S.) has been introduced in the College since 1983 to promote national consciousness and to inculcate a sense of social responsibility, discipline and dignity of labour among the students.




1. Specific objectives :
i. To work among the people :
ii. To engage in nonviolent and constructive social activities.
iii. To enhance their knowledge about themselves and the community through a confrontation with reality.
iv. To put their scholarship to practical use in mitigating at least some of the social problems;
v. To gain skills in the exercise of democratic leadership.


2. Code of conduct for volunteers :
i. A volunteer must work under the strict guidance of the Programme officers and Group Leaders :
ii. He/She must abide by the rules and discipline of the camp.
iii. He/She must respect other's point of view and make himself/herself worthy of the confidence of the community where he/she is working.
iv. His/Her dress, diet and manner should be as simple as possible during his/her work as a volunteer.
v. It is part of his/her duty to promote N.S.S. objectives by practice and example in order to gain trust and cooperation of the local people.
Any deviation to the above on the part of a volunteer will be viewed seriously and may lead to the termination of his/her voluntaries.
3. N.S.S. Units in this College there are three N.S.S. units in the College having strength of 150 students. (Two boys unit one girl unit).
4. How to join in N.S.S. students who desire voluntarily to join N.S.S. must apply in a plain paper, when a notice is served to this effect. Under the normal activities, the N.S.S. volunteers are required to continue their activities through the year in the College and in the adopted village on Sundays and holidays. Under the special camp programme, the students organise camps at different places during vacations and holidays.


Youth Red Cross

Membership is open to all students and members of the staff. The Youth Red Cross is affiliate to the Red Cross Society of India.
A member of the staff shall be nominated as counsellor by the Principal. The counsellor shall select a group of volunteers from among the students who shall organise blood donation camps, first aid training , St. John Ambulance training and shall motivate the students to render help to the needy during natural calamities.

Rover and Ranger :

The senior branch of scout and guide has opened in this college the Maharishi Rover and Ranger team since 1993.
The motto of these Rovers & Rangers is to serve the community of the National by arranging a number of camps in the State level as well as in the National Level.
The interested students to act as Rovers and Rangers, are advised to contact the Officer-in-Charge of College Rover & Ranger.

National Cadet Corps (Air Wing) :

The Maharishi College of Natural Law has one unit of NCC named N.C.C. (Air Wing) which was introduced in 1995.
Enrolment : Enrolment is open to all students who satisfy the following eligibility conditions :
1. Students should have standard physical fitness.
2. They should have good knowledge in English, Hindi and Science.
3. Interest for discipline.
4. Minimum two years continuity in college. (preferably +2 1st year and +3 1st year students)
5. interested students may contact Fly. Lt. Chandra Adhikary, Lecturer in Physics.


Mode of selection :
1. The students have to face a preliminary Physical Test at the college to be conducted by the NCC Officer.
2. After Physical Test they have to appear for a Written Test at the Office of 1 (Orissa) Air Sqn. NCC, Bhubaneswar.
Training : Training in Air Wing is given of drill, gliding, flying aeromodelling etc.
Advantages : NCC cadres with B-Certificate and C-certificates are preferred in various sessions of Govt. like BSF, CRP, CISF, Fire Brigade, Pilot Officer etc. For details the students are advised to contact Flying Officer of Air Wing.

Scholarships and Financial Aids

The following helps and concessions are available to the deserving students under the following schemes.
Central and State Government Schemes a. National Scholarship : Deserving students are (Govt. of India) selected by the Govt.


b. National Loan Scholarship : Awarded only to the students (Govt. of India) who have passed the qualifying First Division. Such students will have to apply in the prescribed application form.

c. Post Matric Stipends for SC/ST students only.
d. Scholarship for the Deaf, Blind and Orthopedically Handicapped students.
e. Scholarship to the children of Primary and Secondary School Teacher.
f. Post Matric Hindi Scholarship.
g. Junior and Senior : Awarded to meritorious College Merit Scholarship students on the basis of marks

h. Junior and Senior Merit : Awarded to the poor and cum-poverty Scholarship Meritorious students

Students who pass in first division in H.S.C. final examination securing 71% or more may be awarded the above assistance, provided the total income of the parents does not exceed Rs. 500-per Office. The prescribed forms/format for all the above purpose can be had from the College Office.

Biswajit Debata Memorial Prize
Biswajit Debata Memorial Prize has been instituted by the College Management to perpetuate the memory of Late Biswajit Debata, Lecturer in Mathematics of this College who passed away at a very young age. One thousand and five hundred Rupees (Rs. 1,500/-) has been kept on fixed deposit and the interest acquired out of it shall be awarded to the student of +2 Class who secures highest marks in mathematics in the College Annual Examination.

Nandan Award
Rs. 200/- will be paid to a +2 Science students who secures the highest marks in Annual H.S.C. Examination.
Prof. Satrughna Memorial Prize with fixed Deposit of Rs. 10,000/-. The prize will be awarded out of the interest and will be given to the student of +3 1yr Degree Topper student in Educaiton (Hons).

Scholarships and Financial Aids
The following scholarships and financial aids as (i) assistance are available to the students studying in Maharishi College.
1. National Scholarship :

This is awarded on the basis of overall ranking in the State. In case of +2 students it is sponsored by the Board of Secondary Education, Orissa and in case of +3 students it is sponsored by the Council of Higher Secondary Education, Orissa as the Examining Bodies.
2. Junior College Merit Scholarship :

This is awarded to +2 students on the basis of District wise ranking made by the Board of Secondary Education, Orissa. Application Forms for both National Scholarship and Junior Merit Scholarship are sent by the Board to the deserving students who should submit them in the college.
3. Senior College Merit Scholarship :

This is awarded to students of Degree Classes on the basis of overall ranking in the State and is determined by the computerised merit list of C.H.S.E., Orissa on the result of the Annual Examinations. The application forms are sent by the Council to the selected students who should submit them in the College.
4. National Loan Scholarship :

Students securing 50% in their qualifying examinations may apply for this scholarship provided their parents' income does not exceed Rs. 25,000/-.
5. Post-Matric Scholarship for SC/ST Students :

Stipends under this scholarship are given to the SC and ST students from the T.R.W. Department, Government of Orissa.
6. Scholarship for the Children of Freedom Fighters :

This scholarship is awarded to the children of Freedom Fighters.
7. Scholarship for the Children :

This scholarship is awarded to the children of primary school teachers, high school teachers
or secondary school whose aggregate marks must be at least 60% in the H.S.C. Examination.
8. National Talent Scholarship :

It is awarded on the basis of a competitive examination.
9. Scholarship for Orthopedically Handicapped Students :

It is awarded to the lame, deaf or orthopedically handicapped students whose age should be 17 to 30 years. The candidate must have secured at least 40% marks in Higher Secondary Certificate Examinations.
10. Full-students :

On the basis of merit-cum-poverty, students of the College are awarded full free-studentship. The number of awards of this free-studentships is to remain within 12.5% of the total students' strength of the College.
11. Aid from the Social Service Guild and Student's Aid Fund :

These aids are given to the poor and meritorious students.

COLLEGE LIBRARY & LIBRARY RULES

The library
The College Library contains a good number of books arranged subject-wise in sections and subsections. The members of staff, students of the College and other persons specially permitted by the Principal may use the Library.


Rules
Section - 1 (General)
1. The Library is open during the College hours.
2. The Library ramains closed on Sundays and authorised holidays
3. The last period of every working day is set for office work of the Library and during that period no book is issued or returned.

Section - II (Rules common for all borrowers of books)
1. No book should be taken out of the Library without the knowledge of the Librarian until it has been properly entered in the Borrower's Register and the entry attested by the borrower.

2. Each borrower must examine the condition of the book before it is issued. In case of mutilation discovered later the presumption will be against the borrower.

3. The book should be returned within the period allowed to a borrower.
4. When the date for return of a book falls on an authorised holiday, it should be returned to the library on the day the college opens after the holiday.
5. Library books in possession of borrowers should be returned to the Library before the College closes for the long vacations on or before the date noticed for the purpose.
6. Whoever might have a Library book in his/her possession should return it to the Library whenever he receives a requisition notice from the Librarian.
7. Books taken out of the Library must be returned to the Librarian and not to anybody else.
8. No marginal or other note making shall be made in the Library books, nor shall any pictures or pages be removed or otherwise disfigured.
9. The Librarian will report to the Principal against persons responsible for improper use of the Library books.
10. A borrower against whom any overdue or other charges are outstanding shall not be allowed to borrow books from the Library and any one who has a Library deposit shall not be allowed to withdraw the deposit until the Library dues are cleared.
11. If any borrower keeps a book in his/her possession for more than the time allowed for the purpose, no more books will be issued to him/her until the book concerned is returned to the Library.
12. All those who may happen to be inside the Library or in the neighborhood are expected to observe strict silence. The Librarian has orders to see that the silence is strictly observed whenever they are in the Library and to report to the Principal, cases of deliberate disobedience and misbehavior.
13. The Library premisses should not be used for any purpose other than reading or consulting books and periodicals of the Library.
14. Sticks, Umbrellas and other articles should not be brought into the Library premises.
15. Spitting and sleeping inside the Library are strictly forbidden.
16. None but members of the staff may go beyond the Library counter, Persons who might get special permission from the Principal may also work inside the Library.
17. The following table shows the maximum number of books that may be issued to various class of borrowers.

18. A book once issued to a borrower may be reissued to him only when nobody wants to take the same before reissue. It should be produced before the Librarian for necessary entries in their register.
19. Books of reference, text books, current issue of periodicals, courses of studies and rare books shall not be issued for use at home without the special permission of the Principal.
20. Members of the staff may take books from the Library signing the loan register. Students must take books on cards which will be issued to them after they are admitted to the College.
21. Any book lost, damaged or defaced by a borrower must be replaced by him. If a book is one of a set or series and the volume can not be obtained single, the whole set or series must be replaced by the borrower should the books be rare or irreplaceable the borrower must pay double of the catalogue price of the books.
22. In those cases, where the price of lost books cannot be ascertained, the borrower should pay as compensation, an amount fixed by the Principal.

Section - III (Special rules for the Students)
1. No students should enter the Library rooms without the permission of the Librarian.
2. No one should enter the Library rooms with personal books.
3. Perfect silence should be maintained inside the Library, on the verandah and in the reading room.
4. Library books should be returned within stipulated period failing which a fine of twenty-five paise per day per book would be realised form the student in whose name the book is issued.
5. a. Text books will be issued to the students.
b. Reference books will be issued on call slips of consolation in the Library.
6. Ordinary on book will be reissued.
7. Magazine should not be taken home. They should be returned on the very day they are issued. Fines will be imposed on students who take away magazines or reference books.

EXAMINATION

College examinations :
1. For the students of +2 classes there shall be Half Yearly Examination and the Annual Examination for the 1st Year students, and Test for 1st Year, 2nd Year & 3rd Year (in Three Year-Degree) students.
2. The Half-yearly Examination shall be held in or around December.


3. The Annual Examinations shall be held sometime in April/May and the Test Examination in December.
4. Promotion to the next higher class or sending of for the final examinations will depend on the students' performance in the examination.

Rules of Promotion of students for the Annual/Test examination
1. Appearance at the Terminal and Test Examinations is compulsory for the students.
2. For promotion from 1st year to 2nd year class the marks of both the examinations will be taken into consideration. The marks of the Test Examinations

will be taken into consideration to send the student up to appear at the Annual Council/University Examination.

3. A student will be allowed to retain fourth optional provided he passes in other subjects and secures pass marks in the fourth optional subject in any one of the examinations.
4. Generally a student is to secure pass mark (35%) in each and every individual paper for a promotion.
5. A student must have 75% of attendance in Theory and Practical classes separately for being sent up and for promotion to the next higher class.
6. The Staff Council is to meet at the time of tabulation of the result and to fix a criterion for the promotion of a student.
7. Any reported case of indiscipline / malpractice at the examination will be decided by the Staff Council on the basis of the merit of the individual case.
8. The Staff Council has the power to alter the rules as and when necessary.
9. A student shall not be promoted to the next higher class and shall not be sent up if the Staff Council so decides.
10. The name of the students shall be struck off from the college for any indiscipline in the College.

Work experience :
The scheme of studies prescribed by the Council of Higher Secondary Education provides for work experience to be a distinct curricular area at Higher Secondary Stage. This Programme was introduced by The National Policy of Education (1986) recognised Work Experience as an integral part - 1 of general education. According to Policy, work experience is to be considered as purposive and meaningful manual work organised as an integral part of learning process and resulting in either goods or services useful to the community. It is to be provided by well-structured and graded programmes and all teachers are expected to work as teachers of work experience.
The Programme centres around seven areas of human needs, namely food, health and hygiene, clothing, shelter, education, culture and recreation, and social service. A balanced selection of activities in each of these areas may be made according to the educational value of each activity and the facilities and time available for it.

The Orissa conduct Examination
Act - 1988
An act to provide for penal action for adoption of unfair means at certain examination held in the state and other matters connected there will be enacted by the Legislature of the State Orissa the Thirty-ninth year of the Republic of Indian as follows:
1. Short Title :
The Act be called the Orissa Conduct of Examination Act. 1988
2. Definitions :
In this Act, unless the context otherwise requires "recognised examination" means an Examination specified in the Schedule and includes evaluation, tabulation, publication of results and all other matters connected there with. (b) "unfair means" in relation to any recognised examination means taking or giving or attempting to take or give any help, other than one permissible, if any, under the rules applicable there to, from any material, written, recorded or printed or relayed, or from any person, in any form whatsoever.
3. Prohibition of use of unfair means at examination:
(1) No person shall adopt or take recourse to unfair means at any recognised examination.
(2) No person shall aid, abet or conspire in the use of unfair means at any recognised examination.

4. Restriction on copies of question paper and offer of information.
No person, who is not lawfully authorised or permitted by virtue of his duties to do so shall before the time fixed for distribution of copies of question paper to examinees at a recognised examination.
(a) Procure, attempt to procure or posses, such question paper or a portion or a copy there of, or.
(b) Impart information which he knows or his reason to believe is related to be derived from or has a bearing upon such question paper.
5. Prevention of leakage by person entrusted with examinations :
No person who is entrusted with any work connected with a recognised examinations shall excepted with a recognised examination shall except in the discharge of his duties, directly or indirectly divulge or cause to be divulged to any other person any information or part there of which he has come in possession in the discharge of his duties.
6. Restriction on Paper :
No person shall procure, possess distribute of otherwise publicize or cause to be publicized any question papers as being the one or purporting to be the one that is to be given or likely to be given at an ensuring recognised examinations.
7. Prohibition of loitering etc. near examination centre :
No person, save in the discharge of his duties, shall (a) during the hours when a recognised examinations centre or where any evaluation or tabulation work relating to a recognised examination is done and (b) two hours preceding the commencement of such examinations is conducted or evaluation or tabulation work done commit or cause to be committed any of the following acts within the premise where evaluation or tabulation work is done or at any public or private place within a distance of one hundred meters of such premises or the place or evaluation of tabulation work namely.
(i) Loitering
(ii) distributing or otherwise publicizing any paper other or matter relating to such examinations, or
(iii) indulging in such other activity as is likely to be prejudicial to the conduct of such examinations or is likely to affect the secrecy thereof provided that nothing contained in this section shall apply in respect of bonafide activities of examinees appearing at the examination which is conducted at such examination which is conducted at such examination centre.
8. Refusal of duties connected with examination prohibited.
No person assigned with invigilation work or superintendence or any recognised examinations at any centre or other work connected with such examinations or evaluation, tabulation or publication or results of such examination shall refuse, save under circumstances beyond his control, to perform the work or duties so assigned.
9. Penalty :
Whoever contravenes any of the provisions of Section 3 to 8 shall, on conviction, be punished with imprisonment for a term which may extend to three months or with fine which may extend to three thousand rupees but shall not be less than five hundred rupees or with both.
10. Investigation etc. :
(1) An offence under this Act shall not be investigated by an officer below the rank of a Sub-Inspector of Police.
(2) All offences under this Act shall be cognizable and non bailable.
11. Effect to other laws :
(1) Subject to the provisions of section.
(2) The provision of this Act shall have effect not withstanding anything inconsistent there with contained in any enactment other than this Act.
(3) Where any Act commission constitutes an offence punishable under this Act and also under any other Act, the offender found guilty of such offence shall be liable to be punished under the other Act and not under this Act.

5. Such other examinations as may be specified by the State Government by notification in the Official Gazette.

Conduct of Examinations
1. The examinees of the University Exams and +2 Council Exams are required to abide by all the rules set by those bodies as well as the rules framed by the centre Superintendent.
2. Malpractice in any form is now a cognizable offence under the Orissa Conduct of Examination Act, 198. In addition to the reporting of the malpractice to the Council/University, the examinees indulging in malpractices may be criminally preceded under this Act. by way F.I.R. in the local police station.
