Published bimonthly in association with the members of various Schools of Law, across India, IJConS is dedicated to advancing the study of national, international and comparative constitutional law in their broader sense. tic. IJConS aims such reflection and enhancement of the intellectual cross-conception. IJConS interests include not only areas such as administrative law, constitutional law, global administrative law, but also the learning that reflects the legal and academic perception in reality; endorse to reflect the challenges of public life and governance, brews together elements of all of these fields with political theory and social sciences. Soliciting scientific articles, research papers in international and constitutional law from scholars, judges and people from related fields, such as economics, philosophy and political science, IJConS aims to provide a critical analysis of current issues, the debates and the global trends that have immense constitutional implications.

*Call for Papers- Volume 2 Issue 2*

Indian Journal for Constitutional Studies (ISSN-2456-5008) is a peer-reviewed bi-monthly law review published with the objective of elevating and contributing to the growth of Constitutional Law in India. The journal covers the issues relating to the ambit of Constitutional Law and other areas of law through its interactions.

For its second issue, the theme is announced as *"The Indian Elections: Democracy, Drama, Dialogue"*
The sub-themes of which have been declared in the following brochure.

*Submission Guidelines*

*Abstract* – All submissions must be accompanied with an abstract of 300-500 words. Include Key Words as well.
*Articles* – A comprehensive and thorough analysis of issues relevant to the theme. The word limit for articles is between 5,000 to 8,000 words.
*Essays* – They should give a detailed argument based analysis of the subject matter being dealt with. Essays should generally cover areas which remain unexplored. The word limit for essays is between 3,000 to 6,000 words.
*Comments* – Comments on judicial decisions shall limit to 3,000–5,000 words. Analysis of legislative materials shall limit to 3,000-5,000 words. Reviews of recently published books may be upto 2,000- 3,000 words; besides other forms of scholarly writing. Arguments must be logical and can take into account aspects such as sociological, political, and economic implications.
*Formatting*- All submissions must be in Times New Roman, font size 12, Spacing 1.5. All footnotes should be in Times New Roman, font size 10, single-spaced and should conform to the Oxford University Standard for the Citation of Legal Authorities (OSCOLA). Left 1.5 Inch and Right 1 Inch, Top 1 Inch and Bottom 1 Inch. All the word limits are exclusive of footnotes.
*Submission Deadline*- Submission of Full Paper (along with abstracts)- June 30. 2019
*Submission Policy*- All entries should be submitted in .doc or .docx formats along with a pdf copy of the same. The Manuscripts must be e-mailed to [email protected]. The author(s) bear sole responsibility for the accuracy of facts, opinions or view stated in the submitted Manuscript. All manuscripts would be subject to plagiarism check and if the content is found to be plagiarized, the submission is liable to be rejected. Research papers for the Journal shall be subject to double blind peer review after initial screening by the editorial committee of the IJCS. We strictly go by the contribution and quality research and other facts are irrelevant.

The Supreme Court on Wednesday directed state governments to provide round-the-clock police protection to witnesses who face threats for deposing against those accused in heinous c rimes and ordered that the identity should be concealed only at the time of investigation and trial. The court’s order came as it approved the witness protection scheme framed by the Centre in consultation with the National Legal Services Authority (NALSA) and Bureau of Police Research and development (BPRD) and directed all states to implement it till Parliament comes out with a new legislation. Will this make any significant effect on witness who were determined from the start to stay hostile?

The WTO DSB has come up with it's observations in Japan v India, dispute concerning Safeguard duty imposed by India on steel imports for two-and-a-half years in the year 2016.
Japan went to the WTO in 2016 to complain about the safeguard - an emergency tariff that WTO members can use to shield their industries against the threat of a sudden and damaging surge in imports and the minium import price set by India. India set the duty at 20 percent in the first year i.e September 2015, tapering to 10 percent in the final six months.
“The panel’s ruling underlines that safeguard duties should not be easily imposed unless they are consistent with the WTO rules,” Keiji Hattori, director at trade policy bureau at Japan’s Ministry of Economy, Trade and Industry said.
The WTO panel in the month of November 2018, said that the use of safeguards are subject to strict criteria, and India’s reasons did not reach the required standard, or show a rise in steel imports based on objective data.
