Veceras se održava prvi javni susret inicijative u kompleksu bivše Gradske klaonice na Heinzelovoj 66. Događanje se realizira kroz Reg Lab - Regionalni akcijski kulturni laboratorij, Kooperatinin program podrške nezavisnim kulturnim organizacijama i inicijativama u Jugoistočnoj Europi.
Pridružite se javnoj prezentaciji inicijative koja se bori za to da ovaj prostor postane centrom za umjetničku produkciju. Čekaju vas razgovori s gradskim predstavnicima i stručnjacima, a nakon toga performans i DJ set.

We are in Skopje this week! From 14 to 16 May, we are taking part in the Culture Action Europe regional gathering 'South-East Satellite BEYOND', organised by Heartefact North Macedonia in collaboration with Clubture and Kooperativa.
Our Milica Pekić is participating today in the panel 'Shrinking Space for Culture & Regional Landscapes', a conversation on the key challenges and opportunities facing independent cultural actors across the region.
The gathering brings together representatives of independent culture from the Western Balkans and Europe with the aim of strengthening regional voices, building shared advocacy, and developing cultural policy proposals toward European institutions. Exactly the work we do every day.

Ovih dana smo u Skopju, gdje se od 14. do 16. svibnja održava regionalni susret mreže Culture Action Europe pod nazivom 'South-East Satellite BEYOND'.

Program organizira Heartefact North Macedonia u suradnji s mrežama Clubture i Kooperativa - Regionalna platforma za kulturu te organizacijama A25 Cultural Foundation i Euradia Italia.

S ciljem decentralizacije kulturnih politika i jačanja regionalnih glasova, susret okuplja predstavnike nezavisne i izvaninstitucionalne kulturne i umjetničke scene iz zemalja Zapadnog Balkana i Europe kako bi zajednički odgovorili na sve nepovoljnije uvjete rada u kulturi. U fokusu su smanjena javna ulaganja, nesigurno financiranje i potreba za jačim zagovaranjem nezavisne kulture kao važnog javnog dobra. Kroz razmjenu iskustava, definiranje zajedničkih prioriteta i razvoj prijedloga kulturnih politika, sudionici žele ojačati regionalnu suradnju i zajednički glas prema europskim kulturnim institucijama.

The funding crisis in numbers 📊

We surveyed 43 independent cultural organizations across Southeast Europe about their access to Creative Europe funding in 2025.
76.7% applied to Creative Europe in 2025 Only 25.6% received funding 74.4% rejection rate
70% of rejected applications had passed evaluation thresholds. They weren’t rejected for poor quality, there simply isn’t enough budget.
Success rates collapsed: 2020-2024: 67.4% of surveyed organizations received funding 2025: 25.6%
Primary barriers: 26.2% cannot meet co-financing requirements 28.6% cite overly complex application processes
The European Commission acknowledged in September 2025 Parliamentary hearings that Creative Europe is “over-subscribed and under-funded,” with only 10-15% of all applications receiving funding.
For Western Balkans organisations already operating under political pressure, with slashed national cultural budgets and limited domestic support, this isn’t a funding gap. it’s an existential crisis.
These organizations create spaces for dialogue and cross-border cooperation in post-conflict contexts. They work in communities where independent culture faces systematic pressure. When they cannot sustain operations, we lose more than cultural programming, we lose democratic infrastructure and conflict prevention capacity in regions where both remain fragile.
The data is clear. The crisis is urgent.

Survey conducted December 2025 - January 2026 among Kooperativa member organizations and their networks across Albania, Bosnia and Herzegovina, Croatia, Kosovo, Montenegro, North Macedonia, Serbia, and Slovenia.

February 27, Zagreb 🎭
Through Reg Lab support programme we co-organized post-performance roundtables following NGA Prazan prostor’s ‘Death in Dubrovnik’ in Zagreb. This documentary theatre piece examines Montenegro’s role in the 1991-92 attack on Dubrovnik through authentic testimonies, letters, and historical documents, a work that has faced censorship in Montenegro.
The production was created by Dramski studio ‘Prazan prostor’ (Podgorica) in collaboration with Akcija za ljudska prava, as part of the project ‘The Siege of Dubrovnik 1991-1992: Memories of War So Evil Does Not Repeat’, supported by the European Union through the regional EU Confidence Building Programme for the Western Balkans and implemented by UNDP.
The roundtable we co-organized, led by writer and theatre director Vedrana Klepica, brought together director Petar Pejaković, dramaturge Anja Pletikosa, and the full ensemble with audience members for conversation about the creative process and the challenges of reaching audiences in Montenegro, where the work faces censorship, as well as in Croatia where confronting this history remains politically complex.
The discussion explored the vital importance of cross-border collaboration in sustaining critical artistic practice under political pressure and creating spaces for dialogue when such conversations face obstacles at home.

🎬🎧Twinning Stories: Inclusive Practices Meet Experimental Radio
Last spring, Kultura svima svugdje (Rijeka, Croatia) and Robida Collective (Topolò, Italy) joined forces in our Twinning program focused on inclusive cultural practices and experimental radio in the remote village of Topolò.
The week-long residency included an outdoor film screening with audio description, a guest feature on Radio Robida, workshops on inclusive approaches, and the creation of a soundscape documenting the entire experience.
Unexpected spin-off: Tina Tus from Kultura svima svugdje integrated the Twinning experience into radio culture workshops held in Rijeka (two 5-day workshops). The team shared their knowledge with Radio Benčić crew and started a radio show “Sketches for Inclusion / Skice za inkluziju” presenting inspiring inclusivators 📻✨

💃📚 Twinning Stories: Festival Management Across Borders
Prostor Plus (Rijeka, Croatia) and Contemporary Dance Association Slovenia (Ljubljana) brought together knowledge in a Twinning program focused on organizing performing arts festivals. Nika Krajnović and Nives Soldičić spent a week at the Gibanica festival, gaining hands-on experience in production, fundraising, PR, audience development, volunteer management...
The result? A dissemination event with 8 colleagues from Rijeka’s cultural scene and a digital publication with recommendations for curating performing arts festivals to be distributed to 20+ cultural organizations in Croatia.

🏖️🏗️ Twinning Stories: Spatial Justice in the Mediterranean
In 2025, through our Twinning programme, Sub pokret from P**a, Croatia and KANA from Podgorica, Montenegro joined forces to explore privatization of public space, touristification, and resistance through art and activism.
Six intense days through Podgorica, Kolašin, Kotor, Tivat, Budva and Bar. Marta Baradić and Katerina Duda presented their ongoing research to 50 people at two public events, then, guided by Sonja Dragović, visited controversial real estate projects across Montenegro.
“We discussed common challenges and pressing concerns shared across the Mediterranean region—related to climate change, the preservation of natural landscapes, the sea, rivers, and vegetation.”
The impact?
“This exchange helped us see our own work more clearly—both our strengths and the areas where we need growth.”
The future: Planned collaboration focused on climate change and plant species in the Balkans and Mediterranean.
Additional bonus: “The project sparked new opportunities and deepened our interest in returning to Budva to continue our research and engagement.”

Day 2 continued by revolving around artists’ realities.
🌀🌀🌀Morning at Booksa: conversation with Miloš Janjić / BRINA, Foxes Fluff (Anna Belorukova & Ilia Belorukov), and Nađa Gavrilović brought into focus the conditions—some quite harsh—in which artists from across Southeast Europe are operating. Creating art under authoritarianism, bodies as sites of power and resistance, challenges of mobility and cooperation, new models of sustainable practice.
The fundamental question from Day 1 carried through: how do we move from recognising gaps and contradictions to actually creating solidarity mechanisms that work?
🌀🌀🌀 Evening at Suputnici: Foxes Fluff’s “Document of the Body” video installation examining body as site where power is exercised and resisted. Nađa Gavrilović’s photographs from Serbia’s 2025 student protests capturing the rhythm and emotion of collective resistance.
Forum 2.0 was the beginning of a conversation we’re committed to keeping alive.
