Today, Catherine Haworth and Ravi Oberoi from Avon & Somerset Family Law attended a roundtable at Parliament to discuss Hollys Law. Catherine has been spearheading this campaign along with Annette Bramley, Holly’s Mother.

In March 2023, Holly was murdered by her husband. Annette had previously raised concerns with police due to his long standing history of animal cruelty, and following Hollys murder Annette launched the Hollys Law Campaign.

Catherine joined the campaign in January 2026 following her attendance at the APPDAWG event at Westminster where she shared her own experiences as a family lawyer of domestic abuse cases where there has been significant harm done to animals, and to discuss the links between abuse of animals and abuse of people.

Since then, Catherine has led the campaign along with Annette, and has called upon government to produce the Animal Protection Disclosure Scheme - which will otherwise be known as Holly’s Law.

This Scheme mimics that of Clare’s Law and Sarah’s Law and will govern disclosures made by police to individuals of animal neglect and cruelty with a view to help prevent people from entering in to abusive relationships.

Catherine and Annette have the backing of several MP’s and Catherine has prepared the written guidance for review by government officials.

Catherine says “I am so pleased that Hollys Law has received the backing of so many important voices in the field of animal welfare. The roundtable was a huge success, and we are all working toward a shared goal with real progress being made.”

Avon and Somerset Family Law are proud to support the Hollys Law campaign. Our staff regularly support survivors of abuse where animals have been affected and understand the importance of animals to survivors.

Catherine Haworth awarded “Highly Commended” Consultant Solicitor of the Year 2026

Catherine was recently awarded Highly Commended Consultant Solicitor of the Year 2026 at the Modern Law Awards 2026. Catherine joined Avon & Somerset Family Law in July 2025 as a consultant solicitor, bringing with her vast expertise on dealing with highly complex children act matters and specialising in domestic abuse matters.

Catherine accepts legal aid clients as well as non-legal aid matters and is able to work flexibly around the needs of her clients.

Aside from her legal work, Catherine has also been involved heavily in campaigning for the Animal Protection Disclosure Scheme (Holly’ Law) and has attended several parliamentary meetings. She most recently attended a meeting with DEFRA and the Home Office to discuss potential changes to the Domestic Violence Disclosure Scheme (Claire’s Law) and to the Statutory Guidance on Domestic Abuse to include pet abuse, with an aim to strengthen the understanding of the strong links between abuse to animals and abuse to people.

Catherine is hosting a roundtable at Parliament in June sponsored by Ruth Jones MP where she will be joined by leaders in the animal welfare sector to discuss the proposed changes.
