It would appear that the CQC has been listening to the sector. A lot of concerns have been raised as the Single Assessment Framework has been rolled out, about providers ability to improve their ratings, especially those who are currently rated Requires Improvement yet not considered to be posing a risk.

“Whilst it is encouraging that the CQC has heard the sector’s concerns, and whilst we all know it can’t wave a magic wand and re-inspect everyone instantaneously, something needs to be done to speed this process up.”

Caroline Barker takes a look at the CQC’s decision to re-inspect all Requires Improvement and Inadequate services, but considers how long this might take given the number of services involved and the CQC’s staff sickness levels.

The results of the CQC People Survey 2024 are in and make for grim reading. One of the biggest red flags, and one that was highlighted at the CQC March Board meeting, was the fact that only 27% of respondents believed that the values and behaviours of the executive leaders (CEO and Executive Team) were consistent with the CQC’s values.

“Kotter’s 8 Step Change model is well known. The first stage is to create a sense of urgency, and create a compelling reason why change is needed. The CQC outlined its Strategy in 2021. We are now in 2024. It was never really clear, to me, why the CQC needed to overhaul its system, and it appeared to be done just for the sake of it – the regulator reinventing the wheel every few years. Additionally, three years on and it doesn’t feel like we are that much further forward.”

Caroline Barker considers the CQC’s change management process implementing the Single Assessment Framework and looks at whether its on a hiding to nothing.

We are starting to see the practical application of the new CQC assessment framework. CQC have changed the language relating to their view and judgement of individual care services.

“…remember that CQC’s extensive powers flow from the conduct of “inspections”. Whilst we would always encourage providers to welcome CQC as the regulator, it is worth asking the inspectors whether any visit is an inspection or not.”

Paul Ridout considers various practices issues which have crossed over Ridouts’ desks recently. It is important that providers are aware of detailed practice developments and be prepared in advance of CQC assessments and inspections.

Ridouts hosted a round table discussion with providers to discuss the developing CQC regime, to consider what was happening, share knowledge and discuss the potential impact of the regime on businesses. Between them, the providers have nearly 60 homes, so had a wealth of experience to share. The discussions were wide and varied but the three main themes that we covered were:

1. The new inspection regime, the effects of the new scoring system, the anticipated FAC process and potential concerns

2. How the Provider Portal will help or hinder provider relationships and the flow of information

3. The impact of the new visitor regulations coming into force in April 2024

"[How have we] got a regulatory system where we have to talk so much about getting the regulator to follow the law.”
