Government Unveils Biggest Shake-Up of Legal Migration in 50 Years.

The Government today announced the most significant reform of the UK’s legal migration system in nearly half a century, introducing a new contribution-based model designed to prioritise migrants who work hard, integrate, and play by the rules.

Under the proposals, the standard qualifying period for settlement will rise to 10 years, with faster routes for top talent, public service workers, and high earners. In contrast, illegal migrants, visa overstayers, and those dependent on benefits could face waits of 20 to 30 years.

Key measures include:
a) 5-year settlement for NHS doctors and nurses
b) 3-year route for high earners, entrepreneurs, and Global
Talent visa holders
c) 15-year baseline for low-paid workers
d) Possible restriction of benefits and social housing to British citizens only

Home Secretary Shabana Mahmood said:

“To settle here is a privilege that must be earned. We are replacing a broken system with one built on contribution, integration and fairness.”

The reforms will apply to nearly 2 million migrants who arrived since 2021, subject to consultation, and form a central part of the new Immigration White Paper.

The UK Government has announced a series of major changes to the asylum framework as part of its 2024–2025 reform programme. The measures aim to reduce the current backlog, strengthen border enforcement, and reshape long-term protection policies.

Key Changes:

Temporary Refugee Status
Refugee status will no longer automatically lead to settlement after five years. Grants of protection will be subject to periodic review, and routes for family reunion are being significantly restricted.

New Independent Appeals Body
An independent tribunal-style body will be established to accelerate asylum appeals, with certain cases targeted for completion within 24 weeks. The reform intends to reduce delays and increase overall system efficiency.

Reduction of Hotel Accommodation
The government is phasing out the use of hotels for asylum seekers, shifting individuals to designated accommodation sites. Those who refuse assigned placements may face reductions in support under new “Failure to Travel” rules.

Enhanced Measures Against Smuggling Networks
The forthcoming Border Security, Asylum and Immigration Bill introduces strengthened powers to disrupt people-smuggling operations, including the ability to seize devices and criminalise content that promotes illegal Channel crossings.

End of the Rwanda Scheme and Introduction of ‘Return Hubs’
The previous Rwanda relocation plan will be discontinued. Instead, the UK plans to establish third-country “return hubs,” particularly in the Western Balkans, for individuals whose claims have been refused after appeal rights are exhausted.

Suspension of Refugee Family Reunion Applications
From September 2025, new applications under the refugee family reunion route will be paused, though submissions made prior to this date will continue to be processed.

The body will lie in state at Asian Funeral Care, 66/67 Monarch Parade, London Road, Mitcham, CR4 3HB where viewing will take place between
5-7pm on Thursday 2 October 2025 and between 5-7pm on Saturday 4 October 2025.

The Funeral Service will be held on Thursday, 9 October 2025, with the commencement of the Holy Mass at 10 am at St. Elphege’s RC Church, 120 Stafford Road, Wallington, SM6 9AY.

The burial will take place following the mass, at 1:30 pm at Merton & Sutton Joint Cemetery, Garth Road, Morden, SM4 4NW.

After the burial, family, friends, and well-wishers are warmly invited to join us for a memorial meal at the Tooting & Mitcham Community Sports Club Imperial Fields, Imperial Sports Ground Bishopsford Road, Morden, SM4 6BF.

On 1 July 2025, the Home Office introduced Statement of Changes HC 997, bringing some of the most significant updates to UK Immigration Rules in recent years.

Some provisions, such as those under the Afghan Relocations and Assistance Policy (ARAP), came into effect immediately.
The majority of the changes, particularly those affecting work routes, will apply from 22 July 2025.
Applications submitted or Certificates of Sponsorship issued before this date will be assessed under the previous rules, offering transitional protection.
What’s changing?
Skilled worker route:
- Roles must now be classified at RQF Level 6 or higher.
- Salary thresholds have increased across all bands - Band A now starts at £41,700, and Bands B and G at £28,200.
- Only the first 48 hours per week can be counted toward salary calculations.
- There’s now expanded flexibility for supplementary employment for those granted leave before 22 July 2025.
Shortage Occupation List overhaul:
- A new Temporary Shortage Occupation List will replace the current list starting 22 July 2025.
- This will include key roles in sectors like construction, IT, and the arts.
- Most sub-degree level roles will be phased out by 31 December 2026.
Care Sector provisions
- Special arrangements remain in place for Care Workers and Senior Care Workers until July 2028.
- From 22 July 2025, applicants must have been employed by their sponsoring organisation for at least 3 months to qualify.
- Dependants will no longer be permitted for new applicants in RQF Level 3–5 shortage roles after this date.
Other key changes:
- The rules have been clarified for ARAP applicants, as well as for dependants and family members.
- Applicants under the Global Business Mobility route must now meet higher salary thresholds.
- The 48-hour salary calculation limit has also been extended to this route.
These reforms represent a stricter, more structured approach to immigration while maintaining some flexibility where it is most needed. Contact us to discuss the implications on these rules.
