Thousands of homes with unsafe cladding are set to be fixed faster under new legislation and £1 billion+ in government investment.

The government recently announced strict deadlines for landlords to complete cladding remediation:

• Buildings over 18m: by the end of 2029
• Buildings 11–18m: by the end of 2031

Those who fail to comply without a valid reason could face unlimited fines or prison. If landlords refuse to act, the government or local authorities will have the power to step in and carry out the work.

The new Remediation Bill is part of the next phase of the Remediation Acceleration Plan, aiming to prevent future tragedies like Grenfell and restore public trust in housing safety.

Social landlords now have equal access to funding, and new protections are being introduced for leaseholders burdened by interim safety costs.

The Regulator of Social Housing has taken enforcement action against Easy Housing Association (EHA), after the provider persistently failed to fix serious governance and financial failings.

EHA, which operates supported housing through short-term leases in Birmingham, has been under scrutiny since March 2023. Despite being found in breach of key standards, the regulator says the organisation has shown little progress or willingness to improve.

Now, EHA has been ordered to:

▪️Appoint an independent manager

▪️Commission a full external review

▪️Work under a newly strengthened board, with three statutory appointments from leading housing organisations

The regulator warned that EHA’s internal controls and business planning are not fit for purpose, putting both its tenants and housing standards at risk.

“When landlords can’t or won’t fix issues, we step in,” said RSH Deputy Chief Executive Jonathan Walters. “Tenants deserve safe homes, and accountable landlords.”

Haringey has been dubbed the “mouldiest borough in England” in a protest led by the London Renters Union, after topping national rankings for damp and mould complaints in council housing.

Outside the council's Wood Green offices, campaigners handed out a mock “Moulden Globe” award, calling attention to the serious health risks posed by mould and disrepair in local homes. Protesters say tenants are tired of being ignored, and the council must be held accountable.

“This isn’t just a few bad flats,” said organiser Julia Dagg. “People everywhere in the borough are living in unsafe, unhealthy homes, and too ashamed to speak out.”

Haringey Council says it’s investing nearly £600 million in repairs and has launched a Housing Improvement Plan. But residents say they need more than promises, they need action.

The UK government has unveiled further details on Awaab’s Law, mandating that social landlords respond to emergency repairs, like mould and damp, within 24 hours, with investigation timelines of 10 working days and safety fixes within five days.

The new regulations, along with electrical safety checks every five years, are set to launch in October 2025, with subsequent phases covering more hazards in 2026 and 2027.

Housing Secretary Angela Rayner confirmed the government will take a “test and learn” approach, adjusting guidance as needed based on ongoing evaluation and sector feedback.

Phase 1 focuses on critical emergencies and mould; future phases will expand protections to include fire, structural, and hygiene hazards. Tenants will have legal recourse, including court claims, if landlords fail to meet the tight deadlines.
