L’UIHJ, représentée par son Secrétaire général Patrick Gielen, est intervenue lors de la réunion du réseau belge du Réseau judiciaire européen en matière civile et commerciale (RJE). Avec Thalia Kruger, professeure de droit international privé à l’Université d’Anvers, il a présenté les travaux du sous‑groupe d’experts Bruxelles I bis. 🤝

Le contenu des échanges reste confidentiel à ce stade. Une conviction nous guide toutefois : la reconnaissance d’une décision dans un autre État membre n’a de sens que si elle débouche sur une exécution forcée efficace, rapide et sûre, dans un juste équilibre entre les droits du créancier et la protection du débiteur. C’est sur ce terrain que l’expérience des huissiers de justice apporte une réelle valeur ajoutée.

The UIHJ, represented by its Secretary General Patrick Gielen, spoke at the meeting of the Belgian network of the European Judicial Network in civil and commercial matters (EJN). Together with Thalia Kruger, Professor of private international law at the University of Antwerp, he presented the work of the Brussels I bis expert sub‑group. 🤝

The content of the discussions remains confidential at this stage. One conviction, however, guides us: the recognition of a judgment in another Member State only makes sense if it leads to effective, fast and safe enforcement, with a fair balance between the rights of the creditor and the protection of the debtor. This is where the experience of judicial officers brings real added value.

🇪🇪🤝🇧🇪 UIHJ Job Shadowing: an Estonian delegation in Belgium

As part of its Job Shadowing initiative, the UIHJ is delighted that an Estonian delegation was welcomed in Brussels on 13 October.

🏛️ The morning took place at the Belgian National Chamber of Judicial Officers, where Pascal Bodart, Rapporteur of the Chamber, and Patrick Gielen, Secretary General of the UIHJ, presented its missions and how it works.

⚖️ In the afternoon, the delegation was received at the Aecetia office, where Peter Coene presented the daily work of a judicial officer and how an office runs in practice.

🇪🇺 Patrick Gielen closed the day with an overview of the progress made by the UIHJ and the UEHJ in civil judicial cooperation, and of ongoing collaborations, in particular with the CEPEJ and the European Commission.

🔎 Job Shadowing allows judicial officers to spend a few days in an office abroad and observe how the profession is practised in another country. Beyond discovering other practices, it aims to strengthen solidarity between colleagues, encourage dialogue between legal systems and build a common culture of enforcement.

🇪🇪🤝🇧🇪 Job Shadowing UIHJ : une délégation estonienne en Belgique

Dans le cadre de son initiative Job Shadowing, l’UIHJ se réjouit de l’accueil d’une délégation estonienne à Bruxelles le 13 octobre.

🏛️ La matinée s’est tenue à la Chambre nationale des huissiers de justice, dont Pascal Bodart, rapporteur de la Chambre, et Patrick Gielen, Secrétaire général de l’UIHJ, ont présenté les missions et le fonctionnement.

⚖️ L’après-midi, la délégation a été reçue par l’étude Aecetia, où Peter Coene a présenté le quotidien de l’huissier de justice et le fonctionnement concret d’une étude.

🇪🇺 Patrick Gielen a clôturé la journée en présentant les avancées de l’UIHJ et de l’UEHJ dans le domaine de la coopération judiciaire civile, ainsi que les collaborations en cours, notamment avec la CEPEJ et la Commission européenne.

🔎 Le Job Shadowing permet à des huissiers de justice d’être accueillis quelques jours dans une étude étrangère pour y observer l’exercice de leur profession. Au-delà de la découverte d’autres pratiques, il vise à renforcer la solidarité entre confrères, à encourager le dialogue entre systèmes juridiques et à développer une culture commune de l’exécution.

Elles se sont tenues les 8 et 9 octobre à Buenos Aires sur le thème « Le facteur humain dans l’exécution forcée : l’huissier de justice à l’ère de l’intelligence artificielle ».

🌎⚖️ Quel plaisir d’être de retour en Amérique latine !

Ces journées inspirantes ont réuni des collègues engagés en faveur d’une justice effective. L’UIHJ et l’UEHJ y ont pris une part active.

🎙️ Le 8 octobre, Marc Schmitz a pris la parole lors de la cérémonie d’ouverture. Luis Ortega a ensuite modéré le panel consacré aux nouveaux défis de l’exécution forcée et à l’élargissement des compétences des huissiers de justice, avec l’intervention de Paulo Duarte Pinto. Malone Cunha a modéré le panel sur les limites éthiques et juridiques de l’IA dans l’exécution forcée, consacré à la responsabilité, aux biais algorithmiques et à la protection des données. Jos Uitdehaag y est intervenu.

🎤 Le 9 octobre, Marc Schmitz est intervenu dans le panel sur l’huissier de justice comme agent d’exécution, entre la norme et la réalité mondiale. Patrick Gielen a modéré le panel sur l’importance de l’huissier de justice dans le procès, avec la participation de Robert Cicuto. Małgorzata Pedziszczak a modéré le panel sur la formation continue et les nouvelles compétences technologiques, procédurales et humaines des huissiers de justice. Luis Ortega est enfin intervenu dans le dernier panel, consacré à l’intégration latino-américaine des acteurs de la justice dans un monde globalisé.

💡 Un jugement sans exécution forcée est une justice qui reste sur le papier ! À l’ère de l’IA, la technologie doit assister le jugement humain, et non le remplacer.

🤝 Pas d’exécution forcée effective, pas de justice effective !

These inspiring days brought together colleagues committed to effective justice. The UIHJ and the UEHJ played an active part.

🎙️ On 8 October, Marc Schmitz spoke at the opening ceremony. Luis Ortega then moderated the panel on new challenges in enforcement and the expanded powers of Judicial Officers, with Paulo Duarte Pinto as a speaker. Malone Cunha moderated the panel on the ethical and legal limits of AI in enforcement, which covered liability, algorithmic bias and data protection. Jos Uitdehaag was one of its speakers.

🎤 On 9 October, Marc Schmitz spoke on the panel about the Judicial Officer as an enforcement agent, between the norm and global reality. Patrick Gielen moderated the panel on the importance of the Judicial Officer in the judicial process, with Robert Cicuto as a speaker. Małgorzata Pedziszczak moderated the panel on continuous training and the new technological, procedural and interpersonal skills of Judicial Officers. Finally, Luis Ortega spoke on the last panel, on Latin American integration of justice officials in a global world.

💡 A judgment without enforcement is justice that remains on paper! In the age of AI, technology must assist, not replace, human judgment.

🤝 No effective enforcement, no effective justice!

Bringing the international perspective closer to judicial officers in Poland 🇵🇱

⚖️ On 26 September 2026 Małgorzata Pędziszczak, member of the Executive Committee of the UEHJ, took part as a speaker in a professional training seminar organised by the Chamber of Judicial Officers in Szczecin, Poland Izba Komornicza w Szczecinie

🔎 Her presentation focused on the different structures and financing models of enforcement fees across Europe, highlighting why enforcement costs cannot be meaningfully compared without considering the institutional and economic model behind each system.

🌍 A dedicated part of the presentation was also devoted to the UIHJ and UEHJ, introducing their history, structure and activities, as well as their role in representing the profession at European and international level.

🤝 The seminar provided an opportunity to underline the practical value of international cooperation: exchanging experience, learning from different enforcement systems and contributing to common professional standards.

⚖️ At the heart of this cooperation remain fundamental principles promoted by the UIHJ: the rule of law, access to justice and the right to enforcement.

🇫🇷 Rapprocher la dimension internationale des huissiers de justice en Pologne 🇵🇱

⚖️ Le 26 septembre 2026, Małgorzata Pędziszczak, membre du Comité exécutif de l’UEHJ, est intervenue lors d’une formation professionnelle organisée par la Chambre des huissiers de justice de Szczecin, en Pologne Izba Komornicza w Szczecinie

🔎 Son intervention était consacrée aux différentes structures et aux différents modèles de financement des frais d’exécution en Europe, soulignant pourquoi les coûts de l’exécution ne peuvent être comparés de manière pertinente sans tenir compte du modèle institutionnel et économique propre à chaque système.

🌍 Une partie spécifique de la présentation était également consacrée à l’UIHJ et à l’UEHJ, afin de présenter leur histoire, leur structure et leurs activités, ainsi que leur rôle dans la représentation de la profession aux niveaux européen et international.

🤝 Cette formation a également permis de souligner la valeur concrète de la coopération internationale : échanger des expériences, apprendre des différents systèmes d’exécution et contribuer au développement de standards professionnels communs.

⚖️ Au cœur de cette coopération demeurent des principes fondamentaux défendus par l’UIHJ : l’État de droit, l’accès à la justice et le droit à l’exécution.

On 16–17 September 2026, the UEHJ, represented by its Patrick Gielen Secretary General UIHJ, participated in the European Commission’s DG JUST Calls 2025 Kick-off Meeting in Brussels.

The two-day meeting provided an opportunity to discuss the implementation and monitoring of EU co-funded projects, including project management, reporting, financial aspects and impact.

It was also a great opportunity to meet our partners EIPA and ERA, with whom the UEHJ is involved in two European training projects focusing respectively on artificial intelligence and blockchain, and on the digitalisation of European judicial procedures.

Les 16 et 17 septembre 2026, l’UEHJ, représentée par Patrick Gielen, secrétaire général UIHJ, a participé à Bruxelles au Kick-off Meeting des appels DG JUST 2025 organisé par la Commission européenne.

Deux journées d’échanges consacrées à la mise en œuvre et au suivi des projets européens cofinancés : gestion, reporting, aspects financiers et impact des projets.
